PROCLAMATIONS
Proclamation #1 - designating the week of June 1st - 7th as
"National Safe Boating Week in Bremerton from presented by
Mr. Hornin~ to Mr. Stanley Palmet, Commander of the local
District Power Squadron.
Proclamation #2 - recognizing "Toastmasters" was accepted by
Mr. Collins, former President of Toastmasters #63.
PUBLIC RECOGNITION
Mr. Jim Striat, 6530 Hatlow Drive, complained of the
commencement of boating/parking related problems in the
Kitsap Lake Neighborhood off Francis Street. He reminded
Council that his Neighborhood presented a lengthy Petition
requesting the City ban using Francis Street as a boat
launch. He noted that hydroplanes are again on the Lake
using excessive speeds causing endangerment to those
fishing, boating and swimming. He submitted license #PKl183
as the vehicle unloading the hydros.
Ms. Eileen Kluver, 3201 Halvorson, reported that the alley
below is being used for a street and is badly in need of

repairs and oiling. She said in 1970, when the neighborhood
formed an LID, residents were told if they oiled the street,
it would be maintained. She stated she called the Street
Superintendent who was either out or has not returned her
calls. Mr. Dawkins stated he would follow-up and respond
back to her.
Mr. George Baxter, 811 Chester, reported obstructions to
view at the N.E. corner of 6th and Chester and a bus bench
which makes driving a hazard for area residents.
Mr. Stan Christensen, 419 Plumb, addressed two issues; (1)
That the Manette Treatment Plant should not need to be
purchased by the Parks department thereby giving County
Wastewater users something for nothing. He felt it was not
the property of the Utility and should be directly
transferred to Parks. He stated the building could be
demolished at a later date as it has stood vacant for some
time whereby cost to acquire by the Parks would be reduce
when new funding sources are available. (2) He asked why
the podium is facing Council with Mr. Horninq responding
that previously the Council had it towards the audience but
people would address the audience instead of the Council who
needed to hear what was being said.
Mr. E. L. Sturdivant, 3231 Halvorson, spoke regarding the
future upgrading of Roosevelt and Lion's Fields. He stated
he has several prominent citizens, experienced in levy
elections, who are willing to prepare and promote a Bond
issue for the fall. This could also include White's
Blueberry Farm. He hoped the Council would support this
effort and not try to include other Parks budget items like
repairs or maintenance on other facilities. He felt people
would be more receptive to a smaller Bond issue that is
feasible. The groups intent is to encourage more athletic
activity in the area with possible minor-league baseball in
the future, if the facility at Roosevelt is developed into
an astro-turf field. The City of Yakima is known for it's
One-Million dollar facility which encourage tourism and
dollars spent for the community. He offered to Volunteer as
Chairman for a Levy, if approved.
COUNCIL MEMBER REPORTS
Mr. Dawkins met with the "Concerned Citizens", attending
the Memorial Day Celebration Monday at Ivy Green Cemetery
honoring the Veterans of many Wars of the Past with Admiral
Richmond speaking.
Mr. Crutcher commended Bremerton Police Department for it's
recent response in his district and noted they handled the
situation professionally and quickly.
Mr. Collins also artended the Memorial Day Celebration. He
noted, (1) the Cemetery is lacking a Saluting Battery and
suggested using two of the four mm guns obtained from the
USS Missouri before it left Bremerton. Mr. Dawkins noted
that the guns are capped and inoperable according to
U.S.Navy condition's on the loan; (2) He was asked to 3udge a
"Yard Competition" in Westpark and reported these residents
are really making an effort to clean up their area. Any
other Council Members wishing to volunteer are welcomed; (3)
tReportea r~ceDt eomplaints (Memorial Weekend) on stench~om
the W~ewater Treatment Facility._ Mr. MacKenzie noted that
it could possibly be a combination of the extremely low
tide, the facility itself and direction' of the wind. He
said it is difficult to research without the date, time and
conditions noted and offered a number whereby citizens can
call, on non-business hours with pertinent information -
#479-4646. Mr. Collins suggested the tape list information

