On Tuesday evening he attended a Welcome Party for the Japanese Students from Kure, Japan, the City's sister City. Mr. Collins suggested that everyone take a look at the waterfront 2nd Street observation tower which should be completed in time for the Scalawag Fair. Dedication of the tower should be scheduled about the same time as the Fair. Mrs. Long reported that she had been in contract with the Bremerton School District and the City's Parks Department to discuss the possibility of a park site at the old Haddon School site. As a proud mother, she attended a Court of honor where her son received the rank of Eagle Scout. Mr. Colvin attended the welcome party for the Kure, Japan, exchange students and was impressed with their demeanor. Also, he had the opportunity to attend a Court of Honor where Tom Long received his rank as Eagle Scout. Mr. Horninq commended all who worked on the building of the pavilion and stated that it is a neat addition to the community. PUBLIC RECOGNITION Lynn Horton, 2028 Taft Avenue, 1987 Co-Chairman of Scalawag Fair, invited everyone to the dedication of the pavilion on Wednesday, August 5, 11:30 A.M.. Also, she had available Scalawag buttons ($1.00/ea.), and she thanked the Council for their support of the Scalawag events. Roy McGinnis, 2711 Maple Avenue, reported that his recent absence from the Council meeting was due to his attending the North Pacific Baptist Convention, held in Tacoma, where he was surprised with receiving the honor as "Outstanding Layman Of The Year. Mr. McGinnis stated that since Council members appear to be supportive of community efforts he too would be giving the Council members the opportunity to purchase "calendars" from him in the very near future. Mr. McGinnis congratulated the Council for doing such a nice job as a "Council". Mr. Colvin stated the Council appreciated his regular attendance at the Council meetings. 6A - INFORMATION ITEM- Kitsap Track Club's Bremerton Street Run~ ~AB87-217 Kitsap Track Club is sponsoring a run on August 15, 1987, 9:30 AM, to begin on Washington Street downtown and proceed to Illahee State Park ?A - BREMERTON COMMUNITY ACCESS CHANNEL, #AB87-205 The 1987 Budget contains $10,000 for remodel of Council Chambers for cable T.V. broadcast. Proposal #2 was presented to the City Council and Fiscal and Budget Committee. It is suggested that Council accept proposal #2 which provides for purchase of the special effects generator and color monitor, defer purchase of carpeting in the amount of $2,364.70 and instead purchase a character generator which will cost between $2,400 and $2,600. The difference in cost can be covered by the funds remaining from $4,500 budgeted for 1987 Operational Costs (approx. $1,000.00. TAPE #472 City Council Reg. Mtg. Minutes July 29, ~987 Page 3 of 6 On July 15, 1987, Council tabled this item for two weeks and returned the proposal to Citizen Cable Committee for re- evaluation. Ms. McCluskey, City Clerk, read into the records two letters in support of the Access Channel: Dave Michler, Kitsap County resident who has television production background; and Pastor Joe Scheving, Crossroads Neighborhood Church - 7555 Old Military Rd., NE., Bremerton, who recently had nine members of the church take the Access Channel equipment training program. G~e~ McClellan, Chairman of the Citizens Committee for Public Access Channel, stated that to televise City Council meeting weekly would require, at a minimum, four people and 20 man hours per week to carry out the broadcast. Lon Hurd, Cable Consultant and Jim Brontoli, TCI, had volunteered to assist in scheduling and obtaining volunteers to carry out this responsibility. Council had questioned an overall plan for access television - the Committee did produce a detailed three-year plan which outlines the building and promoting the access program in the City of Bremerton. Due to the City's budget constraints the necessary equipment to carry out the plan was not available and some of the deadlines have been moved back from the original dates indicated. If Council approves the proposal as presented, it will bring up the funding level to where they can get started again with the program and meet the rest of the deadlines in the plan. Mr. McClellan stated that the intent is to build up a community channel not just a government channel, encouraging local producers to provide programming for the channel. Council raised question as to liability for damage to equipment used by volunteers- according to the agreement with TCI, they are responsible for the equipment they have purchased (for repairs). Volunteers are asked, as part of the program, to acknowledge responsibility for any damages in the event something happens to the equipment while it is being used, however, collection through small claims court might be very difficult. Permanent installation of equipment in the Council Chambers would reduce the possibility of damage to equipment. Another question was what kind of programming would be played on the channel - this was also covered under the plan and by the third and fourth quarter of the year, beginning in September, it is planned to telecast two nights per week with 2-3 hours of programming per night. Resources of programs available both locally and in other communities will be used for the programming. Robert Smitter, 1511 Park Avenue, stated his support of the access channel and cited an article which talked about government making itself open to the public, via television, the behavior affect of the participants and efficiency in carry out business. Mr. Smitter did not support spending $10,000 for equipment and felt that equipment could be obtained at a lesser lost. Michael Lyman, 1015 Perry Avenue, stated her support of the cable access