CIVIL SERVICE RULES AMENDMENTS AB86-100 Dave Hiestand, Personnel Director, discussed the goal of the Coamission to com- pletely rewrite the Civil Service Rules in 1986. He stated that Rule 13, ser- vice credit for uniformed employees and Rule 15, layoff or reduction of uniform employees was adopted by the Civil Service Conmission at their regular meeting on March 13, 1986 and has the support of uniformed employees. Mr. Hiestand briefly discussed the impact of non-passage of amendments to Rules 13 and 15. Current Civil Services Rules relative to reduction in force base reduction on seniority or total service time with the City. Well qualified patrol officers or firefighters who promotes rapidly based on expertise and qualifications would be reduced or laid off before a long time employee who is promoted on a slower basis. He stated the amended rules base: reduction on time in rank rather than overall seniority, thereby giving sane protection to those employees whose qualifications and experitse have been recognized through the promotion process. Non-passage would put the proposed reduction in the Police Department under the force of the old rule and the most qualified personnel in the officer ranks would be reduced, possibly from Captain or Lieutenant to Patrol Officer. Mr. Hiestand discussed changes in the law in the personnel area which necessi- tate amending the rules. He stated current rules are outdated and are left open to various intrepretations. He stated the rules are legally type and very precise, and if Council approves the two rule amendnents, personnel is pre- pared to proceed irrmediately. He stated they have done the preparatorywork and will meet the time line to enforce the SLI drafted in the ordinance. Joe Hatfield, Cpt., Police Department, stated he has worked with Mr. Hiestand on the rule amendments and speaking on behalf of the department, they are in carplete support of the rule amencknents. Cpt. Hatfield discussed thQ SLI in regard to the three Captain positions, and stated the department was informed there would be a reviewby a Council cannittee and the City Auditor. He stated there has been no attempt to perform the review. He expressed opinion that any reduction on the management level in the police department be considered very carefully. He stated the three Captain positions have been funded through the end of the year. Mr. Homing stated the issue before Council at this time is amendments to Civil Service Rules 13 and 15.
