It is anticipated instructor will teach a maximum of 2 basic
first aid classes and one re-certification class during
1987.
PegqV Lesser, Risk Manager, stated this contract would allow

City's first aid instructor for two years. She noted the
fee for his service was the same as previous years.
Mrs. Long, and Mr. Johnson questioned having someone

6-C, STATE RENTAL REHAB PROGRAM - AUTHORIZATION TO APPLY FOR
1986 FUNDING CYCLE, #AB87-048
The City of Bremerton has been awarded an additional $70,000
from the State for the Rental Rehab Project (RRP). The
funds enable the City to continue operation of the Rental
Rehabilitation Program (funded by $200,000 in 1985) which
provided low interest loans to low/moderate housing units.
The loans are given to property owners who agree to rent to
tenants with low incomes rental subsidies. The program is
operated out of the City's Community Development Office.
Administration costs are budgeted out of the City's Block
Grant funds. Loan re-payments are made to the City and
available for further loans.
Don Pratt, Planning Director, stated Block Grant funds must
be coupled with private money and has been successful in the
past - last year most of the funds were used for one
project - View Crest Gardens. Council action would
approve making formal application for the $70,000 State
funds. Mr. Pratt stated the City Auditor has set up a
system with BARS Codes so loan repayment schedules can be
tracked and cannot be spent without City Council approval.
M/S/C/U(0verson/Collins) to authorize the City to make
formal application for the additional Rental Rehab Program
funds.

7A - RESOLUTION #2159, CITY OF BREMERTON STATE RENTAL REHAB
CHECKING ACCOUNT ~67087-0154, WITH SEAFIRST BANK, 3AB87-049
Don Pratt, Planning Director, explained that a separate bank

8A - APPEAL OF BREMERTON HIGH SCHOOL SPECIAL USE PERMIT,
APPLICANT - BREMERTON SCHOOL DISTRICT, #AB87-050
Vice President Waibel asked the "Appearance of
Fairness/Conflict of Interest" question with all Council
remaining seated.
The Bremerton School District has appealed two conditions
setforth by the Planning Commission under the Special Use
Permit. These conditions pertain to the shared requirement

TAPE #426
for a traffic engineering study and proportional payment for
mitigation created by the proposed high school. Also
included is the appeal of a condition regarding parking lot
access.
Dave Hanna, Planning Department, gave staff report and
indicated the applicant was available for input. He
explained the issues and the options available for Council
action. Mr. Don Pratt, Planning Director, stated the
School District staff had been in negotiations with Planning
Department to reach a compromise to the problems of getting
a study in area to understand what impacts are and assigning
a cost to the potential impacts.
Ralph W. Rohwer, Program Manager Bremerton School District,
described the School District's concern with not having
clear understanding how determination was made in
identifying the District's fair share for items listed under
the conditions setforth. Through negotiations with the City
Planning Department and School District, a proposal was
presented to the School Board of Directors and they approved
approximately $24,000 to be their share of the traffic
study and mitigation, to be spent on llth and High Avenue.
The Board indicated their desire that this money be spent as
soon as possible so the improvements in the, neighborhood
could be completed before the construction of the new high
school. Also, that this would be the conclusion of costs to
the School District on these conditions. It was also noted
that Olympic College was not sharing any of the cost.
Harry L. Guay, Interim Superintendent Bremerton School
District, emphasized the concern of funding for this
activity. He explained that a Bond was approved for
construction of a new High School and Jonstruction costs
were very tight to the funds available...noting something
will have to be deleted from the proposed project in order
to fund the conditions listed.
Field Ryan, Director of Finances Bremerton School District,
outlined cooperativeness of Planning Department and Planning
Commission working to move ahead on the high school project.
He also stated the funding of the construction project is
limited. He related that the District did not have any
problems with changing the ingress and egress of the parking
lot. Any changes in the parking lot access should be done
at the beginning of the project and not something that has
to be changed at the end when funds will be depleted.
The following individuals spoke in opposition: Leo Perry,
1515 High Avenue, Glenn Vockrodt, 1409 Marlow; letters in
opposition - Howard Gray, 1706 Ohio, Mary G. Sagera, 1203
High. The above individuals were concerned with traffic
safety, noise, vandalism, littering, adequate parking
spaces.
Dave Baker, City Engineer, main concern, as far as traffic,
is llth and High, with increase in left turn activity.
Improvements will be necessary at that location and the
monies approved by the School District would be directed
toward that construction. Mr. Dawkins raised question about
students parking in front of residences if parking lots are
full and were residents in that area aware of the
Residential Parking Permit process? Mr. Baker stated the
Residential ParKing Permit information was available to
anyone.

