litigation to resolve ownership issues. Mrs. Long asked the

SIGNAL TIMING DATA GATHERING FUND REQUEST, #AB86-225
Washington State Department of Transportation has received
Oil Rebate Funds which they are distributing on a "first
come" basis. These funds are to be used for gathering of
data ('both manual and automatic traffic counts) to improve
signal timing and coordination. The City is to provide 50%
matching funds. The total cost islestimated at $9,650.00.
The City share of $4,825 will be provided by in kind
services and a portion of the Engineering budget for the
purchase of automatic traffic counters. Mr. Dave Baker,
Acting Engineer, stated that this allows the City to reduce
the debt considerably.

WATERING, FERTILIZING, PRUNING & TREE MTCE. - MAIN STREET
ADOPT-A-TREE PROGRAM, #AB86-230
Attached is a letter'of proposal to water, fertilize, prune
and maintain the trees which have been planted by Main
Street. There are adequate unencumbered monies in the Real
Estate Excise Tax Fund to pay for this service. This is an
appropriate use of those monies. Mr. Dave Baker, Acting
Engineer, noted that the Street Department could do the job
for about $1,200 but crews are in their peak maintenance
period and the City cannot really afford to have them doing
this kind of assignment with street repairs priority. He
further stated that crews would be removed from projects
that gain revenue for the City. Mr. Pete F1Vnn, Manager of
Main Street Association, stated that the Association is
willing to administer the work needed. Mr. E.L.Sturdivant,
3231 Halvorsen, stated he saw on a recent trip to British
Columbia, Parks department trucks doing this kind of labor.
Mr. Del Fields, 2177 Lakehurst Drive, stated the City should
organize a plan to take care of what we have and especially
a gift such as the "Adopt-A-Tree" program. Mr. Crutcher
suggested again that this would be an excellent program for
the moderately handicapped individual to put he/she back
into the flow of life. Mrs. Long asked if there were storm
separation where the trees are with Mr. Baker stating,
adequate to do the job.
#1929 ·
M/S/C/U/(Crutcher/Waibel) to approve the expenditure of up
to $2,000.00 for maintenance of newly planted trees in the

BID AWARD RECOMMENDATION - SMALL WORKS CONTRACT PARTIAL
REROOF OF SENIOR CITIZEN'S CENTER (lSTH & NIPSIC), #AB86-212
City Council, at it's June 11, 1986 meeting, requested that
Department Staff bring back a clearer report of the reasons
why this should be awarded to Washington Ventures
Contractors. Mr. Dave Baker, Acting Engineer, noted that
(1) Federal paperwork requirements are demanding; (2)
Project too small for larger contractors; (3) Wage rate
requirements beyond amount contractors are willing to pay;
(4) Minority requirements limit some contractors involvement
and (5) with exceptional weather, many are too busy. He
noted that Washington Ventures is also a minority business.
Mr. Bill Amo, 4020 Bledso, noted that the City may do well
in hiring a roofer to be under the Public Works division
with Council Member Long agreeing.
#0484 · M/S/C/U/(Overson/Dawkins) to approve Bid Award to Washington
Ventures Contractors for Partial Reroof of the Senior
Citizen's Center.
PUBLIC RECOGNITION
Mr. Phil Drouin, 103 Olympic Avenue, made the following
assessment of the Wastewater Treatment Facilities system;
(1) much of the present system stills need upgrading; (2)
the money left in the construction fund is due to the
efforts of Ch2M Hill, Dave Baker and Bill Broughton for
keeping the City out of Court; (3) Distributed minutes of
the 12/5/85 Wastewater Committee meeting which outlined
several areas that were classed as unfinished business, and
(4) cautioned City officials that if the new facility is not
kept up, at this stage, the City will face possible need to
again replace in 20 years. He suggested a figure of
$4,000,000 in a reserve fund for the future needs of the
facility as realistic.
Mr. Ed Rolman, 1331 Elizabeth, was requesting that the City
officials work with Civic GroUps in honoring Actor HoWard
Duff who apparently was born and raised in Bremerton. He
stated he still has a half-brother living in the Seattle
area who possibly could be contacted to assist in this
effort. Mr. E.L.Sturdivant, 3231 Halvorson, stated he
roomed with Mr. Douglas Duff during college and would be
happy to assist in making contact.
The Visitor's and Convention Bureau hired a new Director,
Ms. Marlam ("Mims") Heigt who is in the process of
reorganization. She has extensive background in Travel
agencies and formerly was a Kitsap resident.
QUIT CLAIM DEED OF GORST TIDELANDS, #AB86-224
In 1975, the City of Bremerton and Kitsap County received a
court decree allowing those entities to transfer vacated
oyster beds in the Gorst tidelands to the Port of Bremerton
for future economic development. Since that time, the Port
of Bremerton has worked to establish industries on these
properties, especially the Huntmill property located just to
the east of Gorst. Mr. Ken Attebury, Assistant Port Manager
was available for comments. If Council approves, his
conveyance avoids the possibility of clouded title or

