The adopted'T.I.P. may be amended any time after a public hearing is held TAPE #462 City Council Reg. Mtg. Minutes June 24, 1987 Page 4'of 5 #i568 #1692 Dave Baker, City Engineer, stated this plan must be issued each year and is developed from information received from Council members and others. Each pro3ect proposed was categorized as either ."maintenance" or "new construction". If identified as maintenance then it would go to the Street Department to be included in their Budget for the next year. If it is new construction it is looked at farther, determining if it is on the arterial or off and if it is on there is a process which looks at traffic , accident record, need. If not on the arterial system but needs construction then again look at it how much traffic impact, number of accidents, need, and how much will it cost. The "on arterial" projects go on the list not by priority but by how much money ~s available. The proposed pro3ects are prioritized as to accidents, traffic volumes. Those projects which are "off arterial system"' and need construction are strongly recommended for funding through an LID or private funds but not funded with the ~¢ gas tax. The first priority for use of the ~¢ gas tax is for matching funds for grants, secondly to pay for the pro3ects that are on the arterial system, with the remaining pro3ects funded from other sources. Pro3ects listed numbering 1 through 9 are pro3ects which already have funding identified, not listed as to highest priority. The remaining pro3ects are listed based on the year when funds would be available to do preliminary engineering, engineering and construction. Only those pro3ects listed on the TIP can receive State funding. Mr. Overson questioned if the one-way street grid was included. Mr. Baker stated no - because it has not been officially adopted in the Transportation Plan, but hopefully it will be adopted this year and at that time an amendment will be make to the TIP.
