Minutes December 7, 1988 Page 2 of 7 neither the Seattle Post Intellingencer nor USA Today printed any word of Pearl Harbor and she thought it was a grievous oversight on their part. As was pointed out today, the way to prevent wars in the future is to remember what was gone through in the past. Mrs. Horton .... noted that a lot of activity, particularly zoning issues, had been happening the past couple of months in her District and thanked Don Pratt and Dick Mumll~ of the Planning Department, for their expedient handling of concerns encountered. Mr. Hornin~ noted he was unable to attend the memorial services commemorating Pearl Harbor attack, however, he did represent the City on the Kitsap Executive Planning Council this date. A citizen had alerted him to the fact that several street lights were out in the downtown area, which he then reported to th~ Street Department. He encouraged citizens to notify the City- call Ken Brees in the Street Department, Mayors Office or City Council o~flce - if their street light is out or if they observe others that are not functioning. Mr. Waibel attended PSCOG today and noted that Spencer Horning was elected chairman of the Kitsap County Board Of Health, Chairman of the Kitsap Board of Transit and Chairman of CenCom, Chairman of the Puget Sound Subregional Council. PUBLIC RECOGNITION - None 6A - INTERLOCAL AGREEMENT FOR OPERATION AND MAINTENANCE OF EVERGREEN PARK, ~AB88-281 The Port Of Bremerton, through matching funds from the Interagency Committee Outdoor Recreation developed and improved the boat ramp and surrounding areas at the City's Evergreen Park location. The total project cost is in excess of $220,000. To complete the final IAC approval of the project, the Port of Bremerton will enter into an interlocal operation and maintenance agreement for the improved areas of Evergreen Park. Mr. Johnson questioned exactly what ls the improved area? Arvilla Ohlde, Parks Director, stated it is the lmproved area o~ the Port OF Bremerton's IAC project...parking lot, monumental guns and picnic area, shoreline area, boat ramp, boarding float. Mr. Johnson expressed concern that the agreement states that the primary use of the project area is launching and retrieval of boats...but are we saying the primary use of the parking lot for the whole park is for people with boats and not those using the park? Ms. Ohlde stated it is a 250 project which is boat/motor tax money which was the prime contribution by the IAC and the intent was to accommodate the boaters, however, it does not mean that all of the parking would be taken up by boaters. There are specifically designed parking spaces for trailer and boat parking so that a "pull through" can be made. Th~ amount of parking stalls available are about the same as before. Mrs. Horton questioned since it is a joint agreement is there some sort of inventory showing which area is under which authority? Ms. Ohlde noted as the agreement reads the Port Of Bremerton will be taking care of the pilings, boarding pier and the ramp itself. All the upland area surface will be maintained by the City. TAPE #594 City Council Reg. Mtg. Minutes December 7, 1988 Page 3 of 7 ~0530 ~0722 Mr. Dawkins questioned when would the project be completed? This agreement is the same as the agreement that was executed for 1988, and will remain as a one year agreement. Mr. Johnson questioned if the City had audited the gross proceeds of the operation recently? Ms. Ohlde,Parks Director, stated no formal audit has been asked for. Mr. Johnson noted it would be good business to do such an audit. President Waibel noted that an annual audit is performed. M/S/C/U(Dawkins/Horning) to approve the Concessiou Lease Agreement between the City of Bremerton arid Scott Alexander. #0820 7A - ORDINANCE (FIRST READING) CREATING A FUND OF THE C__ITy CALLED THE ATHLETIC SPORTS FUND, #AB88-283 There are presently several athletic leagues within the City which are organized as non-profit corporations. These leagues have provided a valuable source of recreation to the citizens of Bremerton and their operations have been inter-related with those o~ the City Parks and Recreation Department. Staff has reviewed the activities of these corporations and those of similar cities in the region and determined that the monies handled by thes~ corporations could better be accounted for as public fund of the City of Bremerton. Mr. Johnson stated for the record that the various sports leagues requested the City to take over thls service. M/S/C/U(Horton/Colvin) to approve Ordinance, on flrst reading, creating a fund of the City to be called the Athletic Sports Fund and designating the purpose and uses thereof. 7B - ORDINANCE (FIRST READING) ADOPTING AND APPROVING THE CITY'S 1989 BUDGET, #AB88-284 The proposed ordinance will adopt the Mayor's 1989 budget proposal as amended by the City Council's Fiscal and Budget Committee. Approval of the budget by Ordinance is requlred by State statue as codified in RCW 35.33.075. Kathleen McCluskey, City Clerk, read into the record a m~morandunl from Mayor Lobe in which he recommended that the budgeted ending cash of the General Fund be reduced by $15,000 from its present $24,534 and that the City provide $15,000 In equal monthly payments in support of the Bremerton Main Street program for 1989. Mayor Gene Lobe explained that this years Budget is no different than the two previous years - money is dl£flcult to come by. This year effort was made to not lay off personnel but by doing that other things have to be cut back. Mayor Lobe noted that originally funding for Bremerton Main Street was recommended through Block Grant Funds, however, a~ter reconsideratlon he ~s recommend~h.