6B - REQUIRED FINANCES TO FUND THE REL0CATION OF THE POLICE
PATROL DIVISION AND NECESSARY REMODELING TO FACILITATE
OCCUPANCY, #AB87-154
It is requested that compensation received by the City of
Bremerton in its land transaction with the State of
Washington (Washington State Patrol Building) be transferred
from the General Fund to the General Facilities budget area.
In order for the Bremerton Police Patrol Division to
relocate to the old WSP site, a level of
renovation/remodeling is required.
The above named funds ($18,600.00) plus an additional
allocation of approximately $7,000.00 is requested to
complete all necessary improvements to the existing site
with a target date for occupancy of mid-July 1987.
Mrs. McCluskey, City Clerk, stated that the Purchasing Agent
was requested by Council Fiscal and Budget Committee to
review the list of cost estimates for the remodeling of
facilities and determine if better pricing could be
obtained. Mr. Johnson, Purchasing Agent, submitted a
recommendation which included deferring the following items:
carparing ($2,000), portion of furniture ($500), sheet
rocking of garage $1,400 and tiling of garage floor, making
a total amount deferred of $8,400. The reasoning behind the
recommendation was to keep costs with the $18,000.00 which
is available from the land.transaction.
Captain Joe Hatfield, Police Department, thanked the
members of the Council Public Safety Committee and Fiscal
and Budget Committee for their input which was well received
received by staff. Captain Hatfield gave a brief history of
planning involved since the land transaction was completed.
Funding for this proposal has been identified by Mr. Hanna,
City Treasurer, one being the land sale and additional
monies to come from Beginning-Fund Balance. Proposed uses of
the two building would include the garage area designated
for Officer locker rooms/weight room, etc., and the main
building to house approximately 35 Officer/employees. Cost
~stimates for specific items required, i.e., security
system, carparing, remodeling, have been obtained. During
planning efforts the Police Department recommended that all
upgrades proposed be completed prior to moving personnel
into the space.
Roy McGinnis, 2711 Maple, asked for clarification . of
statement made regarding "tiling the garage floor". Captain
Hatfield explained that the garage area was to be used for
Officer locker rooms and not to be used as a vehicle garage.
Walterine Taylor, 2708 Callahan Drive, asked if the new
facility would cost the citizens any more money. Captain
Hatfield'responded - no.
Mr. Johnson asked if the City's presently facility had a
back up generator. Captain Hatfield stated yes there was an
auxiliary generator to provide lighting in the bottom stair
areas of City Hall. He explained that the State Patrol
would not be removing their auxiliary-generator for three
years and only at that time would the City would need to
provide a replacement.

item #3 under the recommended motion: "that all existing and
pertinent conditions and documents relating to earlier
approvals regarding land use activities related to this site

applicant does not complete final plat they are unable to
sell the properties individually. If there are nuisances
created by any development, such as roads without drainage
system in and development is abandoned, we have ordinances
which Can abate nuisances and the City can require the owner
to do take actions to correct the situation or the City can
go in an abate the property and place a lien against the
property. So, if there is a hazard to the community there
are resources to abate those hazards. Ian Sievers, City
Attorney stated that if developer decided not to continue
the pro3ect through passage of time, it would revert back to
the Short Plat under which he could develop under the old
division.
