Mr. Crutcher artended the Bremerton/Seattle Ferry Riders
Association meeting. Mr. Crutcher emphasized the services
being provided by KCAP, the unknown needs of the people,
need for more citizen involvement in helping the unfortunate
ones. Council Operation/Public Safety Committee met and was
Given an update on changes within the Police Department by
Chief Lynn Coney. Mr. Crutcher also noted the efforts by
Noah's on 6th Street and their beautification project.
Mr. Dawkins artended the play day mini-olympics held at
Lions Field on August 14 for the handicapped young people in
our community and suggested that the City continue this
special program and expand it in the future.
Mr. Overson reported that some of the lights for the tennis
courts at Lions Field were out and should be repaired.
Also, that the City Council and individual representatives
of our community should, in a uniformed voice, let the
legislators know their position on ferry service between
Seattle and Bremerton.
Mayor Lobe expressed his concern over the news that the
Express passenger only ferry service would be taken away
from Bremerton in July 1988. He stated that he had talked
with Ferry System officials and was not aware that a
decision such as this was being considered. He also
emphasized the importance of unity of the citizens, business
community and elected officials in speaking out on the
Bremerton ferry service to the Department of Transportation.
Mayor Lobe introduced Lorraine Sarver, chaperone of the
Kitsap County Rodeo Court, which included Queen Laurie,
Princess Jill and Kitsap Katie. The Court gave a quick run
down on the scheduled events for the Fair and Rodeo which
will commence on August 26 and run through August 30.
PUBLIC RECOGNITION
RoV McGinnis, 2711 Maple, pointed out to the Council a
rezone that was granted near Maple Manor Apartments -
actions taken by the developer of the property proceeded to
cut down some trees and then left the site and now it is the
dumping ground for abandoned vehicles. Mr. McGinnis stated
he would appreciate something being done about this and even
offered to rent a tow truck and help clean up the area.
Adeline Stouffer, Fir Avenue, expressed her appreciation for
what work recently started in street repair near her
residence, however, she asked how long she would have to
wait until all the area in that General location would be
undertaken.
6A - FLEET MAINTENANCE FACILITIES LEASE AGREEMENT, #AB87-228
On March 11, 1987, City Council authorized the vacation and
demolition of the City owned Fleet Maintenance Facility,
915 - 17th Street, due to unsafe structural condition of the
building. Additionally, Council authorized the Mayor to
negotiate and sign a lease for a facility at 1215 Ivy Road.
Before negotiations were completed, the owner entered into a
lease with another tenant. Since that time, the City had
evaluated other buildings, which were dropped from
consideration due to lease amount, remodeling or
rehabilitation costs.

Kitsap Paratransit has recently acquired a building at 4710
Werner Road which suits the City's needs. Although not in
the City limits, Paratransit has agreed to annexation
proceedings upon acceptance of a lease by the City. The
cost is as follows:
Bay area 6,000 sq. ft. at .30 = $1,800 00
Office 948 sq. ft. at .50 = 474 00
Storage 3,250 sq. ft. at .05 = 162 50
Parking 12 space at $15.00 180 O0
Cost per month ....... $2,616 50
Cost per year ........ $31,392 O0
President Homing stepped down fTom proceedings due to a
possible appearance of fairness/conflict of interest and
Council Vice President Hank Waibel took the position as
Acting P~esident.
Kathleen McCluskey, City Clerk, stated that the draft
contract in their Council packet did not include specific
charges relating to utility costs and that in the revised
contract it would reflect City's share of Cascade Natural
Gas heat at 21.1% and a flat rate of $250.00 per month for
electric service. In addition to the $2,626.00 per month
the City will share in Fire Insurance costs in the amount of
$208.44 per month.
Barbara Singleton, Director of Kitsap Paratransit, stated
that the lease was figured at 5¢ per square ft. below costs
of other facilities in the Auto Center area for both office
and warehouse space.
Mr. Collins stated that the Council Operations Committee had
heard this proposal and recommended that approval action be
taken.
Mr. Overson questioned why Council had to work with a draft
copy of the lease rather than a final cQpy. Ms. McCluskey
stated that she had just received a copy of the completed
contract and did not have time to route to Council members.
Mr. Overson questioned if the City was getting its money
worth. Ms. McCluskey stated that after discussing costs
with realtors in the area, the amount charged by Paratransit
is on the low end of the typical office space costs. Mr.
Overson raised the issue of likelihood of annexation taking
place. Ms. McCluskey stated that it was included in the
lease and the only hold back would be the Boundary Review
Board and/or neighbors in the subject area.
Mrs. Long and Mr. Colvin stated their displeasure in
working with a fought draft copy of the contract and the
need for staff to provide more complete information prior to
Council hearing the issue.
M/S/C(Crutcher/Dawkins) to authorize the Mayor to negotiate
and sign a lease for a facility within approved budget
authority located at 4710 Werner Road, Bremerton.

