He stated it is a problem now and will only mushroom in the future. He hopes to summarize this material and pass it on to all Council members so they can take a good meditative view of what the city wants to do with waste management in the future. He stated our city's Mayor and staff are willing to support our neighborhoods and funding, which is number two in Seattle. Hopefully our budget and personnel will be looking toward the same thing as Seattle in putting more funds and efforts into our neighborhoods, to make Bremerton a better place to live. He stated he would like to see this at the top of the list instead of the bottom. Mr. Hornin~ stated for many years he has been a member of the Kitsap Executive Planning Council, referred to as Council of Governments, where a lot of information is Gathered. One thing that concerns everyone in Kitsap is the Seattle Side West Corridor Group, chaired by Alice Tawresey, Mayor of Winslow, who is doing a great job. At the top of her agenda is coordinating access with the ferries to downtown Seattle, to the buses, which is becoming far more difficult than anyone realized. Mr. Homing asked everyone to be concerned as the Seattle connection to Bremertoh is critical to many people, and Seattle is not very concerned about Bremerton. He encouraged everyone to pass on information to Mayor Tawresey or to call Metro directly and tell them you are a taxpayer and need these connections. Mr. Homing stated it was pointed out to him that the City is running short of qualified citizens to participate on Boards and Commissions. They are vital to the ongoing business of the City. He asked citizens to join.the City to make City Government better by this type of participation. PIIBLIC RECOGNITION E. L. Sturdivant, 3231 Halverson, discussed his concern wi. th bicyclists on the Manette Bridge. He stated they hold up traffic and as a result motorists go around them on the wrong side. He feels it is dangerous, and the city should consider prohibiting bicycle riding and allowing bicycles to be walked across the bridge on the sidewalk. Mr. Sturdivant discussed paying off the bond on the parking garage and stated the City should look at raising parking meter fees. He stated most cities charge 20¢ to 25¢ an hour to park st meters. He stated the money could be used to clean up and beautify downtown, buy old buildings to convert to parking lots and use some of the money for Flag Ship 89. He stated the purpose of parking meters is not for revenue but to move cars.. By the time bonds for the parking garage are paid off parking meters can be removed. Roy Lawson, 4151 Fir Drive NE, stated he is Vice President the newly founded Bremerton/Kitsap County Branch of the Urban League. They are petitioning Council for the use of 5th Street Library basement, since it will become available in the near future, for a full time secretary and part time director. Mr'. Overson stated there are currently considerations for use of the basement, but Mr. Lawson is welcome to make a request. Council will provide the request to the appropriate city staff for an answer in writing. TEMPORARY CLOSURE OF AREA EVERGREEN PARK FOR PICKLE FAMILY CIRCUS AB88-176. Arvilla Ohlde, Parks & Recreation Director, stated they are requesting a temporary closure of 120' x 150' area of Evergreen Park for the period August 11 -14 for 55 hours in conjunction with the community Scalawag Waterfront Fair. She stated they will be assessing a user fee of $16 an hour which is commensurate with established fees charged for commercial users. #0801 #0866 Tape 556 City Council Meeting minutes July 6, 1988 Page 3 of 7 Liz Seabert, 7293 Bridle Veil Blvd NW, stated the Pickle Family..= Circus is a 1 ring old fashioned circus from San Francisco. She-. has read of them and feels it would be Good for the City t6'alloW this as it is good family orientated entertainment. .!