Mr. Johnson announced Bremerton Solid Waste Committee would be
meeting on Tuesday, October 9, 5:00 PM, in the Council Conference
Room, to do a final review of the draft policies they would
recommend to Council for implementation. Me announced on October
2, Senator Adams announced funding had been appropriated for a
National Veterans Cemetery in the Puget Sound Area. Bremerton did
submit an application for this project, but was not selected as one
of the final four areas under consideration. Mowever, a location

in Kitsap County was still under consideration and he brought to
Council Resolution #2321, which gave strong support from the City
of Bremerton to the location of a Veterans Cemetery in Kitsap
County.
Mr. Colvin thanked the Street Department for their installing a
barrier under the Warren Avenue Bridge to contain sand that was
sifting over the sidewalk. Now, there was another opportunity for
the Street Department to respond - on the opposite side of the of
the bridge gravel was sifting over the sidewalk and needed to be
contained in some way. Mr. Colvin witnessed a woman slipping and
falling because of the gravelly condition. He brought to
everyone's attention that the new Fred Meyer store had opened and
noted the clerks were very helpful, friendly and courteous.
Mr. Dawkins announced the Admiral Theater Foundation was looking
for a few good workers. He displayed an advertisement showing a
request for volunteers to help in the renovation of the theater.
On Saturday, October 6, 10:00 AM - 12:00 noon, the theater would be
open to the public to tour.
Mr. Overson reported that the final paving resurfacing of Warren
Avenue Bridge would be delayed for several months and he cautioned
drivers to please drive within the speed limit. Mr. Johnson added
that the delay was due to the need for the newly poured concrete to
cure prior to paving over the roadway. Mr. Waibel added the
special overlay required for bridges was only available through a
limited number of companies and none of those companies were
available until next spring to complete this project.
Mr. Estes commended the Cable TV Access crew for their professional
filming of the John H. Nibbe Memorial ceremony held on September
15. Copies of that program will be sent to Washington D.C., and
used to help sell the National Cemetery project for Kitsap County.
He noted another word of credit for the Trident Times article on
Ivy Green Cemetery. He emphasized the uniqueness of Ivy Green
Cemetery and its historical military significance.
Mr. Horning reported he attended the Subregional Council meeting
this date and noted discussions relating to the Dwyer Court
Decision were very interesting. More discussion on this topic
would be undertaken by the Subregional Council at the Retreat and
Assembly on Friday, October 5; Council President Horton, Mayor
Mentor and he would be representing the City at this meeting. It
was their intent to work toward retaining their voting power in the
entire region.
Mr. Waibel stated he had the opportunity to talk with several
executives of the Fred Meyer Corporation and from that discussion
it appears they would be community oriented next door neighbors and
did not appear to be completely opposed to joining the "Bremerton"
family. Today, he had the opportunity to assist in the City's

booth at Puget Sound Naval Shipyard's Tool Show, held at the
Pavilion.
Mrs. Horton reported next week there would be an Agenda item
recommending some changes to the Parking Ordinance. She invited
anyone wishing to Give input on this issue to please attend the
Council meeting. Kitsap County will hold a Growth Management
Symposium on October 12 and 13. She attended a meeting on Tuesday,
October 2, of the Urban Design Group, which would be participating
in the Symposium. This group had representation from all cities in
Kitsap County and the message emanating from that group was that
cities were willing to accept "their share" of the growth coming to
Kitsap County, but what "their share" was needed to be determined
by "them", the people living in those city areas; and base that
determination on what kind of capacity exists for water, sewer,
roads, schools, land and act accordingly. She noted the
Subregional Council meeting was well attend by citizens, who gave
good input. She suggested asking the Chamber Of Commerce to
sponsor another forum for a second discussion on Vision 20/20. She
refused to believe that the cities had to accept things no matter
what. The cities need to figure out what could be accepted, what
would be accepted and then plan accordingly.
RESOLUTION #2321, SUPPORTING THE ESTABLISHMENT OF A NATIONAL
VETERANS CEMETERY IN KITSAP COUNTY AND PLEDGING THE SUPPORT OF THE
CITY GOVERNMENT TO HELP HONOR ALL VETERANS, #AB90-261
Kitsap County is still under consideration for the siting of a
National Veterans Cemetery. Location of such a facility near
Bremerton is in keeping with our tradition of honoring veterans and
supporting their needs. This Resolution lends the support of the
City to the tens of thousands of veterans working diligently to
establish this facility in the Bremerton - Kitsap County area.
Kathleen McCluskey, City Clerk, read into the record Resolution
#2321, noting the Council's and Mayor's strong support of
establishment of a National Veterans Cemetery in Kitsap County and
pledging the support of the City government to help honor all
veterans.
Robert Sauter, Retired Sgt. Major US Army, Chairman of the
National Military Site Location Committee for the Allied Veterans
of Kitsap County, noted the local support for this proposed project
and he presented a letter to Mr. Johnson outlining that support,
which was addressed to the National Cemetery System Department Of
Veterans Affairs, Washington, D.C.. It was their thought that the
Illahee site would render more serenity to a cemetery location and
would enhance the growth factor because it bordered on wetlands,
which are already a protected sanctuary.
In reference to the Ivy Green Cemetery clean up effort, Mr. Sauter
explained work was categorized as: Phase I - clean up and

