Mr. Overson reported he had also been contacted by some local
golfers, who indicated they were happy that the City could provide
funding for the golf course at the price of a small golf fee
increase. They were glad to see that facilities will be upgraded
and the Parks Department will have an advantage of more income.
Mr. Estes reported he made a trip to the University Of Puget Sound
this date and talked with the Assistant Dean of Business about the
possibility of the University coming to Bremerton to make an
evaluation of City services as a part of their Senior class
projects in Business. This evaluation would be at no cost to the
City but would be an input source. Ethics Ordinance - the
Committee considers they have finished their job - copies of the
proposed Ethics Ordinance were passed out this date to departments
for review by City employees. He hoped this item could be brought
before Council in early June. He felt a great step forward was
made on this ordinance and he thanked Ian Sievers, City Attorney,
for his assistance on this project.
~rn_~grnin~ reported that on May 7, 8 he participated on a KITZ
Radiothon for Project Famity's benefit. He noted Council had
supported Project Family through Block Grants and that it is
serving community needs very well. He attended the Bremerton
Rotary "We Care Auction", which went very well and raised in excess
of $40,000. He noted these funds will be put back into the
community supporting the USS Turner Joy project and hopefully the
Admiral Theater project; and, he applauded Kathleen McCluskey for
her part in helping make this event such a success. Last Sunday he
participated in the Port Townsend Tour Of Homes and hoped that
someday Bremerton would have an event such as this to show off some
of the finer homes and business properties in the area.
Mr. Waibel reported he attended the Apple Blossom Festival in
Wenatchee and was part of the group from Bremerton who escorted the
Bremerton Armed Forces Festival Association float, representing
Bremerton. Mr. Waibel displayed the trophy the float received
taking "First Place" in its categories of cities of its size.
Also, he noted the WEDNESDAY Magazine had a picture of the float
and Armed Forces Queen candidates participating in the Apple
Blossom Festival parade. On Sunday, May 6, he attended the Armed
Forces Tea, held at Captain Clark's home in Puget Sound Naval
Shipyard. This event was well attended by members of last years
Armed Forces Court. the current contestants, Pageant Judges and
parents. Lastly, he reminded everyone the Armed Forces Queen's
Pageant will be held May 11~ 1990, 7:30 pm., at the Bremerton High
School Auditorium.
Mrs. Horton expressed her feelings about an article in The Sun,
which proposed a Charter change to change the form of government.
TAPE #730
City Council Reg. Mtg. Minutes
May 9, 1990
She suspected that the individual, who is leading the Charter
Change effort, was upset over this Council's lack of movement on a
sale/swap/purchase on Roosevelt Field. She hoped that citizens in
Bremerton take a Charter change seriously. If the voters do want
a change to the Charter that is their right. But, if it is based
on a disagreement with individuals on the Council for what they see
as a lack of movement, she felt the voters should exercise their
right as voters and go to the polls and vote for people who they
feel can represent them in a manner desired.
PUBLIC RECOGNITION
Mayor Louis Mentor read a Proclamation recognizing the importance
and significant contributions made by Armed Services personnel,
their dedicated personal sacrifices, eternal vigilance and the risk
of life in the fulfillment of their duties. And, he proclaimed the
week of May 13-19 as ARMED FORCES WEEK and May 17th as City Hall's
35th Annual Armed Forces Observance.
Mayor Mentor gave a brief run down of events happening locally:
Friday, May 11, Armed Forces Queen's Pageant~ Saturday, May 12,
10:00 AM, Callow Avenue, Jr. Armed Forces Festival Parade;
Saturday, May 12, Bremerton/Kitsap County night at the Seattle
Mariner's game; Wednesday, May 16, "JUST CAUSE" a program on the
invasion of Panama by the Rangers will take place at PSNS Officers'
Club; May 17, 35th Armed Forces Day at City Hall; May 18, 11:30
a.m., rededication of Wyckoff Park end of Pacific Avenue; May 18,
Continental Band Concert sponsored by The Sun, 7:30 p.m., at the

