6A -EMPLOYEE SUGGESTION AWARDS PROGRAM - SIGN SHOP EMPLOYEES
DAN HEISTAND AND BRUCE ALLEN, #AB87-335
Sign Shop employees Dan Heistand and Bruce Allen submitted
a suggestion which suggests a simple, less expensive and
faster way to revise existing life safety signs to conform
to the Manual of Uniform Traffic Control Devices. The
proposal is to extend the height of approximately 250
existing life safety signs by using couplings and
extensions. The Board agreed with the cost estimate showing
a savings of approximately 813,430. Also due to the fact
replacement has already 'started and will be completed far
sooner than 'originally anticipated, there is a definite
reduction of potential liability to the City. The manager
of the department, Ken Brees concurs with the suggestion.
Mayor Gene Lobe commended the efforts of Dan Heistand and
Bruce Allen, noting that they reflect the kind of employee
that the City is proud to have working for them.
Dan Heistand stated that they continually try to utilize all
waste materials, helping to keep costs down in their shop.
M/S/C/U(Dawkins/Waibel) to approve a cash award in the total
amount of $1,000 to Mr. Heistand and Mr. Allen ($500.00

On November 17, 1987, the Planning Commission passed a
motion recommending that the City Council take no action on
the proposed Street Vacation until after the Engineering
Department's improvements are completed. The City Council
as the legislative authority may uphold, reject, or amend
the recommendation of the Planning Commission.
President Homing asked the "Appearance of Fairness/Conflict
of Interest" question with all Council members being seated.
Jack Allin~ham, Planning Department, stated Council is being
petitioned to vacate a portion of Kitsap Way which is 20
feet wide, 450 feet in length, comprising 9,000 sq. ft. Mr.
Allin~ham stated that the Planning Commission recommended no
action be taken until the Engineering Department
improvements on Kitsap Way had been completed. A series of
slides were shown which reflected the types of businesses
surrounding the property and showing location of utility
poles.
Jerry Kucinski, Land Use Consulting firm who represented Mr.
Haselwood, stated that it was his understanding that when
the right-of-way was acquired for Kitsap Way, the width
varied substantially because in certain areas greater widths
were necessary for slope. In this case there was a steep
slope adjacent to Kitsap Way and Mr. Haselwood has filled
the slope area and is no. longer needed for physical support
of the roadway. The City vacated a piece of property
adjacent to the property in question, Ordinance #S436 - Mrs.
William Ferguson/May S, 1978. Mr. Kucinski preser..ed a
drawing which compared the right-of-way widths along Kitsap
Way, which varied from 120 ft. to 150 ft. An assu.~tion
was made that the variance in width was to support the
various slopes. Now that Mr. Haselwood has filled in the
sloped area, making it unneeded for that purpose, he felt it
was logical to request it be vacated.
Bill Drake, 2615 E. Phinney Bay Drive, C~airman of the Bay
Area Neighborhood Association, expressed his concern that
Kitsap Way will become congested like Wheaton Way and
questioned the primary purpose of this route, if it was to
serve moving people in and out of Bremerton or only to bring
them to shopping areas to buy. Mr. Drake was not in favor
of granting the vacation of right-of-way.
Bill Enter, Business Office Manager Puget Power, expressed
his concern that if Council granted the vacation of right-
of-way that an easement would be granted Puget Power as a
part of the vacation in order to maintain utility lines
which are in place.
Jim Strait, 6530 Hatlow Drive, President of Kitsap Lake
Neighborhood Association, opposed the request for vacation
citing increased traffic flow on Kitsap Way and the
possibility of needing to widen it to six lanes.
James Sktrvinu spoke in favor of the request for vacation,
noting the need to continue developing the economic base for
Bremerton.
Mr. Crutcher questioned if the City would benefit by taxes
received if the vacation was approved. Don Pratt, Director
of Planning, stated that the property is not currently
taxable as it is owned by the City, if it were vacated under
Mr. Haselwood's ownership he would pay property taxes which
would come to approximately $7,200.

Mr. Collins expressed concern that in the future the City
may need to consider widening Kitsap Way and by approving
the vacation the City would relinquish is ability to
utilize this property unless it bought it back from Mr.
Haselwood.
Mr. Johnson pointed out that several major developments were
under way in the surrounding area and that increased traffic
flow on Kitsap Way would be a real concern that would have
to be dealt with one way or another.
Mr. Dawkins questioned if the City had a plan of future
improvements to be made by the State. Jan Stemkoski,
Assistant Engineer, stated the plans are out showing Kitsap
Way with five lanes (middle turn Lane) and a deceleration
lane along the right-of-way area in question which could be
used as a sixth lane in the future. Even after the
improvements are made there will be a 2~-3 feet distance
between the street and right-of-way.
Mr. Overson questioned what the zoning designation would be
in this area and when would the Engineering Study be
completed? Mr. Stemkoski stated the plans are already drawn
for the proposed changes and start of construction is
scheduled shortly after the first of the year. Jack
Allin~ham stated that the zoning is B-S.
Mr. Waibel raised the issue relating to 'the easements for
construction and maintenance of utilities on the right-of-
way. Ian Sievers, City Attorney, stated that at the time of
vacation wording could be included which would preserve
current and future utility rights. Also, a construction
easement for a period of time would be reasonable. Mr.
Collins questioned positioning of the utility poles in this
general area. Mr. Allinuham stated it was his understanding
that the utility poles will have to be relocated toward the
vacated area after the street improvementd are completed but
will not be on the vacated area. Mr. Kucinski stated that
Mr. Haselwood had no problems for reserving an area which is
needed for staking guidewires ~ -1~ ft., inside the vacated
area.
Mr. Colvin questioned what affect the granting of the
vacation would have on the traffic now and in the future.
Don Pratt stated that the street improvements, which are
planned, will not be interfered with by the vacation of the
right-of-way. As far as in the future, because on the
other side of the street the street is built into a rock
cliff it would be near impossible to build a road or obtain
a right-of-way for a much wider street than what is being
built next year. If another road is built to improve
increased traffic on that corridor, another geographical
area will need to be identified to bring people in from the
Kitsap Lake area downtown. On the other hand future
determinations by new department heads may have other
opinions how to utilize Kitsap Way and that future needs may
mean buying back some of the right-of-way.
M/S/F(Overson/Collins) that City Council take no action on!
this proposal and that the Engineer's plan for improvement
on Kitsap Way be provided to the Planning Commission and
that it be remanded back to the Planning Commission for
their recommendation.
