COUNCIL MEMBER REPORTS
Mayor Louis Mentor announced as a part of Puget Sound Naval
Shipyard's Centennial celebration, a Time Capsule will be buried
and the City has been asked to provide some type of commemorative
material to be included in the capsule. It was decided one of
those items will be a video tape of this Council meeting. He
reviewed the schedule of events of the Centennial celebration,
which will take place starting Friday, September 13 and concluding
on Monday, September 16.
Mr. Overson extended greetings and salutations. He represents the
downtown area, District #4, which is the original Bremerton of 100
years ago. He currently resides in a home that was built
approximately 100 years ago and he hoped it would still be standing
at the end of the next 100 years. Much construction is happening
on the waterfront and he hoped it would be an area that people were

still enjoying in the distant future. Part of the change in the
downtown has been brought about by the exchange in original
ownership of properties from the founder of Bremerton to new
investors.
Mr. Estes referenced a recent visit by surviving members of the HMS
Warspite crew and how much they enjoyed their visit to Bremerton.
He reported the City has 3% interest loans available for moderate
income people in West Bremerton, who qualify to remodel their
homes. He encouraged anyone who fell within this category to
contact the City by calling 478-5379. The available loans go up to
$20,000 at a simple interest of 3%. Next year East Bremerton
residents, within this income category, will have an opportunity for
such a loan program. He believed Bremerton was an up and coming
city and he hoped to leave something for our children that they
will be proud of.
Mr. Morning stated a piece of his District is "Old Charleston",
which was a city all its own about 80-90 years ago, but now
incorporated as a part of Bremerton. In his opinion, the finest
waterfront homes in Bremerton are located in his District. He
emphasized the importance of supporting and validating the Ballot
issue for "Enhanced 911" on the General Election - September 17.
He stressed when someone has an emergency they dial "911" Yes
votes numbering 12,581 are needed if fewer than 20,969 people vote.
If over that amount, 60% YES vote will be needed to validate this
ballot issue. Possibly in 100 years someone would only have to
speak "911" and emergency medical assistance will arrive, however,
now the public has to pay for it.
Mr. Waibel stated District #3 is the Manerrs area, which also has
some beautiful waterfront homes, and is one of the more stable
neighborhoods in Bremerton at this time. In reference to the
$20,000 home remodel loans available - he wondered what $20,000
would do for remodeling a home 100 years from now. At this time,
that amount would be adequate to cover a significant remodeling
project. He pointed out the unusually short Agenda for this
meeting and stressed that he did not want people, who would be
viewing this tape 100 years from now, to think that this was a
typical sized agenda.
Mr. Johnson pondered the possibility of finding a 3/4 inch VCR in
the year 2091. His District covers the northwest corner of
Bremerton - Kitsap Lake area. If this Council and future Councils
do a good job, people should be able to catch bass and trout out of
Kitsap Lake. Also coming up this fall is a beautification project
for SR#3. There was a proposal, starting last spring, to work with
the Department of Transportation (DOT) and a local Baptist Church,
who is having a large convention here, to accomplish a

beautification project. Effort had been under way all summer
trying to put this program together, however, it sort of fell apart
when DOT came back and stated they felt it was too large a project.
Fortunately, the DOT contacted the Parks Director and suggested
scaling the project down and they would entertain doing something,
such as planting shrubs rather than trees. The Parks Director
checked into this idea and it appears the project could cover the
interchange by the Max Meigs Fire Station, Kitsap Way and SR#3.
DOT will clear the site and with funding in the amount of $400-
800.00 enough Rhododendrons can be purchased to landscape in this
area.

