Mr. Dave Hanna, Planner, presented Staff report and stated the proposed fezone is from Residential R-1 to Business B-2 for a lot on the southeast corner of Coontz and South Callow streets. The Planning Commission recommended denial of the fezone at their November regular meeting as addressed in Resolution #787. The City Council may sustain, overturn or modify the recommendation by the Planning Commission. If Council should overturn the Planning Commission decision and approve the fezone, the next step is drafting an ordinance subject to two readings before the fezone is in effect. TAPE #317 Mr. John Boyd, owner and proponent for the rezone, appealed to the Council to overturn the Planning Commission's recommendation to deny. He stated the area is not fit for residential and due to the large volume of traffic generated on Callow Avenue, he would be .reluctant to live at the subject site. He stated the Planning department would not allow him the right to submit a site plan which Mr. Hanna defended, stating the Commission felt they should base their decisions on zoning of the property in question. Mr. Paul Scheyer, 2111Madrona Point Drive supported the request. Mr. Collins stated that property is located on a R-1 block, even though property across the street is commercial. He encouraged the Council to uphold the Planning Commission recommendation because piece-meal/spot-rezoning causes areas to be poorly developed. The consensus of the Council was to encourage new construction and that the area in question is better served as commercial. Mr. Boyd stated, with the improvement to his property, generated if the rezone is approve, the surrounding properties will probably go up in value. · M/S/F/(Johnson/Collins) to uphold the Planning Commission's recommendation to deny the rezone request by Mr. Boyd, property located at 202 South Callow.
