at Burwell and Montgomery and to add a sidewalk along Shore
Drive between E. 10th and E. llth Street. The Shore Drive
project was not included in the 1988--1993 Six Year
Transportation Plan so it must be added before the grant

Mr. Horninq acted as Mayor Pro Tem at several meetings, one
of them involved with the State Highways 3/304 Interchange
and it appears that the State will be on time with the
project and should be under way as early as June or July.
Mayor Lobe is making some strong recommendations on this
issue.
Mr. Johnson expressed his concern as to the northwest
entrance-to the City from Chico Way and Kitsap Way, noting
that it has deteriorated more within the past two weeks and
cited the problem of the fire wood business (which is not
zoned for this type of business) has gone into major
production and creating a mess. Also, the County
Commissioners have been contacted regarding property
bordering the City which is littered with dozens of cars.
Mr. Colvin reported that over the weekend he had the
pleasure of meeting some people from Temple De-Hirsch Seni
and also saw Seattle Councilman Norm Rice who sent greetings
to Council members. Also, Mr. Colvin read a letter of
congratulations on retirement for Chuck Fagan, Sr. Operator
in the Water Department, for good and faithful service to
the city for the past 12 years.
Mr. Dawkins reported on a meeting in Olympia and testimony
given to the Transportation Committee in the Senate, noting
a dual problem with two proposals to fund the ferries...(1)
motor vehicle tax which'the Governor vetoed last year and
is supporting this year, (2) use of,the unused funds of the
Transit, $28 million'dollars .per year, to go into permanent
ferry funding. The Coalition group was asked which of the
two they preferred and they indicated that either was ok but
the important aspect would be that the funding source would
be permanent. Admiral Parker spoke to the House and cited
the difficulty of the Ferry System getting construction work
at local shipyards due to the difficulty in funding required
bonding.
Mr. Waibel reported that the cable booth in the Council
Chambers will be reduced about three feet in size in the
near future.
Mrs. Horton reported that she had the opportunity to meet
with a group of individuals, including the Visitor and
Convention Bureau, to discuss the 1989 Washington Centennial
Games that are now in the process of being bid on. The VCB
is submitting a bid so that the Bremerton area may perhaps
be recipient of those games. Mrs. Horton proposed that
Council approve a Resolution showing their support of
hosting the 1989 Centennial Games. And, as a part of the
proposal a large number of volunteers would be required as
well as an enthusiastic display by Bremerton and surrounding
communities. The projected dates for the games would be the
first or second weekend of August in 1989, comprised of 3-
4,000 athletes who will participate in Olympic style games
but on a State level. Projected attendance is 45-50,.0000
people with an impact of approximately 2 million dollars'.
Mim Heuss, Executive Director of VCB, brought in a group of
individuals dressed for various types of games that would be
included in the event. Ms. Heuss briefly outline8 the
.efforts being taken to submit the bid proposal and requested
City Council give full support by passing a proposed;
Resolution as well as individually preparing letters of
support to be included in the bid package. Mr. Colvin
noted that this was an instance where the citizens of