needed to be reported.
Mrs. Lonq also artended the Memorial Day ceremony which was
impressive and noted she too received complaints about foul
odors this past weekend.
Mr. Colvin (1) artended Memorial services; (2) Reminded
citizens that the Council Packet and Agenda is available at
local libraries.
Mr. Johnson reported attending the first Cable Advisory
Committee meeting May 27, 1986. Installation of equipment
has commenced, election of officers completed and discussion
and planning for a future schedule of programs has started.
He felt it would be one of the better staffed committees.
PRE-SUBMISSION FOR URBAN DEVELOPMENT ACTION GRANT (UDAG),
#AB86-192
The City has been placed on the Federal list for Urban
Development Action Grants (UDAG) UDAG's are similar to
Community Development Block Grants (CDBG) and can be used to
assist in major development projects. Mr. Joe Fabre' noted
that in order to apply for funds the Federal rule, 24 CFR
570.453, requires that the local jurisdiction submit a pre-
application request for a determination of eligibility. No
commitment of City funds are being made and this application
would take minimal staff hours in preparation. He stated
this would certainly enhance the City's position in
accomplishing major projects as there is approximately
$250,000,000 available for distribution to those eligible.
He stated the City is considered to have a good track record
on providing housing to low income, however evaluations in
the past have shown Bremerton needs to give more attention
to Equal Employment Opportunities in employment. Once
application is made we would be placed on a "list" and only
those eligible are granted such placement.
· M/S/C/U/(Crutcher/Colvin) to authorize the Mayor to submit
a pre-application request for a determination of
eligibility.
SENIOR CENTER RE-ROOF PROJECT NUMBER M85-01S, #AB86-193
Mr. Fabre' noted that the Senior Center Re-roof project was
funded with $6,000 of 1985 CDBG funds. Bids for the project
have been over the amount funded by $600.00. The Park
Superintendent has requested that $1,500 from the Warren
Avenue Fencing project be re-allocated to the roof project.
The fence project was funded with $5,000 of 1985 CDBG funds
and will have an underrun of approximately $2,000. He
stated there is a 10 year warranty on the re-roof with Mr.
Hornin~ asking if there was an "extended maintenance
clause" Mr. Fabre' stated no but could be included, if
available but it would be hard to guarantee workmanship,
should the roofer go out of business or bankrupt.
· M/S/C/U/(Waibel/Overson) to approve reallocating of $1,500
of the fence project to the roof project.
JOB DESCRIPTION - PUBLIC WORKS DIRECTOR, #AB86-194
Mr. Hiestand, Personnel Director, stated that Ordinance'
#4005 requires job descriptions of all non-union management
personnel be approved by City Council prior to hiring. The
Public Works Director position is open as of May 23, 1986,
and the selection process must be initiated. He noted that
this position ranks along with the City Attorney in salary
range, however after the Fred james Company has completed
their salary survey it is hoped that the Management ranges
will be an inclusion in future employment opportunities.
There is $43,000 budgeted for the position and He feels He

cannot offer more than budgeted. He thought the position
should be one of proficient Administrative skills rather
than Engineering skills because of the need to prepare
budgets, administer a variety of departments and take charge
of the second largest division of the City. Mr. Collins
objected to the need for a degree because experience is just
as important. Mr. Hiestand did nor agree and felt that the
educational requirement was probably understated because of
the need for organizational and professional skills.
Discussion followed regarding duties which did not include
some of the divisions directly under the Public Works
Director purview. Mr. Johnson felt if the 3oh does not
include several departments it now administers, the salary
should be adjusted accordingly. Mr. Waibel thought, because
responsibilities are not totally stated, it does not
preclude duties assigned by the Mayor.
Another point Mr Hiestand noted was that the city cannot
afford many "extras" like competition can offer. He stated
with advertising, costs to interview and expenses of the
oral board it will cost approximately $2,500 to fill this
vacancy. The city is not in a position financially to offer
relocation costs, costs of the Interview or other related
costs. He felt the salary offered is the lower 25% of the
National scale for a like position.