<. Mr. Crutcher stated Bremerton is in need of this type of entertainment. In response to an inquiry, Ms. Ohlde stated the location will be the site of the old pool. Mr. Dawkins expressed concern with parking and traffic. Ms. Ohlde stated they are working with Paula Johnston, BaO License Inspector/Auditor .and Scalaway. They intend to use the park parking area and are also looking at parking at Smith School and Roosevelt Field. In addition they would like to encourage as a compliment to Scalawag a shuttle system with Kitsap Transit. Ms. Horton stated the Scalawag Waterfront Fair Committee feels this can compliment the Fair very nicely. The Committee has done its utmost to bring as many people to the event as possible and see this' as an additional drawing to bring people to the downtown area. The Committee looks forward to the future when Scalawag Waterfront Fair will be a multi-faceted affair and feel this is a beginning. Mr. Colvin expressed concern regarding insurance and liability. Ms. Ohlde stated Paula Johnston and Peggy Lesser, Risk Manager, are working with the Scalawag Waterfront Fair Committee on all licenses requirements and insurance and holdharmless. Mr. Johnson inquired if the arrangement with Kitsap Transit is still in effect where the City can have so many days of bus service for particular events? Mr. Homing stated the formal arrangement is gone. Depending on the opportunity it can still be arranged, it's possible but must ~go through Mr. Hayes at Transit, and if there are problems let Mayor Lobe know. Motion (Crutcher/.Collins) to approve ~he request for temporary closure of area Evergreen Park for Pickle Family Circus to schedule event and assess user fees, carried unanimously. Mr. Overson stated that item 7A has been pulled from the agenda. ~4PLOYMENT CONTRACT, PERSONNEL CONFIDENTIAL OFFICE ASSISTANT SENIOR. AB88-177 Dave Hiestand, Personnel Director, stated this is the last of a series of non-union exempt non-management contracts to come' before Council. Motion (Collins/Crutcher) tO approve the contract for Personnel Confidential Office Assistant Senior, carried unanimously. AGREEMENT FOR MUTUAL AID FIRM FIGHTING SERVICES PNSN. AB88-178 Leonard Marks, Fire Chief, stated this agreement is a renewal of the 1970 contract for Mutual Aid Firefighting Services with Puget Sound Naval Shipyard. Motion (Dawkins/Colvin) to approve the agreement with Puget Sound Naval Shipyard for Mutual Aid Firefighting Services and that the, Mayor be authorized to sign the Agreement for the City, carried unanimously. .. Tape 556 City Council Meeting minutes July 6, 1988 Page 4 of 7 #0972 ORDINANCE (lst ReadinG) CORRECTING NON-UNION MANAGEMENT SALARY RANGES IN THE 1988 BUDGET. AB88-179 Mr. Hiestand stated the non-union management salary adjustment plan calls for annual adjustments to each position salary range based on CPI, Seattle (W) or other figure approved by City Council. During the 1988 budget process the Council set a cost of living adjustment for city managers at 2.5~. The budget document, however, carried forward uncorrected 1987 ranges rather than the adjusted ranges. Other changes included a negotiated cost of living increase of 3.0% for non-uniformed employees also effective January 1, !988 and individual salary range adjusements for Auditor, Community Services Manager, Legislative Assistant, Confidential Executive Secretary and Deputy Fire Chiefs. He stated this is a technical correction to reflect salary ranges to that are being paid today. Ms. Hotton inquired if Bremerton should be using the CPI from Seattle as a basis? Mr. Hiestand stated the Department of Labor Statistibs out of San Francisco and other national offices across the country divided the country into regional areas and Seattle is one of those measurement points. Within those measurement points they are further divided into other categories, two of which are the W (wage index) Scale and the USI Scale (urban scale index). Seattle is further divided into categories A-D and those are based on population size. Bremerton falls in the D category. We have to work off the Seattle wage for Bremerton from the Seattle W Scale. Those are critical to Bremerton, they are used in salary determination and negotiation among .other things. Seattle is the prime measurement point. There is no Bremerton CPI produced by the national government. Mr. Crutcher stated for benefit of everyone, this pay is already in effect, but recommended a change in wording from "management" to "employees" Mr. Hiestand stated this change will be made prior to second reading. Mr. Colvin stated it is important to note this is not a salary increase, it reflects current salaries. Mr. Johnson stated this is the first year this has been done and he is still bothered that we negotiate labor contracts and have wage scales in personnel that are in matrix form based on certain grade levels of-work, and now we go to exact salary titles. He wondered if this'limits the ability to classify other than those specified without changing the ordinance? Mr. Hiestand stated what they have done with hourly employees is take the hourly wage, multipling by annual amount of work hours-to arrive at a rang which fits the state requirements. However, in