channel due to the fact that not everyone can attend Council meetings. Roy McGinnis, 2711 Maple Street, stated his support of approving the proposal as presented so that the program can get under way for the benefit of the citizens of Bremerton. TAPE #4?2 City Council Reg. Mtg. Minutes July 29, 1987 Page 4 of 6 Mr. Crutcher brought up the point as to why the Character Generator was needed. Greg McClellan explained that it would enhance the production quality. Mr. Waibel raised the question - could we get by with home quality type equipment? Greg McClellan stated that both quality of programming and durability of equipment is important and that industrial grade would be more cost effective. Mrs. Lon~ questioned where the funding of the $10,000 previously identified for access channel programming came from. Mrs. McCluskey stated that the City will receive about $90,000 which is part of the General Fund and those monies allocated to cable access channel programming would come from that General Fund. President Horning pointed out that of the $90,000 franchise tax monies 35% was being directed toward the access channel program. Mr. Johnson stated that the City of Bremerton was a front runner in the State in negotiating a contract whereby the City would have access channel capabilities and that the City should continue to move forward implementing program capabilities of a quality that the City can be proud of. #2335 M/S/C(Collins/Crutcher) to accept proposal #2 and approve deferment of carpeting and use of fund to purchase character generator and additional funds for ~ a person in the Parks Department for remainder of fiscal year '87, next year budgeted as Council sees fit and treasurer to make necessary budget adjustment. Vote: In Favor: Waibel, Collins, Long, Johnson, Overson Dawkins, Crutcher Oppose: Colvin, Horning PUBLIC IiECOSNITION CONTIItlIED Michael Lyman, 1015 Perry Avenue, Chairman of the Bremerton/Seattle Commuters Association, reported on the meeting held July 28 with association members, concerned citizens, elected officials and Ferry System personnel. A number of concerns were discussed relating to: elimination of the Express ferry from Bremerton run by July 1, 1987, statistical reporting of ridership...errors and omissions made by Ferry System personnel; design of interim ferry terminal/Bremerton including stairway instead of ramps, construction of a passenger holding area with a 30 year life expectancy (note: Construction contract does not discuss use of portable type building); need for a vault as large as a banks in the interim building (note: placement of large size vault takes up sq. ft., that could be used for passenger holding area); construction of a toll both in waiting area (note: tolls collected on Seattle side...not Bremerton); questioning distribution of capital improvement funds. Ms. Lyman invited everyone to a meeting of the Association on August 18, 6:30 p.m., at Great Northwest Savings and Loan Building, where questions can be fielded to Ferry System personnel. TAPE #473 President Horning asked Ms. Lyman who had made the decision to take the Express off of the Bremerton Run by ?-'88. Ms. Lyman stated that information received through their source within the Ferry System directed the responsibility to Admiral Parker or possibly Berentson. Mr. Overson questioned how the population on Vashon Island could warrant TAPE #473 City Council Reg. Mtg. Minutes July 29, 1987 Page 5 of 6 use of the Express instead of Bremerton. Ms. Lyman stated that Vashon Island had a 5% increase in ridership and Bremerton had a 14~ increase in ridership, which would not appear to warrant a switch, however it was still the plan to do so...a new passenger only boat is scheduled to be purchased or built in 1988 to be used on Vashon run and to keep the Express as a back up in the event of a breakdown. Also, a new passenger only boat is scheduled to be purchased or built in 1989 - to be used on the Bremerton run. Mr. Dawkins reported that the Express on the Vashon Island run would be a new route from Vashon to downtown Seattle and would not involve them loosing a car/passenger ferry. Mr. Horninq questioned Ms. Lyman as to what she wanted the Council to do...Ms. Lyman stated that Council assistance would be appreciated in helping to resolve the interim ferry terminal issues, i.e., stairs instead of ramp, 30-year building instead of temporary structure and to help them get the schedule changed so that better transit connections can be made on both the Seattle and Bremerton sides. Mr. Collins requested Ms. Lyman to put her requests of Council in writing and Ms. Lyman agreed to do so. 7B - PUGET SOUND COUNCIL OF GOVERNMENT DUES - SECOND H~F.~ 1987, #AB87-218 To request authorization to pay second half of 1987 Puget Sound Council of Government dues in the amount of $9,452.00. #0818 M/S/C(Collins/Crutcher) to authorize payment of the second half of 1987 P.S.C.G dues in the amount of $9,452.00 Vote: In Favor: Overson, Dawkins, Crutcher, Waibel Horning, Collins, Long Oppose: Colvin Abstain: Johnson 7C - CONTRACT ACCEPTANCE (CONTRACT #2740) CONTRACT C-15; BEACH PIPELINE AND STORM SEWER OUTFALL~ #AB87-219 Ail work has been completed and found to be in conformance with the contract documents. Final payment can be made to Frank Coluccio Construction Company, thirty (30) days after Council accepts the contract, and Washington State Department of Revenue certifies that no taxes or penalties are due. Bill Duffy, Utilities Director, stated that this project involved system improvements, along Manette peninsula, installing new sewer line and improvements on Ohio Street storm outfall. Original contract price was $209,000.00, one change order for $35,000, with a final contract price of $263,624.36.