ORDINANCE (FIRST READING) WATER DEPARTMENT CONSTRUCTION
FINANCING PROPOSED ORDINANCE, #AB86-190
Mr. Rich Hanna, City Treasurer, presented an Ordinance
requesting Council approve and authorize the City Treasurer
to finance the water system improvements describe in Exhibit
"A" (on file in the City Clerk's office). This would be
through the issuance of Bond Anticipation Notes and/or Water
Revenue Bonds in an amount not to exceed $4,000,000. The
authorization level includes $800,000 of Bond Anticipation
Notes presently outstanding. Previously postponed and
approved water system improvements will not be constructed
due to lack of funds. Current projects are provided for in
the Budget. Mr. Hanna introduced Mr. Hugh Spitzer, Bond
Counsel from Roberrs a Sheffleman, who handled previous BANS
earlier this year. Mr. Bill Duffy, Water Superintendent
stated the funds would help complete the replacement of the
24" main coming in from the Gorst area, new lines because
the Department of Transportation will be installing an
overpass at Gorst and mains terminating at Jarstad Park.
Mrs. Long asked why the City was responsible for projects by
the State with Mr. Duffy stating we have easements over
State properties which the City is responsible for
maintaining and updating.
TAPE #346
#O123
Mr. Spitzer noted the advantages of BANS in that issuance
can be for 1, 2, or 3 years at a low interest rate. They
are interim notes and the reason the utility is combined
(Water and Wastewater) is to exhibit an attractive package
to investors. He said it is customary to combine for
Bonding debt and separate for accounting purposes. Mr.
Colvin suggested tearing down the Manette treatment plant at
the same time using any surplus funds.
· M/S/C/(Overson/Dawkins) to approve Ordinance (first reading)
of the City of Bremerton, Washington, relating to the
combined water and sewerage system of the City; amending

Ordinance No. 3887, as amended; authorizing the issuance and
sale from time to time of water and sewer revenue bond
anticipation notes of the City in the principal amount of
not to exceed $4,000,000; providing the form, terms and
conditions upon the issuance of such notes; and designating
the City Treasurer to sell and deliver the notes and to fix
their dates, maximum term, interest rates, maturities and
other provisions consistent with this ordinance.

HEARINGS:
REQUEST FOR REZONE R1 - M (MANUFACTURING) - FLOOR
DECORATORS, #AB86-199
Mr. Homing asked the question of Conflict of Interest and
Appearance of Fairness. He further noted that he does do
business with Floor-Decorators from time to time. Mrs. Long
asked that he step down which he agree to do.
Mr. HorninG left the meeting, with Vice-President Johnson
assuming the chair.
On April 15, 1986, the Planning Commission made an
affirmative recommendation to fezone the subject property
from Residential One to manufacturing. The main issue
raised pertained to potential development-related impacts on
the stormwater system which is currently unable to keep up
with existing demand. Mr. Don Pratt, Planning Director,
noted that the subject property is location at the
S.E.corner of Auto Center Way and Katy Penman Avenue and is
approximately 50,000 total area. The Planning Commission in
their Resolution #779, recommended approval 7-1. Council
was reminded that a land-use decision cannot consider issues
such as storm drainage which would be dealt with at the time
a building permit was issued.
Mr. Steve Allstrum, 13975 Inter-Urban Avenue, Seattle, WA.,
Representing the developers/land-owners, stated he has
contacted residents in the area with an open format advising
what the developer plans to do with the property. His group
has offered to even purchase parcels in the immediate area.
Mr. Jim Strait, Kitsap Lake Neighborhood Assn. President,
6530 Hatlow Drive, recommended approval because the area is
destined to develop as commercial. It also is consistent
with the Neighborhood Plan.
Mr. Bob Paulson, Floor-Decorators Owner, stated his
expansion is dealing with the issue of storm drainage and is
working with Engineers from Pac-Tech (local) in an attempt
to resolve the problem.
Mr. Collins commented that when the area was annexed it
should all have been fezone as commercial. Mrs. Long asked
if "conditions" to include resolution of the storm drainage
problem, be added to the approve fezone. Mr. Pratt stated
yes however, in an attempt to expedite industrial
development in this area, it is suggested that issues other
than annexation or /and-use be addressed at the time a
developer obtains a building permit which can be denied if
no commitment is made. Mr. Waibel noted minor changes in
the staff report on page 2 - "total Lot" add the word "acre"
after 1.15 and the word "curbs" under "Characteristics".
Mr. Pratt stated the corrections are noted and will be
corrected.

