Collins, Morrie Dawkins, A1 Colvin, and Russ Johnson. Council
President Spencer Horning and Councilman Hank Waibel were absent.

McCluskey.
The meeting opened with the Pledge of Allegiance led by Council
Vice President Overson and Invocation was given by Emile Heinze of
the Bremerton Christian School.

COUNCIL M~MBER REPORTS
Mr. Johnson reminded everyone that the Kitsap County Solid Waste
Committee will be meeting this date - 7:00 PM, at the City Water
Department Building on Olympus Avenue, and the discussion will
include how to recycle plastics.
Mr. Colvin shared a letter he received from Pat (Beatty) Caldwell
regarding an Ambulance service charge she received for services in
transporting her husband from Harrison Hospital to another medical
office a short distance away. She questioned how such high rates
could be allowed? Mr. Colvin referred this inquiry to the
Ambulance Advisory Committee for further review and comment.
Mr. Dawkins reported he attended the joint meeting ~ Mayor Lobe,
staff and Council members had with local State Legislators to
discuss some of the problems that the State and Federal Governments
have burdened Cities with - putting programs into affect and then
not providing funding assistance for implementation. Concerns were
expressed but the Legislators did not respond other than answering
yes, we are aware and are concerned.
Mr. Crutcher reported on the event at the Pavilion this past
weekend - Lamont Wilson from the Sanford & Son TV program presented
a program which was very well attended as well as very rewarding.
Mrs. Horton reported this past week she attended a meeting of the
Urban Bay Action group which related to cleaning up Sinclair Inlet
and Dyes Inlet. She feels that Bremerton's share of the cost of
clean up is fair, that there are a number of things that can be
done that will not be terribly burdensome financially. She felt
the problems have been distributed fairly - Puget Sound Naval
Shipyard will be responsible for their portion as well as other
governmental entities, i.e. Kitsap County. One of the things that

the City was successful in getting included in their plan is the
statement that various State and Federal Agencies will enter into
dialogue with various cities, localities and agencies so that if
it comes to the point a City or governmental entity cannot do
certain things the hammer will not simply fall - they'll work
together to resolve problems encountered. Also, last Friday she
attended a meeting on the Safe Drinking Water Act in Everett and
learned from that meeting that sooner or later all cities will be
required to have water filtration. Bremerton does have good
control of its watershed which is not the case of all cities.
Mr. Overson announced there will be Ferry service disruption around
January 6, 7, 8 and 9 - closures will be publicized by the local
media.
6A - CONTRACT EXTENSION - GASOLINE AND DIESEL FUELS, ~AB89-337
The annual contract to provide gasoline and diesel fuels for City
vehicles expires December 31, 1989. Recently legislated federal
regulations requiring upgrade, replacement and monitoring of
underground storage tanks coupled with the costs of compliance and
insurance is, for all intents and purposes, driving the City out
of the fleet refueling business.
Discussions with Kitsap Transit have resulted in an interest in
developing a multi-year/multi-agency bid process to meet the
various fleet refueling needs for the next few years. However,
additional time is needed to develop the specifications for such
a procurement process.
It is requested that the current contract with Wilkins Distributing
Company be extended under the current terms and conditions for a
~. period of sixty days.
~0303 M/S/C/U(Johnson/Dawkins) to extend the current contract with
Wilkins Distributing Company for a period of sixty days.
7A - ORDINANCE (FIRST READING) AMENDING THE CITY OF BPRNRRTON 1989
BUDGET, ~AB89-338
Several actions taken by the City require additions and
modifications to the budget in order for it to continue to
accurately reflect the financial operating plan of the City.
Rich Hanna, City Treasurer stated most of the significant budget
adjustments have already been before Council for consideration.
However, he did have three exceptions: Electronics and
Transportation Departments of the General Fund and Street Fund.
In all three cases these parts of the City do not only direct
supported work in the general maintenance and operation in the City
but also a large amount of reimbursable work for third parties and
Utility funds of the City. In each case the conservative estimates
that were originally in the budget for the volume of that activity
turned out to be inadequate for the actual activity that did
transpire.
Public comment invited - none received.
!0372 M/S/C/U(Crutcher/Horton) to approve Ordinance, on first reading,
amending Ordinance #4242 relating to the budget of the City of
Bremerton for Fiscal Year 1989.
PUBLIC RECOGNITION
Gordon Byrd, 402 Chester #3, announced his desire and plan to
locate a facility to provide shelter for homeless people within the
community. He briefly outlined his research into existing
buildings, their costs and noted he had $56.00 designated for this
effort and would be soliciting additional funds from the community.

