Minutes September 12, 1990 Page 2 of 5 Mr. Collins congratulated Alice Tawresey on her appointment to-the Transportation Commission and hoped she enjoys and accomplishes as much as her predecessor. He has had a number of people question him on the Admiral Theater Ballot Measure. He stressed there is no money attached to the Admiral Theater proposition, what they are requesting is a 50 year lease. Under State Law, the City can only make a lease for 10 years, however, considering the amount of money the Admiral Theater Foundation group is putting into the facility, they feel they need a longer lease to protect their investment. In order to extend the 10 year limit, it is necessary to go to the vote of the people. Mr. Horninq stated he also was very supportive of the Admiral Theater lease going from i0 years to 50 years. He pointed out this is what the City did in the case of the YMCA project, which proved to be very successful and a great public/private partnership. This would be an example again of people believing in Bremerton with the private side willing to Dut up somewhere between i I/4 - 2 1/2 million dollars. He encouraged the citizens of Bremerton to support this proposal. There had been some controversy in the Puget Sound Council of Governments' reformatting and he had become the torchbearer for the cities representing the fact that the urban growth boundaries are going to be set in the next year or two and that will determine the quality of life inside the city limits of Bremerton and all of the small cities in Kitsap County. This undertaking had to be done right. For those who have been reading about this subject in the news media, it might appear that yes, the City of Bremerton is being represented very well and possibly being unfair to the County - that is not the case. It is critical that the cities take the growth, including business growth, that cities are the main purveyors of services...it is not meant to use up every acre of County lands for development, it is meant that cities are for higher densities, in the case of Bremerton there are some neighborhoods of high quality and those need to be maintained. The reason Bremerton and Kitsap County are #i City in the nation could not have taken place were it not for the City of Bremerton. There is much beauty within the County, which adds to the quality of life throughout the County, but affordable housing, concentration of services, hospital and community college are ail in Bremerton. Lastly, four of our Council members and Mayor Mentor are representing the voters and citizens of Bremerton on the issue of Roosevelt Field this date. Because of the City Charter, the five Council members present during this meeting will be paid for this evenings work, however, the four Council members who went to K~rkland, at their own expense, will be paid nothing. He did not feel this was right and he hoped that at some point a Charter Committee was formed over the next year to look at salaries and other key issues. TAPE #767 City Council Reg. Mtg.