negotiating those contract, we'll continue to negotiate and set the wages at the hourly level for non-uniformed and fire and police employees. As long as the city stays within the parameters of the wage salary range depicted in the ordinance, the ordinance does not have to be further amended. Mr. Johnson stated his question was, if the city wanted, for example, an Assistant Budget Specialist unless this ordinance is amended you could not have one or classify such a position? Mr. Hiestand stated if new classifications are created the ordinance would have to be amended. Mr. Johnson stated another concern is that the city is pricing itself out of business. Mr. Johnson referred to salaries of the top managers and feels the real labor base of Bremerton has to be compared to the federal shipyard personnel wage structure; the city government wage structure should have some relationship to the citizenry, and by using the Seattle CPI we are getting out of line with Bre~+erton. He stated the salaries of the top managers are getting';too high, and should recognize that Bremerton is a small to med'~?hm city and should not try to compete with Seattle and Tacoma. Tape 556 City Council Meeting minutes July 6, 1988 Page 5 of 7 #1470 #1530 #1597 Mr. Colvin inquired when this was mandated by the state? Mr. Sievers stated it has been at least 5 years. Mr. Colvin stated the state auditor did not pick up on this in 5 years and wdndered what kind of audits the city is getting. Mr. Dawkins asked what a cost would be for the city to put together their own percentage for the city or county? Mr. Hiestand stated the state does some work in that area where they try to further breakdown the regionalization and there is one for Kitsap County. There are many measurement points. The city is not qualified to do that and must relay on other agencies. Mr. Hiestand responded to Mr. Johnson and stated Bremerton does not measure against Seattle and Tacoma when it comes to wage setting, but uses nine target cities of similar size and financial condition by way of tax base. Mr. Collins inquired if there is some way the city can do a wage grade survey like the federal government does? Mr. Hiestand responded yes, there are two instruments; one, to go back to the James Study, it was a classification and wage survey. The other is the AWC LGPI Survey which we will have within the next month. He stated that is taken in March of each year and 'is a current picture of what happens state wide in the government sector. We also use that to measure against. He stated the city does not measure against the federal government because it creates a distortion. Motion (Dawkins/Colvin) to approve on first reading an Ordinance correcting non-union management and employee salary ranges in the 1988 budget, carried unanimously. ORDINANCE ~4163 MILITARY ALLOWANCE FOR REGULAR EMPLOYEES AB88-163 Motion (Hotton/Johnson) to pass on second reading an Ordinance. establishing military allowance for regular employees, carried unanimously. RESOLUTION #2219 RESIDENTIAL PARKING PERMIT PETITION AT 1247 6TH ST. AND YENETA AVE AB88-180 Motion (Collins/Orutcher) to approve Resolution 2219 establishing a residential permit parking area for 1247 6th Street and Veneta Avenue, carried unanimously. Recess was declared at 6:25 pm. Meeting reconvened at 6:35 pm. HEARING - APPLICATIOON FOR SHORELINE SUBSTANTIAL PERMIT TO CONSTRUCT A SIDEWALK/GUTTER/CURB/FENCE ON SHORE DR AB88-124 Mr. Overson inquired if any member of the Council or public felt any Council member had an appearance of fairness concern or conflict of interest in this matter? There being none., all Council members remained seated. Ed Davis, Manager Current Planning, Community Development Department, stated this has been continued from two previous occasions to acquire some architectural design standards. A preliminary copy was received today. Mr. Davis stated he felt it would be appropriate for Council to consider passage at this time and also to consider how Council would like the standards to be developed at the time of approval. He stated originally the plans called for 280 feet of 5 foot sidewalks with curb, gutter and chainlink fence. Council has been considering what to do with the chainlink fence in the area of the beaches. Mr. Homing stated the Engineering Department has been cooperating and the preliminary plans are acceptable with one exception and that is the rail. It is felt the railing should be in keeping with what they want the Bremerton period to look like. Tape 556 City Council Meeting