restoration of the cemetery; Phase II - obtaining the plaque for
the Medal Of Honor recipient John H. Nibbe, Civil War hero; Phase
II -the recognition of the USS Saratoga Unknown Dead and after five
months of reading historical documents, they have come up with 63
names that will be inscribed upon a bronze plaque honoring those
men who were missing in action off the USS Saratoga. This plaque
should be in the Committee's position within the next 4-6 weeks;
Phase IV - Memorial Wall, which was still in the phase stage; Phase
V - this project is contingent upon the acquisition of property by
the City located behind the Tomb Of The Unknown Soldier. He had
the assurance of the military active duty personnel and veterans
organizations their continued support of the perpetual maintenance
effort at Ivy Green Cemetery.
Mr. Sauter noted there was a House Resolution in the House of
Congress, HR#692, which needed support by everyone. This
Resolution was introduced by Congressman Rod Chandler to establish
a Day to commemorate all of the Medal Of Honor recipients on a
yearly basis. He urged that calls be made to Congressional
representatives urging them to support this Resolution.
Richard Chrisinaer, Senior MSGT, USAF (Retired), Commander VFW Post
694, stated he had met with veterans who reside in the Illahee area
and he was happy to pass on their support of locating a National
Veterans Cemetery in that area.
Mr. Colvin commended Councilman Johnson for his effort in
promoting the location of a National cemetery in this area and he
commended the Allied Veterans Council of Kitsap County for their
continued support and contributions to the community.
M/S/C/U(Collins/Colvin) to pass Resolution #2321.
PUBLIC RECOGNITION
Mayor Mentor introduced David Nelson, City of Bremerton Building
Official and thanked Scott Erickson and Janet Lunceford for their
help in keeping the Building Department operating while waiting for
Mr. Nelson's arrival. David Nelson stated he was pleased to be in
Bremerton and that it had been a dream of his for a number of years
to relocate to the Northwest. He loved the area and was looking
forward to meeting people and becoming personally acquainted with
them.
Mayor Mentor read a Proclamation recognizing the substantial
contributions to the quality of health care in this county by
Medical Assistants. Mayor Mentor proclaimed the week of October 15
- 19, 1990, as MEDICAL ASSISTANTS WEEK in the City of Bremerton.
Melody Mullino accepted the Proclamation and thanked Mayor Mentor
for his support to the Medical Assistants Association of Kitsap
County.

