Minutes May 14, 19~o Page 3 of 6 #1399 Mr. Jack Maher, Waterfront Development Manager, stated it is necessary to establish an Urban Renewal Area/Project in order to redevelop/rehabilitate Bremerton's Downtown Waterfront. In order to do this RCW 35.81 requires that the Urban Renewal Area be declared a "Blighted Area" which the local governing body designates as appropriate for an Urban Renewal Project. Resolution #1730 dated July 6, 1977, declared an area "blighted" inclusive of the above. Mayor Gene Lobe addressed the Council stating "it was an opportunity for the City to go forward with property owners not alone because this is a joint effort that spreads the load". Mr. Don Pratt, Planning Director said it will be the property owners and business that must decide and be willing to redevelop their properties within a cer{ain time frame and if uncooperative this Resolution will have provide the basis for condemnation proceedings. It further outlines; (A) a workable and feasable plan for making available adequate housing for those people who may be displaced by the project; (B) show conformance with the Comprehensive Plan for the City of Bremerton as a whole; (C) Afford maximum opportunity, consistent with the sound needs of the municipality as a whole, for the rehabilitation or redevelopment of the urban renewal area by private enterprise; (D) demonstrate that a sound and adequate financial program exists for the financing of said project; and (E) provide evidence that the urban renewal project area is a blighted area as defined in RCW 35.81.010(2). Bill Broughton, City Attorney, stated that previous Resolution #1730, through hearings, etc., declared the area blighted in 1977 and this Resolution will reaffirm that decision. He read the definition of "Blighted" from the RCW text. Mr. Dawkins asked if the City should extend past 5th street would this Resolution cover it, with Mr. Broughton stating yes. Mrs. Long stated she supports Mayor Lobe's program projects. She asked why not the Manette Area with Mr. Pratt responding that the proposed project area is smaller enough to have impact but big enough to accomplish. Mr. Waibel and Mr. Collins both spoke in support, however, Mr. Collins asked Personne] Director Hiestand if the employees are aware this is not a "landfall" of money which was a negotiations consideration. Mr. Hiestand stated this is correct however they have not been advised but could it be done. · M/S/C/U/(Collins/Dawkins) to declare the area bound by Wash- ington Street on the West, the Outer Harbor line on Sinclair Inlet on the east, Puget Sound Naval Shipyard on the South, and the Northerly line of Fifth (Sth) Street extended easterly as a "Blighted Area" "Appropriate for an Urban Renewal Project" This Resolution confirms and reaffirms Resolution 1730, dated July 6, 1977, in declaring the described a "Blighted Area" as described in RCW Chapter 3581. PRESENTATION - "COREY" FAMILY - DAY-ON-A-FARM PROGRAM Mayor Lobe asked a member of the Mr. Nick Corey family to step forward. The Mayor presented Mrs. Corey with a "Certificate of Appreciation" for their efforts in making a farm atmosphere available for local youngsters. APPLICATION FOR EDA/EDD GRANT TO AID FUNDING FOR CBD-URBAN RENEWAL AREA UTILITY UPGRADING, #AB86-173 Mr. Jack Maher, Waterfront Development Manager, gave a presentation for making application for several grants. He stated no medium or major project could now be permitted in Bremerton's CBD or in the Urban Renewal Project Area because of utility problems These problems can be resolved in the TAPE #342 City Counci~Reg. Mtg. Minutes May 14, 19~ Page 4 of 6 UNAPPROVED DRAFT #1706 #1791 #1925 designated area. Grant application is for $468,000 (60%) with balance of $312,000 to come from a future City action required if the grant is funded. He said this is only approval to make application. Mr. Maher responded to Mr. Johnson that a Municipality won a similar case against the telephone utility which was upheld. Mr. Maher stated the problem is mainly with the lack of storm sewer separation from sanitary sewer lines which causes the Lift Station at the East end of 2nd. Street to overflow. Removing the storm flow into a separate system will allow the sanitary system to take material, new development flows, to the Wastewater Treatment facility and that it was a modest investment in developing the area. · M/S/C/U/(Overson/Waibel) to authorize the City to apply for a EDA/EDD Grant. APPLICATION FOR LDMF/DCD GRANT TO AID FUNDING FOR URBAN RENEWAL PROJECT PLAN (ECONOMIC DEVELOPMENT - MARKET RESEARCH PORTION, #AB86-174 This Grant is for funding economic development - market research efforts. Such research is necessary to document the potential uses to be included in Renewal Project Plan and to clearly define opportunities to owners of property in renewal area. No known research exists that would identify types of business (size, scope, trade, etc.) that would be successful in the renewal area. Without passage, the City would need to fund fully by CDBG Housing Income Funds. · M/S/C/U/(Waibel/Collins) to authorize the City to apply for a LDMF/DCD Grant. AUTHORIZATION TO APPLY FOR ALEA/IAC GRANT FOR $60,000 TO DEVELOP PUBLIC BEACH ACCESS TOWER AND RELATED PUBLIC FACILITIES AT EAST END OF 4TH STREET A public beach access by a stairway within an engineered tower from the easterly stub of 4th Street is necessary to enhance public access to the public owned tidelands. Eventually this tower-stairway access will serve as the northerly terminal to the public downtown waterfront boardwalk. Project includes mini-park, parking plaza on 4th Street R/W east of Washington. 