deferred the chair to Vice-President Johnson.
REQUEST FOR REZONE JANRON-BURLEY FROM RX - MANUFACTURING
(M), #AB86-200
On April 15, 1986, the Bremerton Planning Commission
recommended approval of this fezone by a vote of 6-2 per
Planning Resolution #780. The property is a lot
approximately 68,000 feet and presently has a warehouse on
the North side. It is location at the S.E.corner of Auto
Center Way and Western Avenue and Mr. Pratt noted it is a
similar request to the previous fezone heard. He again
noted that other problems cannot enter into Land-Use
questions, only whether the property is more suitable to the
requested fezone. He said that the Planning Commission's
number one priority in this area is the storm-drainage
problem which Mr. Collins added that the Councll Planning
Committee will take steps to follow-up. Mr. Waibel
suggested that the traffic problems will be added to the
Council Public Safety committee agenda.
Mr. Steve Allstrum, Representative of Property Owners stated
he has a commitment by the developer/owner to build a new
Chrysler/Plymouth Dealership on the subject property.
Mr. Jim Strait, KLNA-President, again recommended Council
approval because the area is more suitable to commercial.
Mr. Walter Wilson, 4819 Arsenal Way, feels this is the
largest black neighborhood in Bremerton and the answer is
not always an offer to buy a residence property. Mr.
Crutcher asked whether Mr. Wilson was opposed or a proponent
to the fezone with Mr. Wilson responding he was neutral.
Mr. Alls~rum said he took the opportunity to speak with both
Mr. & Mrs. Wilson and his group has made no pressure to
force the Wilson's to sell their property. Questions
regarding land values or economics were not to be considered
in granting fezones which Council was reminded. Mr. Pratt
noted that the property in question is two separate parcels
(adjoining) however a portion is already developed.
#1289 · M/S/C/U/(Waibel/Horning) to approve the request for fezone
on the subject property located at the S.E.corner of Auto
Center Way and Western Avenue from Residential One (R1) to
Manufacturing (M) - Janron-Burley Rezone.
REZONE FROM R1 - B3 - CHRISTMAN, #AB86-201
On April 15, 1986, by a vote of 7-1, per Planning Resolution
#784, the Bremerton Planning Commission recommended that the
subject property be rezoned from Residential One to Business
Two (B2). The issue emphasized during Planning meeting
discussion pertaining to potential negative impacts on
traffic circulation at the corner of Wheaton Way and Broad
Street. The applicant requested Business Three (BJ) however
the Commission recommended denial of BJ.
Mr. Waibel noted another housekeeping error in staff report,
page #74, under "proposed Introduction and summary", change
line 5, from "B-i" to "R-I" Mr. Pratt noted and will have
corrected.
Since the applicant did not appear before Council, several
Council Members noted that the recommendation of the
Planning Commission be upheld and rezoned to B-2.

CHANGE THE NAME OF MONTVIEW DRIVE TO WILMONT STREET, #AB86-
195
The Westerly portion of the street in question between
Kitsap Way and Hatlow Drive is named Wilmont Street while
the Easterly portion is called Montview Drive. All
residences and the Kitsap lake Baptist Church have Wilmont
Street addresses. Visitors or strangers find it difficult
to find Wilmont Street addresses when approaching from
Kitsap Way. Mr. Dave Baker, City Engineer stated that Staff
recommended changing the name to Wilmont Street.
Mr. Bob Tulp, Representing parishioners of the Baptist
Church, located on Wilmont, outlined the existing problems
in giving directions or difficulty finding .the location. He
supported the name change.

JOINT TRENCH AGREEMENT WITH PACIFIC NORTHWEST BELL (PNB),
#AB86-196
Pacific Northwest Bell (PNB) wishes to utilize the Utility's
water main installation trench in the Gorst vicinity for the
installation of their new underground telephone system in
the same area. Therefore, an Agreement is required which
defines the responsibilities of each agency.
Mr. Bill Dully, Water Superintendent, stated that the
Department of Transportation encourages utilities to work
together. He stated the PNB furnishes all materials,
delivers and is responsible for burying the conduit. Mr.
Johnson supported the agreement stating he does not want PNB
holding up other city projects. Mr. Waibel asked if the
Agreement should be changed to 1986 instead of '85 with Mr.~..
DuffV so noting.