Mrs. Lon~ raised question as to the ability of the City to
conduct the Traffic Study inhouse which could possibly lower
the cost. Mr. Baker responded that it in order to get the
study completed in a reasonable time he would have to hire
someone to undertake it whether inhouse or go to consultant.
M/S/C/U(Collins/Crutcher) moved that City Council overturn
Planning Commission recommendation and City Council approve
a Special Use Permit for Bremerton High School project with
the following conditions: (1) the City will accept the
$23,860.00 from Bremerton School District in order to
mitigate traffic impact in the area; (2) the $23,860.00
will be spent within 4 years from this date on the following
projects: a) $3,500.00 for traffic study of Olympic
College/Bremerton High School neighborhood, b) traffic
improvements at .llthand High; (3) the City Engineer shall
have final approval authority at all ingress and egress
parking lots related to the High School project.
8B - PUBLIC HEARING - R. BRUCE ROBINSON REZONE (RZ-18-86)
FROM R-2 TO B-i, N.E. Quadrant Wheaton Way & E. 14th STREE~
#AB87-051
Vice President Waibel asked the "Appearance of
Fairness/Conflict of Interest" question with all Council
remaining seated.
The Planning Commission at their regular meeting on January
19, 1987, voted 4 to 2 in favor of approval of the proposed
fezone of the parcels at the northeast quadrant of Wheaton
Way and E. 14th Street. The applicant proposes to develop
the site with a dental clinic use which is permitted
outright in Business District One (B-l). There were no
conditions to be met, therefore no Concomitant Zoning
Agreement is necessary.
Dave Hanna, Planning Department, gave staff report citing
Planning Commissions recommendation. He stated the central
issue during the Planning Commission hearing had to do with
Comprehensive Plan designation.
William Palmet, Planning Consultant with Pazooki & McMenamin
Engineers, representing the applicant R Bruce Robinson,
provided drawings/maps/photos showing location of property,
surrounding property uses. He described the proposed project
as a dental clinic which would not have a great impact on
traffic in area and which would provide improvement of
property from its current use.
R. Bruce Robinson, 5011 May Street NW, applicant, stated his
desire to improve his property with a high quality facility,
improving the area.
The following individuals spoke in opposition to the fezone:
Clarence Martin, 1408 Winfield, (by letter) Dorothy Mar~in,
1408 Winfield~ Glenn Vockrodt, i409 Marlow, Susan Brown,
1333 E. Hope Street, (by letter) Harry Jens, 2113 E. llth
Street. The above individuals were concerned with loss of
water view, encroachment of business zoning into residential
areas, traffic safety, inadequacy of access on unimproved
street.
Mr. Collins expressed some concern as to the following
issues: what would be the proper zoning for a dental clinic
in an area such as this, it was not consistent with
Comprehensive Plan, there was no change in circumstances for
the property and there appears to be no adverse
consequence, with the public gaining nothing.

Mr. Crutcher pointed out the merits of placing a business
such as this near a residential area which would enhance the
neighborhood from what it is now, noting this type of
business would not generate a great amount of traffic.
Mr. Overson, questioned the increase in tax base income for
the City for this type of business.
Mr. Dawkins expressed concern as to height of structure
allowed in this area. Mr. Hanna responded about 60 feet and
height of structure depends on number of units. Mr. Dawkins
asked if Winfield is to be used as entrance would he be
required to put sidewalks and improve the area? Mr. Baker
indicated that it could be made a condition.
M/S/C(Coilins/Johnson) Council deny the approval of a
fezone as established by Planning Commission

8C - PUBLIC HEARING - 75% KITSAP LAKE DRIVE-IN, PROPERTY
ANNEXATION PETITION,#AB87-O52
Vice President Waibel asked the "Appearance of
Fairness/Conflict of Interest" question with Mr. Collins
stepping down.
Annexation is initiated by 10% of the residents or the
owners of 10% of the value of the property.
The Council accepted the 10% petition at the August 20, 1986
meeting - subject to the currently adopted Comprehensive
Plan for the City of Bremerton which includes this area and
property be required to assume all of the existing City
indebtedness.
Ken Hughes, staff City of Bremerton, described the piece of
property, owned by Olympic Business Partners, as an
abandoned drive-in theatre located partly inside City limits
and partly in the County.
Dave Hanna, Planning Department, cited Planning Commission's
Resolution which was approved on December 16, 1986,
recommending B-2 zoning for the property at the time of
annexation subject to development of a P.U.D. for the site.
~ Frazier, Architect/Planner, 9019 Woodbank Drive,
Bainbridge Island, a partner in the subject property,
related the partnership filed for original annexation 2
years and 7 months ago and pursued it aggressively to date.
He noted the property has. been an economic burden since the
ceasing of using property as a Drive-in. He stated the
community group has supported their application.
John Symington, 6708 and 6710 Kitsap Way, had no objection
to the annexation.
Jim Strait, 6530 Hatlow Drive, President of Kitsap Lake
Neighborhood Association, stated the partnership has been
before the Neighborhood Association and have been very
cooperative.. The majority of the Neighborhood Association
are' in favor of the annexation. The only requirement'the
Association would request is that screening between business
and residential areas be required.

Delmar Fields, 2177 Lakehurst Drive, stated he lives above
the property, looking down on the Drive-in area. He
supports the annexation with certain stipulations or
limitations which were not clearly spelled out in the
application. His main concerns were the height of buildings
proposed, removal of two screens and the possible
disturbance of the aquafer and watertable if the concrete
support is removed from one of the screens, movement of
large quantities of dirt, maintenance of greenbelt and
protection of wildlife in area.
Richard Pfeiffer, 2270 Woodland Drive NW spoke in opposition
to the annexation. His concerns included increased noise
level, disturbance to local wildlife, impact on Carter's
Pond.
Dave Hanna, Planning Department, gave a summary review of
the process and requirements for a P.U.D. application,
pointing out areas of concerned raised by citizens and the
requirements that must be met by applicant.
Joe Frazier, property partner, rebutted they support the 25
ft. greenbelt on all sides except the south side, that all
current entrances are on their property or easements and
they do not anticipate creating any form of substantial
enbankments of up to 60 feet.
M/S/C/U(Johnson/Overson) to approve, subject to annexation,
B-2 Zoning with P.U.D. provisions.
M/S/C/U(Johnson/Colvin) to approve filing of a Notice-of-
Intent to annex this property with the Boundary Review
Board.
Don Pratt, Planning Director, thanked publicly David Hanna
for the contribution he has made as a Planner for the City
of Bremerton noting he will be leaving the City at the end
of the month for a position in Thurston County.