10:00 a.m. - 5:00 p.m., Roosevelt Field. And, Mayor pointed out
that street light poles in the downtown area were being painted and
new banners are being hung, dressing up the downtown area. This
past weekend an ALIVE Run was held at Gold Mountain Golf Course and
over 100 runners participated in that event. On Saturday efforts
continued with a large number of volunteers working in the downtown
area, 100+ volunteers worked in Ivy Green Cemetery, volunteers
painted City's One-Stop Permit Center, volunteers cut a trail end
at Kitsap Lake for jogging and walkers; he attend the "We Care
Auction". He noted it is a great feeling to see the hundreds of
volunteers working in this community.
D~ Knauss, 139 Olympic Avenue, stated he felt it was a shame Mayor
Mentor mentioned Roosevelt Field in his letter to Olympic College
dated April 9, 1990, and that Mayor mentor should realize that if
he keeps dangling the carrot stick under Olympic College's nose,
why should they look elsewhere to solve their parking problems. He
believed Olympic College pitted the students of Olympic College

against the residents of Bremerton on the issue of turning
Roosevelt Field into a parking lot. He noted Olympic College has
admitted they want Roosevelt Field for building expansion. In
reference to Mr. Nelson's comments that the Council had two months
to act on a property trade - Mr. Knauss believed it was not this
Council's or Mayor's turn to act - it was up to Olympic College to
work with them. And, in reference to Mr. Nelson's comments as to
Olympic College condemning Roosevelt Field, Mr. Knauss suggested
Mr. Nelson study the laws on condemnation. Lastly, he stated he
did not believe a 64~ vote of the residents of Bremerton indicated
a "small interest group".
Don Munsford, President Westpark Resident Council, expressed
concern over the City's intent to build a Public Works facility
near Westpark. He cited potential dangers as: increased traffic,
toxic odors, salt in sand, used during winter months, could
possibly bleed into the ground and causing pollution. President
Horton suggested Mr. Munsford talk with Mayor Mentor on this issue.
Laura Kli~k~, Vice President Westpark Residential Council,
announced their group is proposing to have a parade in Westpark and
extended an invitation to the Council members to attend. She would
provide confirmation notice of the date selected for the parade.
~a_c_k__i~e~_~o_h~_o~, 131-B Russell, Secretary Westpark Residential
Council, extended an open invitation to the City Council to attend
their next meeting, June 13, preceded by a luncheon at 12:00 noon.

construction of a new street between Gorst and Bremerton.
Engineering assistance is required to develop information necessary
to complete the submittal.
Funding is awarded on a "first come, first served" basis, which
demands that Bremerton's prospectus be completed as soon and as
accurately as possible.
Requests for proposals were sent out, five local firms responded
and were interviewed. Those firms were Parametrix, Inc., Pac-Tech
Engineering, David Evans & Associates, AAA Consulting Engineers and
Pazooki Engineering

Mr. Dawkins questioned why was this contract necessary? Dave
Baker.~ City Engineer, stated the City has a prospectus that needs
to be completed and sent to the Traffic Improvement Board as
quickly as possible. Funding, through the Traffic Improvement
Board (T.I.B.), is granted on a first come first serve basis and
the City has been designated to receive funding, however, the
prospectus must be completed before the actual money is granted.
The tasks that need to be done are tasks that require staff which
the City currently does not have available, i.e., preparing an
aerial mosaic, looking into the environmental problems that may
occur in a project of this size, putting together an aerial mosaic
to be used in presentation to Council or T.I.B., land use
information, geological information, etc.
Mr. Overson questioned if the project to develop a new road between
Gorst and Bremerton is feasible? Mr._~k_e~ stated he certainly did
believe it to be feasible. The State is quite in favor of the
project, the Navy has indicated their willingness to cooperate, the
County has indicated their willingness to assume some of the cost
of construction.
~esi~n~ Hg~tpn stated she had heard, at previous meetings, that
there may be more funding available to this project should the need
arise and questioned if the City is providing for a phasing
process; and if so, what would the cost be for each of the phases?
M~? ~k_e_F stated yes, they are working with phases, with the
possibility of three phases - the idea now is to identify early on
the amount of money that will be needed to fund a project of this
size.
M~.~awk~n~ questioned if Mr. Baker had a time line for start time
and completion date of the project? Mr. Baker stated they are
looking at 5 years to complete the access development project.
