The' G~lf Professional's contract allows improvements to the

been reviewed and approved by the Golf Course Advisory Board.
Mr. Dawkins explained that the subject area was directly under
the small conference room, which would be enclosed to allow
expansion of the facilities to display merchandise. Mr. Dawkins
noted that Amateur Golf Course prizes are not in cash but in gift
certificates which are redeemed in the Pro's shop.

Arvilla Ohlde stated yes and there seems to
Mr. Overson question wording in the contract providing
compensation by Mr. Alexander personally as Lessee as well as
the wording holding his harmless, noting that this was somewhat
different. Ian Sievers, City Attorney, stated seme amendments
were made because it is a.three party contract and the City has
to give approval pursuant to Mr. Alexander's lease, and the City
needed to be indemnified as well as the leasee.
Mrs. Horton questioned how soon the project would commence? Ms.
Ohlde stated the permit process would be initiated on Thursday,
June 30. Scott Alexander,. Golf Pro, stated he had already

Ian Sievers, City Attorney, stressed the importance of filling
the Attorney II position with someone with extensive experience
in litigation, land use issues, etc. Mr. Sievers outlined
previous experience of the applicant, Ms. Laura J. Anderson,
which included research and briefing experience with the King
County-Prosecutor, Department of Justice and Justice Utter of the
WA Supreme Court, with two years experience in public defender
trail work and one year experience with Douglas County

the Attorney II position has been assigned primary responsibility
for advising community development.
Mr. Collins expressed concern that the City Council had not
established what they want to pay people when hiring, that the
City is being used as a training ground and then leave for higher
paying positions elsewhere. Mr. Collins stated he was not
against the request regarding the Attorney II position, however,
he felt that the Council had to take a firmer position on salary
levels.
Mrs. Horton questioned the difference between 954 and 904 of the

REGULAR EMPLOYEES, #AB88-173

military leave in any United States Government fiscal year.
Historically, employees were given 15 consecutive days for
military leave, which included days not scheduled to work.
Recent Washington State Court cases have determined regu~,arly
scheduled days off are not to be counted in the 15 day leave
period, and that the period to use the 15 days should be calendar
or budget year instead of the United States Government fiscal;
year, .;~/~
Margery Holsather stated for clarification that when employees
serve on military leave they do receive military pay which is
kept by the employee and the pay received when someone serves as
a Juror or Witness is returned to the City... with them keeping
the travel portion for their travel expenses.