Ms. Heuss read in the record a letter from Pete Flynn,
Executive Director of Bremerton Main Street Association,
giving full support for hosting the 1989 Centennial Games.
Mayor Lobe stated his support, noting that such an
undertaking would have an everlasting effect which would be
felt for years to come.
Roy McGinnis, 2711 Maple Street, stated his support of this
proposal and volunteered his services wherever they may be
needed to support these games.
M/S/C/U(Horton/Dawkins) to approve Resolution #2199,
supporting the Washington Centennial Games and submitting a
bid to be Host City for the Summer Games with the additional
wording to include that the City Council "unanimously"
supports this Resolution as well as adding an additional
WHEREAS urging other local communities participation, local
legislators as well as other volunteers.
PUBLIC RECOGNITION
Walterine Taylor, 2708 Callahan Drive, stated her objection
to the recent increase in garbage collection costs and asked
for an explanation why the increase was passed by the
Council. Ms. McCluskey, City Clerk, stated that the Council
did not pass an annual rate increase for service but that as
part of the 10 year contract held by Brem-Air they have the
right to submit a cost of living rate increase annually. A
recent Landfill Operations rate was passed by the City
Council due to Federal and State regulations imposed on
landfill operations.
Elizabeth Buell, 1722 High Avenue, expressed her concern
over installation of a utilities equipment monitoring box
directly in front of her home which blocked some of her view
and wanted to know why it was placed in that location. Mr.
Waibel suggested that she talk with Bill Duffy, Utilities
Director.
RoV McGinnis, 2711 Maple Street, conveyed thanks from the
minister and members of the Sinclair Missionary Baptist
Church to the City representatives who artended the Martin
Luther King celebration held at that church.
6A - RE},~EWAL' OF PROFESSIONAL SERVICES AGREEME~ BE~-iIEEN CITY,
OF BREMERTON ]~ BREMERTON/KITSAP COUNTY HEALTH DEPARTMENT,
#AB88--020
This is a renewal of service agreement whereby the
Bremerton/Kitsap County Health Department provides for
medical services, reference inmates housed at the Bremerton
City Jail.
Only change in contract language for 1988 contract vs 1987
contract is the hourly rate of pay for mid-level
practitioner service. (Was $19.00 per hour, moved to $21.00
per hour). This change in pay is negligible as the life of
the contract is only anticipated until mid-year 1988, when
Bremerton completes Jail transition to Kitsap County.
Mr. Overson suggested that the Mid-Level Practitioner's
fee, noted on page 3 of the contract under "COMPENSATION",
should reflect $3,024.00 rather than $2,736.00. Mr. Waibel
noted an additional correction under this same section which
should read: "City Shall pay Health Department up to the

Mrs. Horton questioned ~ the traveling expenses and
supplies would be pro-rated assuming 'that we will be out of
the jail in several months? Ms. McCluskey, City Clerk,
stated yes, they will based on actual monthly expenses only
and at the time we go to the County it will terminate.
Mr. Dawkins questioned if the City would continue to use the
City's jail facility for a booking facility for some of the
minor cases once we are using the County Jail? Mr. Overson
pointed out that once the City has changed over to the
County Jail facilities that the City's jail will be closed.
Ian Sievers, City Attorney, stated the Chief of Police
intends for closure of the City's jail. Mr. Waibel
pointed out that the hourly figure would allow the City to
have the services in the City Jail if so desired.
M/S/C/U(Crutcher/Colvin)to approve proposed contract renewal
for the year 1988 between City of Bremerton and Kitsap
County Health Department as corrected (Section 5.
COMPENSATION to read: "City shall pay Health Department up

6B - RESOLUTION NO. 2198 -DOWNTOWN SA/IlTARY SEWER UPGRADE:
PRELIMINARY LOCATION OF WORE - STREETS AND FOOT OF 2ND
STREET, #AB88-021 -
The Central Business District sewer system has a limited
growth capacity. The State Department of Ecology has
offered 50% match grant to upgrade the capacity in
preparation for downtown redevelopment.
In order to meet Ecology's funding deadline, locations for
upgraded sewer lines and pump stations must be preliminary
selected. The Mayor has recommended that preliminary design
work be commenced for specific sites and seeks Council
confirmation of these sites through a Resolution.
The utility upgrade will require either new or revised
Substantial Shoreline Development permits after preliminary
design work is completed.
The Mayor has recommended preliminary locations in order to
commence design and permit work. Because any future delay
could jeopardize the project, 'the Council's support for
these preliminary selections is requested.
The Mayor's recommendation creates a second waterfront
observation tower facility and places sewer mains primarily
in City right-of-way.
Don Pratt, Planning Director, stated that after reviewing
the financial and community considerations in the project
the Mayor has directed that the preliminary design and soil
sampling to upgrade the 2nd Street tower begin - it has
begun and work is under way. The scenario the Mayor has
directed to start on has the platform being removed. The
platform can be efther be replaced on that new reconstructed
pump station or can be removed to another site with the roof
of the new pump station creating a platform. In other
words, the platform structure would be integrated into, the
new roof that would be constructed. The other issue
involved is where to locate the gravity sewer lines, cutting
across private property in a slightly more economical manner
or follow the -~ ~t-of The Ma--or ~ recommended ~ha*

