Mr. Colvin was called' for Kitsap County Superior Court jury
duty and seated as a juror, however, a settlement was
reached before the trial began.
Mrs. Long received an inquiry from a concerned citizen
relating to the need for' patrolling of water along
Bremerton's shoreline due to increased traffic and related
problems, i.e., wake damage along shoreline and the hgpe
that the County and/or City could p~ovide' patrolling
service.
Mr. Waibel, reported that the Police Study conducted by
Public Administration Service, for which funding was
approved by Council during FY86 budget process, was
completed on April 15. Upon review the Audit Committee
concluded that the best interests of the City of Bremerton
are served and a smooth transition will be affected by
implementing all of the report recommendations within the
proposed implementation schedule. In an interim response to
the Audit Committee, the Mayor noted that, as a whole, he
feels the report presents valuable recommendations for
improving the Police Department's operational and cost
efficient and requested an extension to June 15 for
submitting his response in order to allow the new-Chief'of
Police an opportunity to review and respond to the report
findings and recommendations. The City Auditor's reports
are exempt from public disclosure per RCW 42.17.310(d) and
(i) until a response is received, reviewed and summarized to
the City Council. Because of his request for an extension
of the response date, and in order to use the- study as an
interview tool for final candidates for the position of
Chief of Police, the Mayor has allowed public disclosure of
the report pending his final response.
Mr. Crutcher met with Seattle City Council President Sam
Smith and discussed Seattle/Bremerton ferry service and how
the cities could help one another to maintain levels of
service. On the issue of renaming Evergreen Park to Art N.
Morken Park Mr. Crutcher suggested possibly submitting this
proposal as a ballot issue showing the will of the people.
Mr. Hornin~ artended PSCOG which included Solid Waste
Advisory committee where information was presented relative
to what new regulations will be on post closure of dumps,
noting cost is very high and ultimately could double the
cost of solid waste disposal. Also, Traffic Safety- E911
is on line and somewhat ahead of schedule and due for
implementation later this year and a note of interest...the
intersection of llth and Warren is the busiest intersection
in the State of Washington.
6A - BLOCE GRANT PROGRAM PROJECT #86-001 CONTRACT AMENDMENT
BREMERTON MAIN STREET ASSOCIATION, #AB87-157
The Bremerton Main Street Association project was funded
with 1986 Block Grant funds that expired on March 31, 1987.
This project was included with the 1987 Community
Development projects adopted by the City Council on November
12, 1986, however, this project is not scheduled for 1987
funding until July 1, 1987 to December 31, 1987, in the
amount of $11,250. The contract amendment was delayed in
submittal to Council. Main Street is in need of funding
from April 1, 1987 to'June 30, 1987 in the amount of $3,750.
'This contract amendment is intended to be retroactive to
April 1, 1987.

Until the 1987 funds are available, staff proposes
transferring funds from Block Grant Administration Project
#K86-023. The total amount of funds for Main Street
Administration would not be changed.
Richard Mason, Block Grant Manager, stated the request is
for emergency funding for Main Street Association for three
months (April, May, June).
Mrs. Lona questioned what the requested funds would be used
for. Mr. Mason explained funds would be used for staff
salary and office supplies. Mrs. Long expressed concern
that Main Street did not follow their budget and all of a
sudden realize they were in financial difficulty and asked
for some clarification as to how this came about. Mr.
Mason explained that.. upon researching the documents
relating to the application for Block Grant funds it was
found that there were provisions stated by the Block Grant
Advisory Committee that funding would be started as of July
I through December 31, 1987. Apparently there was a
breakdown in communications and it appears that the intent
of the Advisory Committee was to fund the program from April
I through December 31, however, when proposal was made to
committee in open form the stipulation was that funding
would be from July 1, 1987. Due to lack o~ documentation,
there is not a clear understanding why there was a three
month gap.
J .
M/S/C/U(Dawkins/Collins) to authorize the Mayor to execute
an Amendment to the 1986 Bremerton Majn Street Association
contract extending the contract from A~'~ril 1, 1987 to June
30, 1987, making the contract retroact~/e to April 1, 1987;
and to approve Budget Adjustment Request to reduce the
project #K86-023 (CDBG Admin.) budge"- in the amount of
$3,750 and increase the budget of project #K86-001 ( Main
Street) in the amount of $3,750.00.
6B - ADDENDUM #3 TO TEAMSTERS' LOCAL 589 LABOR CONTRACT,
#AB87-158
The City of Bremerton and Teamsters' Local 589 (Non-
Uniformed employees) have agreed upon full'implementation of
the F.S. James Study and a wage increase of one-half (.5) of
one percent retroactive to January 1, 1987. This action
along with the Bremerton Civil Service Commissionws approval
on May 26 of the F.S. James Study Classification Plan paves
the way for the City to realize the full benefit of a
current and valid classification and wage system.
Dave Hiestand, Director of Personnel, stated the Amendment
is a culmination of a years worth of work between the City,
Union, City Council and Civil Service Commission. Agreement
has been reached with the Teamsters Union and ratified by
their representatives. The 'proposed Amendment will last
through the life of the contract - until December 1988 and
states the City would agree to full implementation of this
study and wage involvement retroactive to I January 1987
with an negotiated .5% (~ of 1%) adjustment to the current
wage table at a cost of $88,000.00. Additionally,
confirmation of this would allow City Treasurer to make
necessary budget adjustment to carry out this action.
Mr. Crutcher asked if the word "full" could be eliminated.
Dave Hiestand stated that if this is

