7A - RESOLUTION #2237, AUTHORIZING AN INTERFUND LOAN FROM THE
GENERAL FUND TO THE PARKS CAPITAL PROJECT FUND, #AB88-278
A significant portion of the Kitsap Lake Park construction
project is funded by State Grant revenue. Under the terms of the
grant, the City must obtain the grant revenue on a reimbursement
basis after the project expenses have been paid. This
requirement has created a temporary cash deficit in the Parks
Capital Projects Fund (304). The purpose of the proposed
interfund loan is to provide financing for this deficit.
Mr. Dawkins questioned if': there would be any anticipated
difficulty in meeting the repayment date of June 30, 1989 and how
much interest is the City- paying itself? Kathy Johnson,
Assistant City Treasurer, stated the current rate is 7.3~. Mr.
Johnson questioned if the revenue for the General Fund included
in the 1989 budget proposal~ Ms. Johnson stated an interfund
loan does not affect fund balance so it is not a budgeted item-
it is a temporary loan. Mr. Johnson noted it was income to the
General Fund therefore would it not be included in the budget?
Ms. Johnson stated to her knowledge it did not.
Mr. Overson noted for clarification the coming money will pay the
interest rate as well as the premium.
