CONSENT AGENDA
Item #A - Minutes of July 30, 1986, #AB86-306; Item #B -
Completion of Contract #2516 - Test Well Development #AB86-
307; Item #C - Completion of Contract #2551 - Test Well,
#AB86-308, and Item #D - Bid Award Recommendation - C-15
Beach Pipe Line a Storm Sewer Outfall, #AB86-309.
Discussion followed referencing Item #D with .Mr. Glenn
Vockrodt, 1409 Marlow, objecting to the bid award for
ductile pipe because of it's cathartic protection. He
stated this pipe is lined inside with concrete because of
the corrosive materials in sewage but not on the. exterior
which would interact with salt water. Mr. Dave Baker,
Public Works Director/City Engineer, felt that ductile pipe
is the state-of-the-art material used in ~odays market and
that it has an exterior coating of tar which makes it less
vunerable to corrosive action from salt water.
Discussion followed with City Attorney Bill Brouqhton
explaining that the City could award the bid as outlined in
the Agenda Bill, with a review by city Staff and the
contractor to address the merit of Mr. Vockrodt's concerns,
and if found that plastic pipe would be more feasible, the
City could issue a change order for the difference. Mr.
Homing stated the contractor may incur greater expense than
just the cost of pipe, if it has already stocked the
materials needed by what is known as a "restocking charge"
for returned supplies. Therefore, costs could be
considerably higher if the specifications were change at
this date.
#0725 · M/S/C/U/(Long/Crutcher) to approve the Consent Agenda as
presented and review Mr. Vockrodt's concerns regarding item
D prior to signing contract.

needs to act on the Mayor's Proposed program by August 6 in
order to meet Federal milestones.
Mr. Johnson was concerned about #86-014 (Roosevelt Field)
Restrooms, in the event funding was not secured by the Fall
Bond Levy. He objected to building the restrooms on an
empty undeveloped field and. felt there should be some
coordination and stipulation that the'funds be expanded only
if the Bond Levy (Parks improvements/Roosevelt Field, etc.)
is passed. Mrs. Lonq, Mr. Overson and Mr. Johnson were
concerned about #86-017 - Long Range Planning for Bremerton
and felt this should be tabled until a closer review can be
done. Mr. Fabre' reiterated that Council would need to
approve the total application by the August deadline, or the
City could risk losing the Block Grant funds. He stated
that Council cannot reallocate at the time of original
application in a given year, however after the Federal
government approves this application, Council could then
reallocate dollars that seem questionable. Further both Mr.

under Block Grant funding.

CONTRACT WITH ECONOMIC DEVELOPMENT COUNCIL OF KITSAP COUNTY,
#AB86-314
Mr. Don Pratt, Planning Director gave Staff presentation.
The Economic Development Council of Kitsap County was formed
several years ago in response to local desires to develop a
professional economic development capability and to
correlate with Governor Gardner's "Team Washington" effort.
The City does not employ skilled Economic Development
technicians and the Kitsap County EDC includes the City
within the area of operation. The City proposes to support
the activities of the EDC and to further purchase from the
EDC efforts to locate current PSNS contractors in city
facilities. It is the recommendation of the Planning
department to authorize the Mayor to contract with the EDC
operation of it's general program and management of a
Bremerton-specific PSNS contractor marketing program. He
introduced Mr. Blaine Hichfield, representing EDC who was
preserrt for questions from the Council. He also introduced
two local financiers, Messers. Greu Cuski & Pete Crane. Mr.