CO.M/~ISSIONERS - CARL F. BUETTGENBACH, #AB87-231
Effective August 17, 1987, the term of Housing Authority
Commissioner Carl Buettgenbach will expire.

Board members recommending re-appointment of Mr.
Buettgenbach.
M/S/C/U(Colvin/Waibel) to approve re-appointment of Carl
Buettgenbach to the Bremerton Housing Authority Board of

7A - RESOLUTION #2177, FIXING THE CHARGES TO THE PUBLIC FOR
DOCUMENT REPRODUCTION, #AB87-229
The City may assess reasonable charges for labor and
materials in supplying copies of documents or records
subject to public disclosure. The rate set in 1983 is not a
realistic reflection of administrative costs and a fee
should be set for tape reproduction. The following charges
are recommended: 25¢ for the first page
10¢ for each additional page
$1.00 for certification
Audio Tape: actual cost of tape plus $5.00 per tape
Mr. Overson questioned if a bulk rate would be considered on
distribution of a large document. Ms. McCluskeV stated that
when something is reproduced in bulk a bulk rate is set.
Mr. collins requested clarification as to what certification
fee included and if it was considered a Notary fee. Ian
Sievers, City Attorney, stated it was carried over from the
previous Ordinance and is the same charge as the County
Clerk for certification. Mr. Collins suggested that the
going rate for Notary services be considered. Ms.
McCluskey, City Clerk, stated that Notaries within the City
Clerks area are not actually servicing the public, but are
used for City business. Public requests are referred to
local banks.
Mrs. Long asked for clarification on what is considered
"first page" if an individual requested copies of two
documents. Ian Sievers stated that a charge of 25¢ per
first page of each document would be required.
M/S/C/U(Waibel/Collins)to approve Resolution 2177, fixing
the charges to the public for document reproduction which
reflect 25¢ for first page and 10¢ for each additional page
of multi-paged documents.
7B - RESOLUTION #2178, APPROVING PARKS AND RECREATION
CO~34ISSION BYLAWS, #AB87-230
It has been 43 years since the last amendment to the
existing Park and Recreation Bylaws Resolution #117.
To provide clarification, purpose, and to define purpose,
the Park and Recreation Commission with staff assistance has
prepared a new set of Bylaws to operate under.
Arvilla Ohlde, Director of Parks and Recreation Department,
stated that the Commission has been working under bylaws
which basically just established the Commission. Work began
last year to provide clarification and direction for the
Commission. The Commission desires to delve into the areas
of the Parks Department and the bylaws would assist them in
that process. Ms. Ohtde suggested several additions to

the resolution: (1) fifth paragraph..."and shall consist of
citizens of Bremerton who shall be appointed by the Mayor
with consent of City Council; (2) fifth paragraph..."The
Commission shall adopt bylaws subject to the approval of the
Mayor and the City Council" .... In addition, a possible
change to consider for Article VI might include "any
amendments to the bylaws would be approved by the Mayor and
confirmed by the City Council" Ms. Ohlde introduced
Vickie Vannaman who is on staff and assisted in drafting the
bylaws.
Jim Strait, 6530 Harlow Drive, questioned the use of the
title "Parks and Recreation Commission" as he had always
heard it referred to as Parks and Recreation Board. Vickie
Vannaman, Recreation Coordinator, stated that originally the
body was called a "Commission" and that through the years it
had been referred to as Parks and Recreation Board and it
was the Committee's thought that the title "Parks and
Recreation Commission" should be retained. Mr. Strait
brought up question as to the difference between a Board and
a Commission, if any. Ian Sievers, City Attorney, stated
that the City Charter, Section 19, refers to the "Parks and
Recreation Board" and it is the only such board that
counsels the Mayor and City Council and that the use of
"Board" should be used so that it is consistent with the
Charter.
Ian Sievers requested one additional change noting in
paragraph five of the Resolution that: "and shall consist of
nine citizens of Bremerton who shall be appointed by the
Mayor with consent of City Council"
M/S/C(Waibel/Collins) to approve Resolution 2178 including
change to Article VI by adding: "the changes recommended by
the Parks and Recreation Board will be submitted to CitV
Council for approval/disapproval at their first available
regular meetinq following the Board vote and that anV
reference to Commission be chanqed ~o Board in the
Resolution and recommended changes by Ms. Ohlde and Mr.
$ievers be incorporated into the Resolution: "That the
Recreation Commission shall hereafter be known as the Parks
and Recreation Board, and shall consist of nine citizens of
Bremerton who shall be appointed bV the MaVor with consent
of the City Council. The Commission will adopt bVlaws
subject to the approval of the MaVor and the CitV Council".
