Mr. Dawkins reported he attended the reception at the Bremer Student Center on Friday in honor of the two new members of the Board Of Trustees. This event was well artended and he complimented the Olympic College Baking Class and noted they are a credit to the community. Mr. Collins wished his wife a happy Valentines Day. He stated he was extremely pleased with the way the Council has handling itself and city business over the past two months and credits this to his fellow Council members. And, he thanked Mayor Mentor for his leadership. Mr. Estes reported on Thursday, February 8, the Ethics Committee met for the first time and was well pleased with the start they made on this project; and he feels Council will be proud of the end product. In regard to slum landlords, he apparently stepped on a few toes and was pleased that some people in the community are feeling uncomfortable over his comments. Also, it appears Congressman Norm Dicks would like to see Bremerton request funds to do things in the City. There are funds available if there is a non-profit group to sponsor something that would provide housing for low-income and special populations, i.e., categories being single women with children, homeless, chronic alcoholics, chronic mentally ill. This is a complicated process, however, if any group is interested in becoming involved in a project such as this please contact Wayne through the City Council Office. He feels a project of this type would be of benefit to the City and hoped there was a group or groups who would be interested in pursuing this. In response to Mayor Mentor's request for help in cleaning up the City - he, Wayne, will be more than willing to push a broom to help. TAPE #712 City Council Reg. Mtg. MARTY CRUTCHER DAY in the City of Bremerton. 6A - EMPLOYMENT CONTRACT - VICTORIA VANNEMAN, DIRECTOR OF PARKS & RECREATION, #AB90-028 A State-wide recruitment was conducted to fill this position. Seven out of forty applicants were invited to a day long evaluation of candidate skills and abilities conducted by a review body of five examiners. The reviewers submitted the names of two finalists to the Mayor for consideration and, of the two, the Mayor decided to offer the position to Victoria Vanneman effective February 16, 1990 at a salary rate which is 90~ of the midpoint of the range for Director of Parks and Recreation. The employment agreement is submitted to Council for confirmation of the appointment and approval of the contract. Mayor Mentor briefly reviewed the screening and selection process and introduced Vickie Vanneman as the finalist. He noted she came out the No. i candidate through the assessment process and it was a pleasure for him to recommend her appointment as the new Parks and Recreation Director. Vickie Vanneman stated she was thrilled with Mayor Mentor's decision and she looks forward to taking on the challenges her Department faces in the 1990's. Public input invited - none received. Mr. Hornina stated he had the opportunity to discuss this appointment with Ms. Vanneman and was pleased to offer his support. M/S/C/U(Collins/Dawkins) to confirm the appointment of Victoria Vanneman as Parks and Recreation Director and approve the Employee Contract as presented and authorize the Mayor to execute said TAPE #712 City Council Reg. Mtg. Minutes February 14, 1990 Page 3 of 4 Contract, subject to Administrative Policy. Mayor Mentor thanked the City Council for their confidence in the him for his selection. PUBLIC RECOGNITION-continued Robert Smitter, Park Avenue, protested TCI for eliminating Channel CBUT from their cable programming. He feels they did not need to eliminate the entire channel and could have blacked out only those programs which were duplicated. As the franchise body of TCI, he felt the City should be asking why the local management of TCI is not listening to the protests of the viewers and responding accordingly. Mr. Johnson stated he agreed with Mr. Smitter and noted there is very little the City can do to determine which channel goes on the cable system. Since the cable laws are up for review, he will be bringing this issue to the next Cable Committee meeting to present a proposed resolution that they may want to recommend to the Council, which would go to the FCC pointing out the actual results of the Syndex and network duplication rules. 7A - ORDINANCE #4260 (SECOND READING) REGARDING PARKING, #AB90-020 In April of 1989, the Council approved a comprehensive Parking Plan. Mid-year a number of the plan elements were adopted, including correcting outdated sections, revamping handicapped parking, adding additional violations and impoundment for failure to respond to parking infractions, and increased parking fines. The proposed ordinance completes the plan by revising parking administration to include a Parking Advisory Board and parking time and fee zone set by resolution. The residential parking permit system, now under Title 21, has been simplified and incorporated into the new parking administration scheme. Finally, sidewalk parking is prohibited and planting strip parking is only allowed in suitable posted locations. Kathleen McCLuskev, City Clerk, stated there is a recommended change on page 2 of the Ordinance to read under Section .020(a)(1) "serve as a body to hear appeals of administrative decisions locating commercial or residential parking permit zones" (striking out the words quasi judicial); and in the final paragraph to read: "The Board shall include nine (9) members, two representing the Business District, one representing commuter interests. These three need not be City residents. All ...... " Andy Parypa, 1122 Hayward, member of the Parking Committee, stated a great deal of work had gone into developing this ordinance, he urged the Council to give their approval so the Mayor can move forward and appoint the Parking Advisory Board. And, he thanked city Attorney Ian Sievers for his assistance in developing the ordinance. Mr. Overson pointed out he did not support this proposal on first reading for two reasons which now have been changed. Specifically the membership has been aligned to better represent interested people and the removal of the power of the board to excessively impact staff support. Due to these change, he now feels he can support the proposal. Mr. Johnson noted he supports the recommended change relating to the membership representation from the business community and commuter interest since they are participants in the parking problems. Mr. Hornin~ questioned for clarification - when it is noted in the ordinance three people do not have to be residents of Bremerton #0783 TAPE #712 City Council Reg. Mtg. Minutes February 14, 1990 Page 4 of 4 does this meet Charter requirement. Mr. Sievers, CIty Attorney, stated the Charter section that was added last year states the committee members must be residents of the City unless stated otherwise in the Charter or in an ordinance.