He undertook this project to pay back society for the times he
needed help and found it. He also made a plea to the general
public seeking information regarding an affordable vacant building.
John Eichmann, Bremerton Servicemen's Center, 206 Burwell,
announced the Bremerton Servicemen's Center is co-sponsoring along
with the Bremerton Naval Museum, Pearl Harbor Day Memorial Services
- December 7, 9:30 AM, at the Visitor's & Convention Bureau Office.
He noted the keynote speaker will be CAPT Clark of PSNS. He
extended an invitation to all who could attend.
Doug Harvey, P.O. Box 9064, Bremerton, expressed concern as to how
difficult it was to discover the boundaries of the City and
suggested that this information be published in The Sun. He has
been looking for a home to purchase in the City but found it
difficult to locate actual boundary lines. He questioned where
someone would find information on building codes and what City
permits are required. And, he questioned if the City has
intentions to extend sewers to the area east of Trenton Avenue in
the near future. Lastly, he expressed concern that the City does
not provide assistance for traffic control for the loading of the
early morning ferries out of downtown Bremerton. Vice President
Overson suggested that Mr. Harvey contact the Planning Department
regarding City boundaries, permits, etc. Mr. Johnson noted this
is an excellent example why the City needs a One-Stop Permit
Center, which is currently being developed.
7B - ORDINANCE (FIRST READING) ADOPTING AND APPROVING THE CITY'S
1990 BDDGET, ~AB89-339
The proposed ordinance will adopt the Mayor's 1990 Budget as
amended by the City Council's Fiscal and Budget Committee.
Approval of the budget by Ordinance is required by state statute
as codified in RCW 35.33.075.
Gordon Byrd, 402 Chester %3, questioned if the City had a vacant
building or space that he might rent for use as a shelter for
homeless people or possibly funds that could be used as a grant to
help fund such a facility? Vice President Overson suggested that
Mr. Byrd discuss his request with Mayor Lobe.
Mr. Johnson requested a review of the recommended changes by the
City Council to the Mayor's budget. Vice President Overson noted
the following changes, which were relative, minor: (1} added a
Traffic Unit to the Police Department; (2) fund one Intern for the
City Council Office; (3) funding for Bremerton Main street
Association; (4) additional funding for Cable Access TV equipment;
(5) funding for installation of air conditioning for City Council
Chambers; (6) increase in City Auditor's salary; (7) funds for
improvements to the City Parking Garage; (8) funds to make
improvements to the Unknown Soldier grave site in the City
Cemetery.
~0855 M/S/C/U(Crutcher/Colvin) to approve Ordinance, on first reading,
approving and adopting the financial budget for the several funds
of the City of Bremerton for the fiscal year 1990, and
appropriating the amounts set forth in each budget to each fund in
accordance with RCW 35.33.075.

The City Council may uphold, amend or reject recommendation of the
Planning Commission.
The Planning Commission recommends to the City Council approval of
the requested alley vacation subject to the conditions stated in
the Findings & Conclusion of the Planning Commission.
Ian $ievers, City Attorney, provided Council a revised ordinance
just prior to the Council meeting which he recommended passage on
second reading as it moves Condition #3 to be a delay on the
affective date of the ordinance rather than have it be a condition
completed before second reading. If the Council prefers the
ordinance, which was read on first reading, this item should be
tabled until the dedication is completed.
Public comment invited - none received.
~1048 M/S/C/U(Johnson/Colvin) to pass Ordinance #4221, on second reading,
with a revised Section 3 to read: "This vacation shall become
effective ten (10) days from passage and publication or the
satisfaction of condition number 3 above, whichever is later".
7D - O~DINANCE ~4253 (SECOND R~ADING) PUGET PO~R FRANCHISE, ~AB89-

The attached proposed franchise is the culmination of many months
of discussion with Puget Power staff, City staff and Attorneys.
We also reviewed franchise agreements from several other cities.
In accordance with City Charter requirements, this ordinance was
published once a week for two weeks prior to this hearing and 15

Bill Enqer, Puget Power, thanked the City's legal office and

requires a lengthy time for development each time it becomes due
for renewal.