HEARING - REQUEST FOR REZONE FROM R1 TO B2 - 3930 BURWELL
STREET - GENE NELSON, #AB86-320
Mr. Horninq asked the appearance of fairness question with
both Mrs. Long & Mr. Crutcher. stepping down because they
participated with the applicant in running for elected
office.
TAPE #370
The Bremerton Planning Commission per Resolution #795, voted
4-1 to approved the proposed request for Rezone from
Residential 1 to Business 2 at 3930 Burwell Street,
applicant Mr. Gene Nelson. The subject site is
approximately one acre which has an abandoned Church
building that the applicant plans on remodeling for office
space. Mr. Nelson, 323 Dora, presented Council with a
petition containing approximately 50 names of area
residents, and he noted that he too lives in the immediate
area. Mr. Nelson also stated that the site abutts National
Avenue which is heavily commercial to the North,
Condominiums to the immediate North, Kitsap Vocational
School to the West and residential surrounding the balance
of the site. Mr. Nels!~n ~oted that the Church went bankrupt
and that the building is being vandalized because it has sat
vacant for over a year. He felt that to remodel and use for
office space would be a vast improvement for the area.
Ms. CLare Hardy stated there were two concerns addressed by
the Planning Commission and in order to approve the request
for fezone, they recommended a Concomitan~ Agreement. The
subject site did not fit into the existing Comprehensive
Plan because the land includes many residential properties
in the immediate area. Council asked for clarification.
Mr. Pratt explained that the application and report came in
before the Comprehensive Plan was adopted, then it was
adopted and now the subject site meets the new Comprehensive
Plan. Mr. Colvin stated he is familiar with the area and
feels Mr. Nelson's efforts to improve the subject site
· should be supported by Council as it utilize the building
and clean up the area which is badly needed.
#0576
· M/S/C/U/(Collins/Colvin) to approve the request for fezone
from Residential i to Business 2, 3930 Burwell Street (Elim

North property line for the purpose of sound and sight
protection.
Mrs. Long a Mr. Crutcher returned to the meeting.
BUDGET ADJUSTMENT - GENERAL FUND MICRO COMPUTERS, #AB86-313
In an attempt to eliminate unnecessary paperwork for all
concerned, the lease and maintenance charges for all the
micros used in the General Fund Departments will be
consolidated into Department #73, Miscellaneous, elfacting
the July billings. In order to accomplish this change, the
unused budgetary capacity from each of the respective
budgets will be transferred into department #73. In order
to figure, amounts to be transferred are determined by
subtracting January - June lease/maintenance billings from
the line item budget in each department. Amounts still
owing on any billings from June will remain the
responsibility of the individual department. Mr. Johnson
was assured that the billings will be going to the
departments before monies are deleted.

the City, to approve a budget adjustment request

AMENDMENTS NO. S OF NO. 4 TO THE WASTEWATER SLUDGE
UTILIZATION AGREEMENT BETWEEN THE CITY OF BREMERTON AND
SOLGANIC SERVICES CORPORATION, #AB86-315
Mr. Ken MacKenzie, Wastewater Compliance Officer, stated the
City has sponsored operational efficiencies in the solids
production at the Wastewater Treatment P~ant that
significantly reduce the volume of sludges to be hauled.
Solganic Services Corporation has applied for a rate
adjustment as provided in the contract by the amendments
presented in Council packets. Although the amendments will
increase the hauling costs, the thickening process reduces
the total costs (including the amendments) to the City by
approximately $4,000.00 per month. Mr. MacKenzie explained
why costs are determined by gallons and not another unit of
measure and that the contractor has option to reduce volume
and give price per ton or take in water form. Mr. Dawkins
stated that the City has, over the period of the new
treatment facility, experienced problems in sludge disposal
and felt Council should support the proposed amendments.

· M/S/C/U/(Collins/Colvin) to approve acceptance of Amendments
No. 3 and No. 4 to the Wastewater Sludge Utilization
Agreement between the City of Bremerton and Solganic
Services Corporation.
ORDINANCE #4065 (EMERGENCY) RIGHT-OF-WAY CONDEMNATION,
WHEATON WAY - ROSS PARCEL, #AB86-S17
The City Council has previously approved acquisition of
right-of-way on Wheaton Way from Sheridan Road to Dibb
Street. The Engineering Department has been unable to
negotiate the purchase of right-of-way from the subject
owner, therefore, it is necessary to commence condemnation
proceedings. Mr. Baker, Public Works DireStor, explained
that this property owner had agreed to sell the portion
needed, to the City, however when purchase was attempted, it
was found that several leans are against the parcel
therefore it was easier to process condemnation proceedings
than to attempt to work through the paperwork.
#1287 · M/S/C/U/(Waibel/Colvin) to pass Ordinance #4065, declaring
the need for condemnation of a parcel of land in and through
certain real property for the purpose of constructing a
public street for the City of Bremerton and declaring an
"emergency".
ORDINANCE (FIRST READING) GEHRING REZONE R1 TO B2,

language be corrected before second reading with Mr. Pratt
responding affirmatively.