60% of costs will be covered by ALEA/IAC Grant. The City owns only 60' of the approximately 2,880 feet of shoreline from PSNS to the manette Bridge, however it has the right to use DNR tidelands providing it can secure legal access to these tidelands. This project provides purchasing a 20' access strip from the stub of 4th Street to the DNR Tidelands and constructing as access stairwell-tower on it to allow public access from the high bank stub to public tidelands. Mrs. Long asked if Council would see the drawing before final approval with Mr.Pratt responding yes. M/S/C/(Dawkins/Long) to authorize the City to apply for a ALEA/IAC Grant to fund a public access stairwell-tower and mini-park at the easterly end of 4th Street. VOTE: In favor: Overson, Dawkins, Crutcher, Waibel, Collins and Homing Opposed: Johnson Abstain: Long Motion PASSED. APPLICATION FOR CZMF/DOE GRANT TO AID FUNDING FOR URBAN RENEWAL PROJECT PLAN, #AB86-176 RCW 35.81 requires that an Urban Renewal Project Plan be prepared for a Renewal Area by public process, including hearings by Planning Commission and City Council. After adoption of the Plan it is determined if owners will develop/redevelop in accordance with the project Plan and/or TAPE ~342 _ City Count May 14, 1986 Page 5 of 6 Reg. Mtg. Minutes UNAPPROVED DRAFT real property will be taken by the City for development by successful proposers. A CZMF/DOE Grant of $16,297 is being requested to cover part of the $47,500 estimated total, the bulk of the balance coming from CDBG Program Income Funds. Non-passage will necessitate Urban Renewal Project being funded fully by City's CDBG funds. #2246 · M/S/C/U/(Crutcher/Collins) to approve authorization for the City to apply for a CZMF/DOE Grant. ALLOCATION OF $25,500 OF CDBG PROGRAM INCOME, #AB86-177 Part of developing a Urban Renewal Plan is the need to have a Market Research Study prepared, engineering services available, as well as funds for property appraisals. There are funds in the housing program income account which could be used to finance these activities. If Council does not approve, the Urban Renewal Planning process will be delayed. Mr. Pratt reiterated that the property owners have given their intent to develop waterfront. He said it will cost approximately $15,000 for the Marketing Plan, $3,000 for Engineering services and $7,500 for Appraisals. Mr. Waibel felt this effort is the crux of the whole project and must be developed with Mr. Dawkins agreeing. #2466 · M/S/C/U/(Waibel/Collins) to approve allocating $25,500 of CDBG program income for Market Research, engineering and property appraisals. CANCELLATION AND RE-ALLOCATION OF 1985 CDBG PROJECTS, #AB86- 179 Mr. Joe Fabre', Community Development Manager, stated because of the inactivity and inability to receive matching funds, three 1985 CDBG projects are not feasible. The community development committee has recommended to the Mayor to cancel a $66,050 CDB Sidewalk project, $33,000 USS Sailfish project and a $10,000 Land Acquisition project. The Committee also recommended re-allocating these funds ($109,050) to two waterfront projects. $20,000 will be allocated for a joint project between the Port of Bremerton and City for a Shoreside Amenities project and $89,050 for a City sponsored Shoreside Amenities project. A listing of projects and allocations is on file in the Planning depatment. Council is asked to cancel the funds stated above and re-allocate as outlined. Mr. Fabre' further stated, the City would be a better position to request new CDBG funds from the Federal Government if projects are designated and complete. It could possibly lose Federal funding possibilities in the future if projects/funds are not complete. Mr. Fabre' and Mr. Pratt both stated no money would be transferred to the Port of Bremerton, but if the City feels the 1st Street Pier project warrants a Shoreside Amenities, affordable for approximately $20,000, it can choose to do it itself or possibly hire to have done. Both Council Members Long and Johnson felt it was not clear enough what will be done with the monies re-allcoated and were opposed to the move until they had more definite information available. Mr. Pratt stated the Council was being asked to only re-allocate the money and that Planning would be agreeable to the contingency that before money is spent, Council would approve. Mrs. Lon~ felt the money could be better used elsewhere with Mr. Fabre' responding that only if it was CDBG eligible but not for balancing the City's budget. Mr. Homing supported the request and stated the City was in a position that it must show progress to it's commitment to redevelopment. Mr. Johnson felt this was a lot of "flower-pots" and each time Council mandated that projects be returned for approval they do not always come back to Council. Mr. Pratt reiterated that Planning would TAPE ~342 City Counc~'~eg- Mtg. Minutes May 14, 19~ Page 6 of 6 unapprov~d draft TA~E #34~ #0003 · #0348 be amiable to a condition that each request come back in writing before Council for approval. Mr. Crutcher said he would support this Resolution and Mr. Dawkins felt constituents should have trust in appointed Staff. Mr. Fabre' felt this is a tested process which allows the City to maximize use of funds and will give leverage to the overall redevelopment but was a small part of hte overall long-range plan however it would allow Planning to come back with options. Mrs. Long asked if there is a approximate cost to design work wiht Mr. Pratt responding, $5,000.00, which she thought reasonable. Mr. Fabre' explained the motions, if made, need to be split to preclude audit problems in the future. M/S/C/U/(Waibel/Collins) to approve cancelling CDBG contract numbers; #C85-011 - CBD Sidewalks ($66,000); #C85-023 - USS Sailfish ($33,000), and #C85-025 - Land Acquisition $10,000. · M/S/C/U/(Waibel/Long) that $109,050.00 of Community Develop- ment Block Grant funds be reallocated for joint projects - Waterfront Shoreside Amenities for City with $5,000~ approved for preliminary design work and reviewed, by Council, before further funds are expended.