M/S/C/U(Johnson/Collins) to allow the Parks Department to work with
Council's Legislative Assistant and the City Council co-sponsor
beautification of the intersection of Kitsap Way and SR#3.
Mr. Johnson stated discussion is still under way as to how
Bremerton will be developed in response to growth projections for
this area. He learned today that there was movement to put a low
income housing development in downtown Bremerton. He found this
contrary to every policy the Council has put out. Right now
Bremerton has a preponderance of low income in the County and the
City's policy has been to not reduce the amount of low income
housing in the City, but to maintain it, decentralize it and spread
it out. Also, higher housing standards have been put in place in
order to decrease slum type housing. It is desired to change the
ratio of low income housing to upper middle incomes, and the way to
accomplish that would be to add more expensive homes and not
getting rid of the low income housing. Particularly in the
downtown area, the Puget Sound Naval Shipyard Commander has asked
that the City try to promote middle and upper middle income
condominiums and apartments for workers to live in and be able to
walk to their jobs. He did not feel the way to make that happen
was to start off with a low income project in downtown Bremerton.
He emphasized "have a good time in 2091 and he hoped all problems
would be small.
President Morton noted Councilman A1 Colvin was absent and she
wanted to make sure his District was identified. A1 represents
District #1, located in east Bremerton on the west side of Wheaton
Way. She was sure Mr. Colvin would want to send his salutations
to citizens of 2091.
Mr. Dawklns noted there is discussion that a third bridge
connecting east and west Bremerton is needed and he would
anticipate that in 100 years people would be using another bridge
to access those areas. He toured the waterfront this date and
noted the pile drivers were getting ready to start their work and
felt that this project will still be standing and in use in the

year 2091. He shared that Bremerton had a dream and parts of that
dream are already starting to happen. A new golf course and sports
complex will be built within the next few years, which will provide
recreation activities for people of the future. He announced
Bremerton High School Class of 1941, his graduating class, will
hold their 50th Class Reunion this weekend.
Mr. Collins stated he also toured the waterfront this date. He
extended greetings to his granddaughter's granddaughter, who he
imagines will be in a Council member position in 2091, hopefully
representing District #7, which is the "old Charleston".
Charleston came into the City of Bremerton in 1923, and the
original boundary between them was Naval Avenue. He reported "The
Sun" will be running, on a bi-weekly basis, an Animal Of The Month
article. He reminded everyone that Puget Sound Air Pollution
Control Agency will hold a public hearing on September 12, 9:30 AM,
in the City Council Chambers on burn bans and use of wood stoves in
Kitsap County. He hoped problems of air pollution would be ironed
out by the time his great great granddaughter serves District #7.
Mrs. Horton stated she represents the district that is bordered by
the Washington Narrows. Her whole district is bordered by water on
the north side and extends to llth Street and to the west bordered
again by water to some extent and bordered to the east by Olympic
College. Perhaps by the year 2091 Olympic College will be known as
Olympic University. She noted District #6 is an old but good
district and she was as proud of her District as everyone else was
of theirs. Today her daughter, Leslie, received notification that
she acquired a new pen pal from Riga, Latvia in the USSR. Mrs.
Horton pointed out that establishing a pen pal from the USSR would
not have happened during her youth. With any luck at all and hard
work maybe by the year 2091 there will be no barriers between any
countries and we will be united as one earth trying to make the
best of our planet and resources. This Council has worked very
hard on environmental issues and she hoped that we leave our space
a little better than we found it. On Tuesday, September 10, she
participated in a Candidates Forum - Channel 29. During that same
forum there was discussion relating to a School District position
and the two proposals to change the form of government for
Bremerton.

POW's or Missing IN Action from any wars his descendants might
encounter and it was his hope that they never have any at that
time.
Mayor Mentor proclaimed September 29, 1991, as "GOLD STAR MOTHERS

Mayor Mentor noted recent accomplishments of the Uptown Auto Body
Softball team...1991 ASAB State Champions, 1991 USSSA State B
runner- ups and USSSA Industrial Champions, and they played in the
World Championships and came in 9th place. Bremerton can be proud
of producing such a fine team. Don Larqe, owner of Uptown Auto
Body and sponsor of the team, stated he wanted people living in the
year 2091 to know that Bremerton was no longer a doormat when it
comes to softball. He gave a run down on the teams successes and
displayed several trophies denoting their success. Mr. Large
presented team member Dan Posey with a NBP trophy for outstanding
batting. Mr. Large had a second NBP award for Don Nicholette,
which was accepted by another team member A1 Posey. Mr. Large
presented Council members and Mayor Mentor with "Uptown Auto Body"
hats and sweat shirts for Mayor Mentor and his wife Paulette.
Gordy Byrd, 402 Chester, gave an update on his fund raising efforts
toward his shelter for the homeless, which now amounts to
$12,109.38. He also related a recent incident where he encouraged
Cinnabon of Silverdale to make available drink holders that
displayed their logo, such as that depicted on their napkins.
After a period of time, Cinnabon took up Gordy's suggestion and