City's rights-of-ways be used to the greatest extent with
minimal intrusion on privately owned property. The selected
alternative accomplishes this and the property which it
intrudes is Bremer's and they have agreed as discussed. The
proposed Resolution reflects the preliminary selection only
because the Council may, depending which site is selected,
be involved in a Shoreline Permit to approve the work at a
later date. This Resolution was carefully constructed so as
to not make it irretrievable commitment on behalf of the
Council or to bias their later decision. The Resolution is
also used to express a policy statement on behalf of Council
so the Administration will have some indication of Council
support as the project progresses and to minimize the
possibility of needing to have policy discussions thereby
incurring additional expense. Mr. Pratt noted that pictures
and diagrams were available for Council viewing.
Mr. Johnson questioned what kind of assurance, preferable
in writing, from the State that the tower issue is eligible
for grant funding? Mr. Pratt stated that the Utilities
Department has negotiated a contract which the City Council
approved that is a signed contract and the money will be
reimbursed if we follow the contract and complete by
October 1989. Mr. Johnson expressed additional concern in
the State's method of repayment and whether the State will
say that observation decks should be built from Utility
funds. Bill DuffV, Utilities Director, stated that the
Utility is obligated to restore any existing facility or
structure there in order to accomplish the sewer project at
that site. Mr. DuffV stated that there is very little
difference in cost whether we take the facility off and
replace after the sewer project is completed and/or
construct the roof in such a manner that allows a
replacement platform. Mr. Johnson questioned if DOE had
been informed of this proposal? Mr. DuffV stated DOE has
the Siting Study and is reviewing it. And, DOE will provide
matching money for any facility we have to replace or
restore to its natural configuration,. Mr. Johnson
expressed concern that the City is considering a change in
the configuration which might make it ineligible. Mr. DuffV
stated that they will be consulted prior to any expenditure
of funds. Mr. Johnson questioned Council's actions on this
proposal would allow for expenditure of funds. Mr. DuffV
explained that if the Resolution is approved it would allow
design configuration in order to complete pre-design study
to submit to DOE.
Mr. Johnson stated he had not received an answer from the
Consulting Engineers regarding a question he raised at the
Study Session relating to relocation of the generator to
another location. Mr. DuffV pointed out in the drawing
proposed design will allow for the housing of the generator
as well as accommodate the tower structure to be re-
attached. By rotating the tower 90 degrees it will allow
for the pump station enhancement under the structure. Mr.
Johnson questioned what the cost would be to re-position the
structure on the present site? Mr. DuffV indicated it would
cost approximately $10,000.00.
Mr. Collins questioned an increased original cost if the
existing tower were to be picked up and used as a floor for
new pump station. Mr. DuffV explained the desirability of
designing a structure for easy access to pumps and equipment
for maintenance purposes. Mr. Collins brought up an issue
which was discussed at the Study Session, i.e., why wasn't

this whole issue seen down the line - the answer being it
was discussed but the availability of funds was not a known
factor. Mr. DuffV explained that originally the City was
offered Block Grant funds to construct the facility but
there was an expiration date for acceptance. During the
past 18 months to two years there has been serious
negotiations with DOE to extend the existing grant and to
include this project as well as others. Negotiations had
just been concluded at the end of 1987 and signed that
amendment to the DOE grant.
Mr. Overson questioned if Council would be approving a
larger tower project? Don Pratt explained there is no
decision required of the City Council for staff to start the
design work or to do anything that is happening today. Your
ultimate decision will be when a construction contract is
brought before Council for approval and Council can refuse
the Mayor to sign the construction contract. Also, Council
will have the authority in the Shoreline Permit process to
delay the process if so deemed. Because this is a
community interest issue it is being brought before Council
in the hope that future decisions will be given in a timely
manner in order to meet the construction/funding deadlines.
Mr. Horninq expressed his support of the Resolution,
noting that it does allow changes. In addition, he liked
the idea of an enlarged tower at the 2nd street location and
the possibility of having a second viewing tower in the
general area.
Mayor Lobe briefly explained how the flag pole would be
incorporated into the project with the possibility of using
it as a venting structure for the pump station.
Mrs. Horton questioned if the expanded project will meet the
needs of the downtown area for a long time to come. Mr.
DuffV stated that one of the reasons grant monies were
pursued was to support the downtown waterfront
redevelopment. The sewer system as it presently exists
would not handle heavy densities such as hotel/motels,
restaurants. Additionally, it will eliminate the old
outdated pump station under the Ferry Terminal and replace
the pump station at Park Avenue. Mrs. Horton questioned
the ability to reuse the stairway of the existing platform
if it is repositioned. Mr. DUffV explained that a new
stairway would have to be re--constructed.