Mayor Mentor expressed his concern over a recent article in The
Sun, which quoted him as supporting a different position on the
Roosevelt Field issue than the City Council. Me assured the
Council and the citizens that he and the Council support similar
views on Roosevelt Field and he agreed with the idea of bringing in
a mediator to work with the College and the City relative to
resolving disposition of Roosevelt Field. The news article also
stated that the Mayor thought a sports complex could be built on
the outskirts of the City to replace Roosevelt field...what was
left out of that article was that Roosevelt Field probably does not
have to be replaced right where it was or across the street, but
that there could be a combination of open space/park land in the
downtown area to replace the open space/park land that would be
given up, if the field was condemned; and the replacement of the
baseball field itself in a sports complex facility. He emphasized
the Council had been supportive with many 9-0 votes and he had
previously publicly stated that was one of the reasons why
Bremerton was progressing in a forward motion.
E. L. Studivant,3231 Halverson, stated he wished to express his
personal feelings on the Roosevelt Field issue. He commended the
City Council and Mayor Mentor on their stand on Roosevelt Field.
He noted there was a growing resentment in the community of
Bremerton toward Olympic College regarding Roosevelt Field.
Through the revealing news articles on Olympic College's plan to
use the field as a parking lot, without also revealing that they
wanted to use the field for building new buildings, people were
starting to be distrustful of their actions. He pointed out that
Dr. Simpson himself stated less than two years ago the important of
communication and truly having an Olympic Community College. Mr.
Studivant stressed that Dr. Simpson had failed on that regarding
Roosevelt Field. "Communication" and "community" mean getting
together and working on issues .... that is not being done even on
the College campus- He pointed out the College did not appreciate
the fact that for 40-45 years they had used the City and School
District for all their athletic fields, courts, tracks, etc.. The
only justification to sell Roosevelt Field, in his mind and many
other people as well, was that it must be replaced in the core of
the City of Bremerton for like property to be used for recreation.
He emphasized that students and faculty, who reside outside the
City, do not care about Roosevelt Field and what it offers, but
consider it only as an immediate answer to parking needs. The
College indicated they could get 240 parking spaces on Roosevelt
Field and he had heard a rumor, which he did not know if it was
true, that they were offering part of that parking to Son's Of
Norway The Mayor had offered approximately the same number of
parking spaces to be made available on very short notice by taking
out a curb at the tennis courts, angle parking, restriping, etc.,
and all the College did was to refer to that as a "quick fix" but
were not interested enough to respond to the City's proposal. He
felt Olympic College students should be irate at their own

Administration on how little they tried in the past two years to
provide additional parking for the students. He questioned where
were the environmentalist on this issue, who are charged to protect
the environment and open spaces? He believed Roosevelt Field was
down used by the College and maybe by the City. When reference was
made that it encompassed two softball fields that was belittling
its value. There are four youth baseball fields on Roosevelt Field
(12 yrs. old and under),located in the core of the City; a pro
baseball field; two youth soccer fields; and the possibility of
increased use by the City and College greatly over what it had been
used for. The City's young people should not have to go out five
miles to the Armory area to use recreation facilities. He believed
the City's Park Department had undersold the youth of the City, as
far as facilities. He hoped Council would understand his
commitment and concern as a person 36 years in recreation and
physical education dealing with youth.
Richard Chrisinger, concerned citizen, property owner and taxpayer,
noted 604 of property taxes were going toward education. If Olympic
College took Roosevelt Field he would work diligently to get his
senior citizen property tax exemption.
De1 Knauss, Olympic Avenue, stated he was glad that Mayor Mentor
explained some of the issues that came out in the recent news
article. One thing that was not noted, however, was that the
sports complex had nothing to do with Roosevelt Field, it was still
two separate issues and would remain that way. If this issue goes
to court under condemnation, the only losers would be the taxpayers
because they would pay for the legal cost for the State's effort
and City's attorney costs to defend that effort. There are ideas
being talked about and he cautioned against "blowing the chance" to
come up with a solution. He suggested taking the City property
across from the College on the east side of Warren Avenue, within
1/2 mile of the existing field, that could be used to replace the
ball fields and all amenities at Roosevelt Field, but would be paid
for strictly by Olympic College. That would include the same
improvements currently at Roosevelt Field, such as restrooms,
lights, ball fields, parking. Included with this proposal would be
the Hadden School site to be used as a community park and the total
cost for all these facilities would be approximately i 3/4 - 2
million for Olympic College to fund. He felt this would be a "win"
for the School District and a "win" for the City.
6A - SURPLUS OF CITY VEHICLES, ~AB90-260
The City has several vehicles which have reached the end of their
useful lives and are now surplus to City needs. A declaration of
surplus is necessary to allow disposal.