manufactured drink holders with their company logo. As a "thank
you" for his idea, Cinnabon is now providing Gordy with free coffee
for the rest of his life.
6A PENDERGAGT REGIONAL PARK JOINT OPERATING BOARD APPOINTMENTS,
#AB91-229
In April of this year the Kitsap County Commissioners voted to join
hands with the City and the Pendergast Committee in providing
funding for construction of Phase I of Pendergast Regional Park.
This financial support was conditional and requires formation of a
joint operating board comprised of one member appointed by the
City, one by the County and one member representing users of the
proposed park appointed by the City subject to confirmation by the
County. Mayor Mentor is recommending the appointment of Bryan
Foreman as the City's representative and Ron Corcoran as the
athletic community's representative. Both Mr. Foreman and Mr.
Corcoran have strong backgrounds in community service, proven
interest in area athletics, and are very committed to the
Pendergast Regional Park project.
Mayor Mentor briefly reviewed the section of the Interlocal
Agreement that addressed establishing the joint operating board for
the Sports Complex. He noted Kitsap County had already selected
Gene Lobe as their appointed member and he urged Council to confirm
the appointments as presented.
Public comment - none.
M/S/C/U(Dawkins/Waibel) to confirm the Mayor's appointment of Bryan
Foreman as the City's representative and Ron Corcoran as the
athletic community's representative to the Pendergast Regional Park
joint operating board.
Mr. Corcoran stated he was looking forward to participating in this
project. He felt this facility was one of the most positive ~teps
for and benefit to the sports community. He looked forward to
state, regional and national tournaments being held in the
Bremerton area.
M/S/C/U(Waibel/Dawkins) to submit the City Council's appointment of
Ron Corcoran to the Kitsap County Commission for confirmation und, er
the Joint Operating Agreement.
7A - PUBLIC HEARING - COMPREHENSIVE PLAN AMENDMENT AND RESOLUTION
#2361 - TO ACCEPT PUBLIC COMMENT AND CONSIDER A RECOMMENDATION TO
AMEND THE ANNEXATION POLICIES, #AB91-230
The Bremerton City Council adopted Annexation Policies in 1987.
Those policies have been reviewed and revised by the City's
Annexation Task Force and are now proposed as an amendment to the

Comprehensive Plan.
The Planning Commission conducted a public hearing on this proposed
amendment on June 18, 1991, and has forwarded a recommendation for
City Council approval. All Comprehensive Plan Amendments require
public hearings before both the Planning Commission and City
Council and, if approved, the amendments are adopted by Resolution.
Ron Hough, Planning Manager, stated this is an item that is related
to growth of the community, growth through annexation and an
amendment to the Annexation Policies that were adopted in 1987.
Currently, the City is dealing with legislation that mandates
planning 10-20 years in the future and it is very difficult to look
as far away as 100 years. The amendment to the policies are an
adjustment that will better reflect the current direction the City
is taking in regard to growth management and the preparation of a
new Comprehensive Plan that will be adopted within the next two
years. This amendment has been reviewed by the Annexation Task
Force and the Planning Commission. The Planning Commission
recommends approval of this proposal.
Public comment - none
Mr. Dawkins questioned the number of BACON members present during
the Planning Commission meeting? Mr. Houqh stated there was no one
at the Planning Commission hearing, however, a response from BACON
was received by mail.
M/S/C/U(Waibel/Estes) to pass Resolution No. 2361, amending the
Annexation Policies of the Bremerton Comprehensive Plan.
President Morton extended a "Happy Birthday" to Councilman Waibel
and Councilman Overson extended a City of Bremerton #2 welcome to
his mother, who is visiting from Pensacola, Florida.
With no further business the meeting was adjourned at 6:50 PM.
