ORDINANCE (FIRST READING) EMPLOYEE BENEFICIAL SUGGESTION AWARDS PROGRAM, #AB86-339 Mr. Dave Hiestand, Personnel Director, noted that the Audit Committee asked for a revision of Ordinance No. 3641, Employee Suggestion Awards Program, to remove the City Auditor from the selection process for awards and to ensure the independence of audits of the program. The revised ordinance creates a Suggestion Award Board composed of the City Clerk, Public Works Director and Fire Chief. The intent of the program is to stimulate suggestions from City employees which will be of benefit to the City of Bremerton plus a morale booster for the employees involved. Mr. Joe St-adler, 908 Park Avenue, noted that the intent of the Ordinance is good however he stated from past experience, working for the federal government, suggestions often were denied by supervision only to reappear under a supervisors name 1-2 years later. He felt it could be abused. Mr. Hiestand responded that upper level management personnel are not eligible for the monetary awards. Mr. Collins objected to the ordinance format which does not include employee participation from the rank-and-file. Specifically those eligible to participate would have a better idea if a suggestion warrants merit or mpnetary consideration. Mrs. Lonq felt the elected officials are eliminated from the final approval process, which Mr. Hiestand noted that the draft gives final approval to the City Council. TAPE #374 City Council g. Mtg.