~ that funding be provided through the General Fund. In support of Bremerton Main Street tundlng Mayor Lobe stated this is a time to look forward and not cut funding as he sees them being an intricate part of the drawing together of Flag Ship ~1550 TAPE #594 City Council Reg. Future plans for management of Bremerton Main Street has been placed under the direction of Image Trends, a local advertising agency and th~ Board of Directors of Main Street feel that new and exciting things will be happening in the downtown area. Constance O'Brien --Bartholomew, local attorney and President of the Bremerton Main Street Board of Directors, stated she was part of a group of people who share the commitment to revitalize th~ downtown core. She looks to the future as a period of change and the Board felt it Important to develop new tools and underlithe aggressive marketing of the downtown, which will include a multi- use video production centered on the downtown core. She thanked Mayor Lobe for his recommendation for future funding, Mr. Johnson complimented the staff for the work on the budget, however, he did question the legality o~ the City being able to fund Bremerton Main Street from the General Fund (letting private groups or citizens utilize City funds at no charge)?. Ian Sievers, City Attorney, stated he will look into this before second reading of the ordinance. Mr. Crutcher noted that Bremerton Main Street has served the community in many ways and he thanked them for their responding so kindly. Mayor Lobe stated he felt the City could provide funding through the General Fund as the City would be contracting for a service to be provided by them. Mr. Colvin stated he supported Bremerton Main Street, however, he has had constituents question "what is Bremerton Main Street" and what does it do for the people out in the neighborhoods. M/S/C/U(Horton/Dawkins) to approve Ordinance, on first reading, and adopting the financial budget for the several funds of the City of Bremerton for the fiscal year 1989, and appropriatang the amounts set forth in each budget to each fund in accordance w~th RCW 35.33.075~ with the change of the $15,000 funding of Bremerton Main Street from the General Fund upon verification from the City Attorney that it is legal to do so. 7C - RESOLUTION #2~38, AUTHORIZING INVESTMENT IN THE KITSAP COUNTY TREASURER'S INVESTMENT POOL, #AB88-Z85 Recent court decision handed down by the State Court Of Appeals requires the counties to pay interest on undistributed property tax collections. Staff has determined that the most practical method of receiving interest on these funds is to have them automatically deposited to the City's credit in the County Treasurer's Investment Pool. The proposed Resolution is necessary to authorize such an investment. Rich Hanna, City Treasurer, stated other than creating the ability for the City to earn investment interest on the money the City does not contemplate doing anything under the authority granted by the proposed Resolution that has not been done in the past. He noted that the Kitsap County Treasurer collects tax~s ~2044 TAPE ~594 City Council Rag. Mtg. Minutes December 7, 1988 Page 5 of 7 on behalf of the city and prior to the recent Court case, the County had not paid junior taxing districts interest on those funds while they were In their possession. Mrs. Horton questioned what would be the interest amount we had not been receiving. Mr. Hanna noted that the figure would vary as market conditions go up and down and as the County does not hold the money for an extended period of time it could amount between 5 10,000 investment dollars per year. And, he noted the County's goals and objectives for Investments are in l~ne with the City's. Mr. Colvin questioned if the collection of interest was retroactive? Mr. Hanna explained that the answer to that question was handled in a court case between K~ng County and Seattle and both the Superior Court and Court Of Appeals came down on the City rendering 3udgement but did stop short of making it retroactive. Mr. Johnson questioned what the rate of return on investment was from the County Investment pool compared to th~ City's investments? Mr. Hanna explained he did not think the two were comparable as the County's Investment Pool is much shorter in term. As indicated in their policy they are in the short end ot the market, yielding 7-9~. Mr. Johnson expressed concern that he would like to see the City's money invested where it could yield the most return and if the City was doing the best then he would like to see the fund transferred as quickly as possible to City accounts. Mr. Hanna explained it is not anticipated that a substantial portion of City money would stay in the County's Investment Pool. President Waibel noted we do not want to become lax in requesting the funds so that a greater return can be achieved through City investments. M/S/C/U(Horton/Crutcher) to approve Resolution #2238, authorizing · nvestment of City o~ Bremerton monies in the Kitsap County Treasurer's Investment Pool. 8A - PUBLIC HEARING - MAYOR'S PROPOSED 1989 COMMUNITY DEVELOPMENT BLOCK GRANT PROJECT RECOMMENDATIONS, #AB88-286 Mayor Gene Lobe outlined his recommendations Eor Block Grant Funding as follows: PUBLIC SERVICES Sexual Assault/Rape Response .............. $ 8,000 Bremerton Hospice ......................... 5,000 Kitsap Community Clinic/Primary Care ...... 17,500 YWCA ALIVE Shelter ........................ 11.500 Kitsap Community Clinic/Dental Care ....... 2,500 Kitsap County Adult Literacy ............. 0 Senior Center Mini-Bus .................... 0 Summer Recreation For Special Population.. 0 $52,500 Total Available: $52,500 15~ of 1989 CDBG Entitlement o~ $350,000 is available ~or public services.
