Fair/Downtown promotion which has helped to show that
Bremerton is becoming a more "can do" city. He also noted
that the real winner of the City vs Shipyard baseball game
was the Navy League Fund.
Mrs. Lone pointed out that the Council Chambers now has a
new American flag. On May 14 she artended the Republican
Women's Luncheon and artended the EWW Annual Conference on
May 15/16, where she had an opportunity to act as moderator
for a session on "media and elected women". Mrs. Long
stated that the speakers at the conference were very good,
but noted the excellent presentation put on by the President
of Evergreen College.
Mr. Johnson reported that the "appleman" was still set up
at the same location but. that the Planning Department was
taking the necessary action to enforce the appropriate
zoning law. He suggested that staff and Council work
together to establish goals to more effective enforcement of
zoning laws. He reminded fellow Council members to fill out
the input sheet for the Six Year Transportation Plan which
was supplied by City Engineer.
PUBLIC RECOGNITION
Phil Drouin, 102 Olympic Avenue, spoke in response to Mr.
Crutcher"s report on the possible combining of food banks in
Bremerton under one name, noting the efforts of St. Vincent
DePaul Food Bank and St. Vincent DePaul Society store
meeting the needs of the~low income in the community.
Robert Smitter, 1511 Park Avenue, read into the record an
article printed in the Seattle Times relating to City
Council banning video recording of Council meetings, and
stated his position that Council should rescind their
previous motion regarding video recorders and apologize to
Mrs. Long and himself.
Walterine Taylor, 2708 Callahan Avenue, stated her concern
for the City's high water rates and the effect on senior
citizens and questioned the reasoning behind moving the
downtown bus stop to the ferry dock area.

President Horning asked the "Appearance of Fairness/Conflict
of Interest" question will all Council remaining except Mr.
Homing who stepped down.
Don Pratt, Planning Director, gave background data relating
to actions taken to surplus this property, noting that a
Deed restriction was included which provides for site plan
approval by the City. The Earnest Money Agreement does
include the reservation of City rights and the committee to
review site plan would include Mayor, Council President,
Council District representative. Approval of site plan
would not include building design or elevation issues.
Jack Allinoham, Planning Department, stated that the
applicant must meet certain criteria, i.e., rezone must be
substantively consistent with the Comprehensive Plan, must
show a change in circumstances to justify modification of
the original zoning pattern, must not have adverse
environmental consequences and must bear substantial
relationship to the public welfare. Planning Commission

determined that applicant had met the criteria required and
recommended approval of fezone with the additional of two
conditions: (1) that the parcel be rezoned to Manufacturing
rather than B-2; (2) that site ingress and egress shall be
approved by the Engineering and Police/Traffic Departments
to insure that optional traffic flow is maintained.
Mike Burdick, Home Builders Association,-stated this was a
difficult site to work with but that upon completion of
their proposed building project it would be a definite
improvement to the area.
Jim Strait, 6530 Harlow Drive, President of Kitsap Lake
Neighborhood Association, stated there were no objections to
the proposed fezone, however he did question that the
requirement for sidewalk !nhancement was not included.
Mr. Collins asked if sidewalks were included in the proposed
plan. Mr.' Allinaham, Planning Department, stated that
sidewalks are not required by the existing Zoning Ordinance,
however, they could be requested at time of site plan review
or that Council could condition the fezone to require
sidewalks.
Mr. Johnson questioned a "Manufacturing" designation as the
intended use is for an office building for the Association
which in no way relates to manufacturing. Mr. Pratt stated
that Long Range Planning recommended the "Manufacturing"
designation rather than B-2 which would be more in line with
the proposed new Zoning Ordinance and the fact that it was
thought that setback restrictions would present a problem
under the B-2 designation. Mr. Johnson stated that if
there was a setback problem the applicant could come before
Council and request a variance.
Mr. Dawkins questioned difference between heights
.structures built in Manufacturing and B-2 zones.
of
Mr. Waibel asked if the City could approve a B-2 zone with
less restrictive setback requirements? Mr. Pratt stated
that if that happened that would be granting a variance and
there are specific requirements that must be met when
requesting a variance and which were not included in this
fezone request. City Attorney, Ian Sievers, concurred with
Mr. Pratt's statement.
M/S/C/U(Waibel/Dawkins) to approve rezone from R-1 to B-2
including the condition that site ingress and egress shall
be approved by the Engineering and Police/Traffic
Departments to insure -that optional traffic flow is
maintained.