Proposed Resolution presented by Sheridan Neighborhood
Association - Manette Sewage Treatment Plant, #AB86-229
Mr. Homing stated that items 8-1 through 8-4 will be dealt
with as one issue with a possibility of more than one
motion.
Agenda bill 8-1 was presented by Staff suggesting a long-
term lease of $5,000.00 annually for 20 years from Real
Estate Excise Tax. Demolition by fund #309. Agenda bills 8-
2 and 8-3 were presented by Mrs. Long to pursue the
possibility of re-allocating Block Grant funds ($104,000)
from the Waterfront development project to demolition of the
Manotto Plant and declare the Plant and land blighted as it
now stands. Agenda bill 8-4 was presented by Mr. Pat Carey
from the Sheridan Neighborhood Association with their
recommendation to transfer the Plant 'to Parks & Recreation
for a minimal cost.
The Facility is adjacent to the "Lion's" Field complex and
representatives from the area Lions Clubs were present
TAPE #352
Mr. BrouChton gave staff report on the most feasible
disposition of the Manette Plant. Recommendation was made
from a committee comprised of Les Siqlin, Budget Analyst;
Rich Hanna, Treasurer; Ms. Peggy Lesser, Risk Manager and
Mayor Lobe. The committee considered the following; (1)
Solution to balancing the Wastewater Facilities Budget; (2)
Need to identify source of funds; (3) Expand the park and
beautify, and (4) the most minimal impact on the General
Fund.
Mrs. Lonq outlined her position and reasoning and felt if
Mr. Fabre' was available she could better present her case.
She felt that the abandoned sewer plant poses a danger to
Public Health and Safety and that Block Grant Funds are
available and can be used due to the "particular urgency" to
demolish. She stated the Plant must be declared blighted to
use the funds. A memo was read into the record indicating
that '(1) _the blight designation can only be made by an
official of the City who has the legal authority to make
this determination, and (2) the request for funds did not go
through the City approved application process.
Mr. Stan Christensen 419 Plumb, did not feel the City should
pay the Wastewater Utility for property it did not own. Mr.
Bill Amo, 4020 Bledsoe, was concerned that elected officials
already had their minds made up before testimony. Mr.
Sturdivant, Mr. Sam Strom, Mr. Glenn Jarstad (Citizens
committee to recommend), Mr. Randy Mack, Mr. Dei Fields all
spoke in favor of retention of the Property. Mr. Phil
Drouin stated he is a concerned Wastewater user and would
not favor increasing Wastewater rates but was in favor of
retention.of property as Parks. Mr. Bill Moslam, Mr. Emil
Reynolds, Mr. Pat Carey also spoke. in favor of retention of
the property.
Mr. Hornin~ closed public testimony with the following
statements; (1) Yes, most elected officials do have an
opinion prior to a hearing, but after testimony that opinion
does change as they become more aware; (2) the Utility has
paid P.I.L.O.T. for several years; (3) Staff worked
diligently in finding a solution to both balance the budget
and keep present City properties that could be used for
Parks and (4) determining site value can be approached
several ways and he personally is not convinced that the

City would be taking property of value away, especially when
cost of demolition is deducted from the parcel. Mr..
Crutcher was against using CDBG funds for the
demolition/retention. Mr. Collins requested that Mr.
MacKenzie explain for the public the separation of funding
which Mr. MacKenzie did. Mrs. Long stated, as far as she
was concerned, the Deed refers to the City of Bremerton as
"owner", not-the Wastewater Utility. Mr. Colvin stated that
true ownership may never be known but commended those staff
individuals who prepared the recommendation. In response to
Mr. Dawkins inquiry, Mr. MacKenzie anticipated it would be
1-3 months before completion of demolition once the bid
process has been accomplished.
· M/S/C/(Waibel/Colvin) to approve Lease, as recommended by
Staff (on file in the Clerk's office), and instruct the
Wastewater Utility to begin demolition of the Manette Plant
site.