ratified by the City Council on June 16 there will be a mass
transferral of approximately 117 non-uniformed employees to
align them to the classification element of the study,
including wage level and wage grade amount. This action
would be called "full implementation".
Mr. Collins proposed a change in wording on the Amendment
as follows: second paragraph..."In addition to full
implementation of the wage and ~rade reco--endations of the
study for 1987, the City shall adjust the 1986 Wage table by
an additional one-half of one percent (.5%) with all James
Study wage adjustments reflecting this new hourly pay
retroactive to January 1, 1987.
Mr. Overson questioned that the original recommendations
made in the James 'Study Were altered. Mr. Hiestand stated
that the copy provided to Council had alterations which
related to the fact that it is not a static thing and step-
increases had been made. Mr. Overson suggested that the
words "as amended" be added to the Amendment. Mr. Hiestand
stated he nor anyone in his office had made any changes to
titles of positions.
Mr. Collins stated that the Council Committee's
responsibility in reviewing the James Study dealt with
position descriptions from the stand point as to who they
reported to, more nearly reflected as to what is existing
instead of a generic description. Mr. Waibel stated it
related more to organizational structure and no
recommendation was made as to salary and step increases.
Mr. Collins stated that it was not Council's intent to
change any verbiage which would have an impact on what the
Union has agreed to.
M/S/C(Collins/Colvin) to ratify and approve the Teamsters'
Local 589 Contract Addendum and direct the City Treasurer to
make necessary budget adjustments after the inclusion of the
following: second paragraph second sentence.."In addition to
full implementation of the wa~e and ~rade recommendations of
the Study for 1987, the City shall adjust the 1986 Wage
Table by an additional one-half of one percent (.5~) with
all James Study wage adjuetments reflecting this new hourly
pay retroactive to January 1, 1987.
Mrs. Lonu questioned the Mayor's intent as he did not
indicate his endorsement/approval of this item.
Hiestand stated the Mayor fully endorses this presentation.

7A - ORDINANCE (FIRST READING) ESTABLISHING COMPENSATION FOR
THE CONFIDENTIAL EXECUTIVE SECRETARY, LEGISLATIVE ASSISTANT
AND CONFIDEI~TIAL OFFICE ASSISTANT SENIOR, #AB87-159
As a separate action to exempt management non-union pay,
there exists the need to update and address the (1)
Confidential Executive Secretary to the Mayor, (1)
Legislative Assistant to City Council and (1) Confidential
Office Assistant Senior to the Personnel Director. This
ordinance allows their pay and position adjustments cited in
the James Study. Their last pay increase was July, 1984.
Dave Hiestand, Director of Personnel, stated the three
positions described were included in the James Study with
recommendation to place Confidential Executive Secretary and

.Legislative Assistant at Grade 10 level and Confidential
Office Assistant Senior at Grade 7 level.
Mr. Johnson questioned the need to tie in these three
positions to Union contract or Civil Service as they are all
exempt positions and salary and benefits should be
determined separately by each administrator. These
employees are "at will" employees and have no appeal rights
or process available to them. Mr. Waibel suggested an
amendment to the Ordinance under Section 2, third sentence
to read "Increases within these ranges during 1987 shall be
determined according to provisions of the contract governing
non-uniform employees. And, Section 2, second paragraph,
"The incumbents in the above positions shall receive
longevity for purposes of wage adjustments during 1987
according to provisions of the labor contract governing non-
union employees to the time she has been employed by the
City in a Civil Service or exempt position". Mr. Collins
stated a "yard stick" of some kind is need to show how
valuable an employee is and apparently the James Study is
just that. Mr. Hiestand stated a system is needed to manage
these positions and currently the Union Contract and Civil
Services Rules provide that system. Mr. Johnson again
pointed out Civil Service does not relate in any way to
these three exempt positions. Mr. Hiestand stated that the
only other guide available is State Law which is not
complete in all areas.
Mr. Horninq suggested approving the Ordinance as amended for
1987 and that Council work out a separate document during
the 1988 budget process.

7B - ORDINANCE (FIRST READING) NON-UNION MANAGMNT
BENEFITS, #AB87-160
In 1984 the City adopted Ordinance 3939 that established a
benefits level and cafeteria plan for non-union managers.
During the first two and one half years of program
administration, it was found there was a need for minor
amendment to align the administrative year to the beginning
of the calendar year vs. January 20th of each year.
Additionally, there was a need to change confusing language
in the administration of sick leave and to expand
Administrative Leave to all non-union managers (expansion
beyond Chief of Police and Fire). Also changed .was a
deletion of a medical examination and a medical review was
substituted. The remaining changes were primarily for the
purpose of improving ordinance clarity.

Dave Hiestand, Director of Personnel, explained the
importance of the proposed changes to assist in the
administration of the program and the change in emphasis
relating to health problems and early detection of physical.
conditions which could affect carrying out 3oh
responsibilities. Concerns have been raised relative to
release of medical information and there is'a release form
which allows release of very basic vitals of a medical
examination.
Mrs. Long questioned how a medical review could be
substituted for a medical examination. Dave Hiestand stated
that rather-than having a broad examination, which is
costly, only basic information would be needed, i.e. basic
blood work, urine ana/ysis, x-ray and screening of
pulmonary/EKG, and not looking for tread mill tests or pre-
cancer tests. The review process provides an opportunity
to sit down and go over basic information and make
suggestions to the individual how to eliminate or improve
some physical conditions with exercise, diet, etc.
Mr. Colvin asked who would perform the medical review. Mr.
Hiestand stated that the medical information would be
released from a doctor and then as Personnel Director he
would review the information.
