(Federal) which will effect the city, and (4) efforts to
gather reports from the committee for Council's use.
He advised constituents to use their State "hotline" number
(1-800-562-6000) in contacting our Legislative
representatives on issues effecting the city which he
outlined; (1) Liability Insurance (will be worse in
(2) Mandatory Medical coverage on retirees (affording same

PUBLIC RECOGNITION
Mr. Wayne Caldwell, President - Plumbers a Pipefitters
Union, addressed his concerns that the city is in violation
of State law with the recent adoption of Ordinance #S966 -
Building & Fire Safety Code, because of the not requiring
certification of those operating within the city. He read a
letter outlining his concerns, on file in the City Clerk's
office.
AMENDMENT NO. 1 TO WASTEWATER SLUDGE UTILIZATION AGREEMENT,

total production, it becomes the best cost option for the
City. Mr. Ken MacKenzie, Wastewater Compliance Officer,
noted that instead of the current price of 5~¢ per gallon
the price, if modification occurs would be 4~¢ per gallon,
for an approximately savings of $18,000 for four months. He
stated the city is in the process of presenting a new
proposal which would become effective in May, 1986.
Mrs. Long asked what the utility plans to do with the
savings realized with Mr. MacKenzie stating the city will
barely break even, even at the reduced cost. In response to
questions, he stated that most the sludge is transported to
a tree farm in Mason County but alternative dump sites are
being reviewed within Kitsap County.
· M/S/C/U/(Waibel/Colvin) to approve Amendment #1 - Wastewater
Sludge Utilization Agreement.
NOTE: Item #7B - pulled.
ORDINANCE (FIRST READING) STREET/SIDEWALK VENDOR'S, #AB86-
041
This ordinance provides for the regulation of
Street/Sidewalk Vendors who engage in business in the City
of Bremerton. Changes from orevious ordinances include:
deleting property owner approval, increasing the tee to
$150.00, requiring vendors to be more than i00 feet from
existing "like" businesses, and requiring submission of a
description location with adjacent businesses at the time
application is made.
Mrs. Johnston, Business/Tax Auditor, was available for
questions. Two concerns expressed by Council were (1) how
location will be determined (rotation or first-come-first
pick) and (2) fee of $150.00 (too high or reasonable).
Mrs. johnston stated that the way the ordinance is written,
preference for location will be first-come-first served and
that the fee of $150.00 was decided during Council Study
Session. The tax division had originally recommended $75.00
which does not cover expense of monitoring/inspection plus
paperwork entailed. City Attorney Bill Broughton suggested
that Council could amend the ordinance or authorize the tax
official to develop necessary rules for assessment of
location. Council Members Crutcher, Long and Colvin were
all opposed to the high fee.
· M/S/F/(Long/Crutcher) to reduce annual fee charged to Street
- Sidewalk Vendors to $75.00.
VOTE: In favor: Colvin, Crutcher'& Long
Opposed: Johnson, Overson, Dawkins, Waibel,
Collins a Horning
· Motion FAILED.
Mr. Pete Flynn recommended Council approve this version of
the ordinance because much time has been expanded in
meetings, trying to come up with a compromise both
businessmen and vendors could agree upon. Mr. Ian Gaulf,
Restaurant Owner, stated his constituents are happy with
this draft and encouraged passage. Mr. Tony Thomas,
representative of Emma's Bar-B-Q (Cart Vendor), felt the
Vendors pay the same taxes, licenses and insurance, required
by the City is extremely high. He would prefer the annual
fee to be reduced.
M/S/C/(Waibel/Coivin) to approve first reading, an ordinance
providing for Street/Sidewalk Vendors who engage in business
in the City of Bremerton and to regulate their vending
activities and the addendum of verbiage authorizing the B &
0 official to promulgate the rules such as location.

RESOLUTION #2108 - ESTABLISHING IMPREST ACCOUNTS, #AB86-042

been in existence for many years, vary in amount, according
to need and are audited by the State Auditor's as well as

general Resolution giving the City Treasurer authority to
establish these accounts. Rather than listing the
individual accounts and repealing and passing new
Resolutions regularly, this resolution will establish a
maximum level of authority, a list of specific accounts will
be held by the Treasurer for audit review and copies
provided the Council as changed.
