PUBLIC RECOGNITION
Mr. Alex Ruess, 13706 Meadowlark Drive, Port Orchard, again
complained about the garbage franchise with Brem-Air,
feeling it was "open-ended" contract which allows boxes,
tires and other materials to be picked up even though he has
contracted for only one garbage can per rental unit with
Brem-Air. He stated he has an apartment house in Bremerton
and his tenters have assured him they have not added excess
pick-up but he being charged. Bill Brougnton, City Attorney
stated it is a hard problem to correct and that Brem-Air
owner, Don Lindgren was sent a letter addressing Mr. Ruess:s
complaint. The franchise agreement does state Brem-Air is
obligated to pick-up all garbage. Mr. Johnson affirmed that
the customer does not have the option to enter into his own
contract, or limit pick-up service which M__r. Broughton
agreed. Mr. Ruess noted that he would like to ~ave an
answer to report back to the Puget Sound Apartment Owner's
Association for next months meeting. Mr. Hornin~ stated
Council will respond.
Mr. Roy McGinnis,' 2711 Maple, noted that there are two buses
parking on a day-to-day basis in front of his residence
which blocks both the visibility and is a safety hazard
because two-lane traffic is hampered. He wanted to know if
it was illegal to'park the buses in a residential area all
day. Mr. Dawkins stated this was the first he knew of the
problem but wills. get back to Mr. McGinnis with an answer.
Mr. B~ooks SnVder, 416 South Lafayette, thank Council for

the USS ~launa Kea Aloha, on Monday which proved very
interesting.
Mr. Johnson reported that the commjttee assigned to make
recommendations on the disposition of the Manette Treatment
Plant offered the following: (1) That the Plant be retained
for City use; (2) That minimum development on a passive
level (picnic areas, etc.) be done.
He stated Mr. Perry addressed a letter, in the absence of

Mr. JQhnson was critical of the Mayor in establishing a

AGREEMENT TO PROVIDE ACCOUNTING SERVICES, WASTEWATER

The accounting review of the Wastewater department and
contract operations is n~cessa~v to assure Oudgerary control
and contract compliance. Accounting for the Wastewater

reouired. The renewal of this Dro~essionai services
contract will continue the nigh accountaOiiity and accuracy
in reporting that was demonstrated in the past year. Mr.
Ken MacKenzie noted that the Utility paid approximately
$3,500.00 fox' the past year with an estimate of t~me same
expenditure for 1986-87. He noted that the cost overhead
represents use of the Mr. McCutcheon's own IBP~ computer
system at $2.00 per hour. Mrs. Long asked if the verDiage
on page 2, "Applicable Law - Venue" is standard contract
language with Mr. Broughton stating yes. She also inquired

PROPOSED RESTORATION OF TWO-WAY TRAFFIC TO NORTHER SECTION
OF NORTH/SOUTH ALLEY FROM RODGERS TO COONTZ BETWEEN CALLOW &
WYCOFF, #AB86-187
This alley was designated one-way southbound by Council
action on May 8, 1985, to prevent drivers northbound from
using it at unsafe speeds to get to Callow through KitsaD
Transit property in order to avoid conjestion at the
Caiiow/Farragut signal. Engineering has received a reouest
from residents in the north portion of this block to restore
two-way traffic in that area of the aiie~7 so that they will
not have to go past Kitsap Transit to exit the alley.
Congestion due to buses makes this difficult. Kitsap
Transit has been contacted and has no problem with this
change. The southern section of the alley will remain one-
way southbound. Mr. Dave Baker, Assistant City Engineer,
stated this was an unusual request but that the City can
live with it. Mr. Waibel asked what work would need to be
done to change the alley with Mr. Baker responding, possibly
installation of 3 signs at approximtely $200.00. Mr.
Collins stated the original purpose was to preclude traffic
through Kitsap Transit and this action would impact 6 - 8
residents.
· M/S/C/U/(Coilins/Crutcher) to approve restoration of two-Way
traffic to northern section - North/South Alley from Rodgers
to Coontz between Callow and Wycoff.

provided for Council) containing 5 residential signatures.
The Petition indicated area OCCUpied by residential and
commercial. It was forwarded to the Engineering department
which reviewed and commented on Memo dated March 13, 1986,
with a recommendation to deny for the following reasons:
1.' Not enough signatures.
2. One-half of the block is zoned commercial.
3. They wanted residential parking in front of a commer-
cial business.
4. Permit Parking must be for entire block.
Mr. Johnson read a letter dated May 19, 1986, from M~?. joe
Stadle__r explaining the problems the residential citizens
have been having with PaNS workers parking all-day and
moving their cars when tires were cha!ked. He stated there
used to be a 4-hour-!imit sign which was recently removed.
Mr. Baker, Assistant City Engineer, stated CD!, one O~ the
commercial interests, asked to have the signs removed.
Mrs. Stadier, proponent spoke about the prob!ems residents
are having in the area. She stated there are only
residents and the petition contained the signatures of all
occupants. She felt they are home-owners, pay taxes, but
cannot even entertain friends because there is no p.Lace
people to park.
Mr. Roy McGinnis, questioned whether it needed to be entire
block with Mr. Baker, stating yes, out it can be only one
side of the block to qualify. Mr. McGinnis felt the law
should then be changed. Mr. Art Anderson, stated he did not
agree that it must be entire block. Further, this oetition
covers two blocks (gth - llth Street on Park) and he is.
familiar with the area to know that the residential area i~
question covers one block and the commercial the next block.
He stated if there is 5 signatures it was 100~ because there
is only 8 residents. A citizen, Representing the Church
congregation within the residential area spoke in support of
the Petitioners. Mr. Colvin felt the Petitioners had a
reasonable request.
· M/S/F(Co]lins/Colvin) to continue for 1-week.
VOTE: In favor: Overson & Crutcher
Opposed: Dawkins, Waibel, Collins, Long, Colvin
Johnson a Horning
~Motion FAILED
Mrs. Long stated it appeared that there is sufficient
signatures and that the block referenced by Petitioners has
nothing to do with the commercial area and 9th - lOth Street
should be cut-off where 10th begins across the street. Mr.
johnson felt Council could set the area considered a biock
with City Attorney Broughton agreeing. Mr. Broughton
reminded Council that most zones are for 2 hour limit by
other than the residents to enable meter patrol uniformity.
· M/S/C/U/(Long/Coivin) to grant a Residential Permit Parking
Zone - Park Avenue between 9th - !0th, based on where !Oth
Street intersects acrossed the Street..
With no further business, meeting adjourned at 7:26 p.m.
