Gil Johnson, Purchasing Agent, provided Council with an updated Police Department Vehicle Listing. He announced that Dave Nichols of ARA was available for questions. Russ Johnson questions how many vehicles would be recycled' to other City departments7 Mr. Johnson stated none .... due to their condition, noting cost of repair would not prolong life of vehicle. Mr. Crutcher was concerned that disposal of vehicles be completed prior to purchase of new vehicles and funds received could be applied toward purchase of new vehicles. Mr. Johnson stated it would take approximately 75 days' to obtain new vehicles and vehicles to be surplus would not be taken out of'use until they are replaced, and upon disposal funds would be deposited to the Cumulative Reserve Fund per City Council's request. Mr. Johnson stated 'that only $25,000 was budgeted for 1987 and the intent is to replace 4 to 5 vehicles each year. Rich Hanna, City Treasurer, stated it would be to City's advantage to obtain financing through the conditional sales agreement thereby leaving City's money in bank where it earns greater interest Mr. Crutcher asked if City made any comparison as to what type of financing methods other cities are using and also if survey was made as to types of vehicles other cities were using? Mr. Johnson stated they had not surveyed other cities as to financing methods but that they did do a survey as to types of vehicles selected by other cities, which revealed that the Chevrolet Caprice was the most popular. M/S/C/U(Waibel/Colvin) that the City acquire five (5) Chevrolet Caprice sedans with police package through Washington State Contract at cost of $12,400 each and that the City Treasurer be authorized to negotiate a two year conditional sales contract for purchase of the vehicles in an amount not to exceed $25,700, for fiscal 1987, and that upon delivery of each vehicle two of the vehicles on the surplus list be immediately taken out of service and will be placed for auction. 6D - LEAVE CARRY OVER - LT. He explained City's policy which encourages using leave and the process to request a carry over if in excess of 240 hours at end of year. He pointed out that Lt. Ficarra was placed on disability at mid year which precluded him from taking any annual leave the balance of that year, but that he did continue accruing annual leave during that period. Lt. Ficarra affirmed the information as presented and was available for any questions Council might have. RoV McGinnis, 2711 Maple Street, questioned City policy whereby an individual will continue to accrue leave when placed on disability leave. Ficarra was placed on disability mid year, not allowing him the opportunity to take additional leave and therefore should be granted the carry over. Mr. Hornin~ stated he felt Lt.