minutes July 6, 1988 Page 6 of 7 #1836 Part of waiting for this design concept was to coordinate that railing with the concept with the waterfront downtown which will ultimately lead across the Manette Bridge to Evergreen Par~. Mr. Homing stated this would coordinate that waterfront effort over the Manette Bridge and down Shore Drive. The intent of the community is to allow the City to construct this sidewalk and take care of..the problem area, to include a railing as proposed in the design concept and the community, under a separate effort, will put a viewpoint with the continuation of this railing, at the the end of the sidewalk. Those details have not been worked out at time time. Motion (Horning/Colvin) approve the Shoreline Substantial Development Permit for development of approximately 280 feet of sidewalk with curb, gutter and fence in the Shore Drive right-of- way between 10th and llth streets using wooden railings as outlined in the Bremerton Waterfront Access Plan Section 3, carried unanimously. APPLICATION FOR 'SHORELINE SUBSTANTIAL DEVELOPMENT PERMIT FOR IMPROVEMENTS IN EVERGREEN PARE AB88-181 Mr. 0verson inquired if any member of the Council or public felt any Council member had an appearance of fairness concern or conflict of interest in this matter? There being none, all Council members remained seated. Mr. Davis stated this Shoreline Substantial Development Permit request is for improvement of Evergreen Park with boat ramp repairs and expansion, new floating pier, 165 feet of rock bulkhead, new picnic area and landscaping, and striping of existing parking lot. Mr. Davis stlted the main areas City Council must consider in functioning ss the Shorelines Board is the consistency with the policy and procedure of the State Coastal Management Act, consistency with Bremerton Master Shoreline Program and consistency with Bremerton Comprehensive Plan. Staff reports this pro3ect does satisfy the requirements of those three areas. Mr. Davis made a slide presentation and stated there are four conditions staff is recommending: 1. To provide for rainwater infiltration into the sub-surface soils, all the proposed landscaping areas and planters shall have previous surfaces beneath to permit the flow of water into the soils. 2. Prior to on-side develpment, exact location of the existing 10 inch pressure sewer main shall be field located by the appropriate city staff. 3. The applicant/developer shall be required to provide added protection to that portion of the sewer main, if the utility or engineering departments find this requirement is needed. 4. Construction equipment, including bulk storage or rocks, shall not be placed directly on top of the existing sewer mains. Ken Attebery, Asst. Manager, Port of Bremerton, commended various City departments for their cooperation as the the project has been developed. He stated the Port has been looking for a pro3ect to undertake in concert with the City of Bremerton. Mr. Crutcher expressed opinion that this is the right step in the right direction and is pleased this has finally come about. Tape 556 City Council Meeting minutes July 6, 1988 Page 7 of 7 Mr. Dawkins asked Mr. Attebery if the new launch will be similar to the launch at Lions Field? Mr. Attebery stated it will be a boarding float..He stated the existing ramp will remain,'a new lane will be added to the north with a common boarding-float running between the. two ramps. Mr. Dawkins asked if the existing ramp will require iresurfacing? Mr. Attebery stated it needs surface repair...=The general condition of the ramp is good. .< Mr. CollinS-' inguired where the tower will be located? Mr. Attebery statedlit will remain at the present location and this project will take place around it. At some future date they may wish to relocated the tewer. Mr. Johnson inquired if there will be a place to tie up boats for either launching, or for example, short term tie up for a picnic? Mr. Attebery responded the boarding float should be available for short term tie up. Ms. Horton inquired what the duration of construction will be and the target for completion? Mr. Attebery responded all necessary permits should be approved within 30-45 days. Minus tides are necessary for pouring the ramp. He stated construction will not be a lenghty project and completion of construction is anticipated for this fall. Motion (Crutcher/Dawkins) to approve the application of Shoreline Substantial Development Permit for Improvements in Evergreen Park subject to the four conditfons as recommended by staff, carried unanimously.
