Motion carried as follows: Affirmative: Estes, Horning, Waibel, Colvin, Johnson Opposed: Overson Horton, Collins, Dawkins, 6B BREMERTON - KITSAP COUNTY HEALTH DISTRICT 1991 BUDGET INCREASE, #AB91-181 The Bremerton-Kitsap County Health DistrictBoard recently approved a revised 1991 Budget, which included an increase of $160,000. Bremerton's share of that increase is $29,600. There are three options available: Do not approve the increase in which case services to Bremerton will be cut commensurate to our share (this may be difficult for the Health District to achieve). Agree to the increase but pay in 1992, (we will then be faced in all probability with $30,000 for 1991 and $30,000 for 1992). Agree to the increase and pay as soon as possible. Note: Fiscal and Budget Committee discussed this item at their July 3 meeting. Public comment - none Mr. Johnson questioned why the Health Department budget is going up when the services are no better and wondered why their budget is increasing more than other agencies. Mr. Overson felt that increases in the City's population have caused the increase in their budget. Mr. Horning stated the Health Department's letter of 6/11/91 outlines how they arrived at the shortfall. He stated he doesn't agree with the Health Department coming mid-year and asking for a budget adjustment. He further stated the State has placed requirements on the Health Department that have contributed to the increase. TAPE ~ UNAPPROVED DRAFT MINUTES of City Council Meeting July 17, 1991 Page 5 of 9 #2036 Mr. Johnson questioned if the Health Department knows who are City and who are County residents and suggested tabling this item at this time. Mr. Waibel stated there are some answers in the letter; 6.4% COLA increase, $235,000 due to mid-year change in the budget. Mr. Colvin asked if the City receives an audit report. McCluskey responded in the negative. Ms. Ms. Horton stated their budget is based on assessed valuation and population and all cities and the County pay a proportionate share based on assessed valuation and population. She further stated all have representatives on the Health Board but Bremerton does not have a rep on the budget committee. Mr. Horning agreed with Mr. Johnson and felt they should request senior staff to meet with Council and explain the budget. M/S/C/U(Johnson/Colvin) to continued this item for two weeks. Council directed Ms. McCluskey to write a letter requesting they meet with Council within the next two weeks if possible. 7A ORDINANCE (FIRST READING) AMENDING THE CITY OF BREMERTON 1991 BUDGET, #AB91-186 Actions taken by the City during the first months of 1991, together with circumstances not foreseen at the time of preparation of the budget, require certain additions and corrections, in order that the budget continues to accurately reflect the financial operating plan of the City. Rich Hanna,. City Treasurer, stated this includes 14 amendments. All have been before Fiscal and Budget and all but three have been before Council. Public comment - none Ms. Horton requested that item 8, the Personnel study, be dealt with separately. M/S/C/U(Overson/Horning) approve ordinance, with the exception of Budget Adjustment 91-8, on first reading amending Ord. No. 4300 relating to the budget of the City of Bremerton for F Y 1991. Projects utilizing FAUS, UAB or Arterial Street Funds must be on the approved Improvement Program before funding can be considered. Mr. Stemkoski, Asst. City Engineer, stated there are 53 projects included in this program. He was available for questions. Speaking in opposition to Item 01 Gorst-Bremerton Connector/ Bremerton-Ferry Terminal Connector, citing disruption of established neighborhoods, ruination of Forest Ridge Park, blocking of streets and alleys causing no access to garages., harming Callow Ave. business district, too close to schools, detriment to the entire City, were: Don Larson, 135 Rainier Ave. Angela Newson, Sean Newson, 128 N. Cambrian Way Ed Pietras, 128 Bloomington Del Magneson, 137 Bloomington Chet Simpson, 140 S. Summit Ave. Gary Adair, 917Wilbert Ave. Tom Dains, 108 S. Hawkins Roy Hocker, 3311 Rodgers Del Knauss, 139 Olympic Ave. Mr. Knauss submitted plans for alternate routes. Jim Adrian, 621 Washington, submitted a requesting a continuance of the hearing to allow for notice and public input. Ms. Horton reminded everyone this is a 6-year plan, there are 53 items and this is just one. Ms. Horton stated configuration of the route is not what is being considered here. She stated this is a preliminary stage, there will many more hearings. Mr. Collins viewed this as a misnomer. He stated this is at the planning stage to see how to spend the funds. He felt it goes back to the problem in part of the PSNS expansion. Currently there is in excess of 24,600 cars daily, there will be additional cars in the thousands. They must do some planning and are in the planning TAPE UNAPPROVED DRAFT MINUTES of City Council Meeting July 17, 1991 Page 7 of 9 TAPE #938 stage. He stated the EIS (Environmental Impact Statement) isn't done and this should remain on the 6-year plan. Mr. Overson stated Mr. Knauss' alternate route has some merit and seems reasonable. Mr. Collins felt there should be alternate routes reviewed, not just the one given to Council. Mr. Overson asked why Warren Ave. bridge and Manette bridge aren't included in this plan? Mr. Stemkoski stated they are State highways and bridges, not City bridges. Mr. Overson discussed his concern with Item 02 on the plan and felt llth St. is a higher priority. It was emphasized by Council members that this is not Council's plan, it has been proposed by the Mayor and Council is taking a look at it and will be holding public hearings. It was stated they are not discussing access to Bremerton but problems with traffic flow. There was a suggestion that they need to look at alternative routes citing Mr Knauss' plans as viable and asked why no other alternate routes were provided to Council? Mr. Baker stated there are several routes being looked at and all are contained in a published document that was distributed at two public hearings and two Council study session. Discussion continued regarding alternate routes and extending the corridor beyond Loxie Eagans. Ms. Horton stated she has difficulty with this configuration and felt it is counter to Vision 2020. She stated the problem is with traffic flow, and felt there are some existing streets that can be converted. She doesn't favor having heavy traffic going through residential areas and felt when the EIS is being done it should include what they don't want. There was discussion to the effect that the highway should not go through any portion of the park. Mr. Estes felt the issue isn't clear as they don't know if the Navy will be taking Callow Ave., and he felt until they have those facts they can't make a decision. In response to an inquiry, Mr Stemkoskistated the monies proposed in the 6-year plan are for an EIS - a study to see if there is a need for this, if there is, what is the best way to go. Mr. Johnson thanked Mr. Knauss for his constructive suggestions and welcomed more of those types of ideas. Dave Baker, City Engineer, gave a detailed account of the EIS and PE (Preliminary Engineering) and concluded they will be looking at several routes from an environmental impact view. Mr. Baker stated TAPE UNAPPROVED DRAFT MINUTES of City Council Meeting July 17, 1991 Page 8 of 9 #0392 the corridor starting at Loxie Eagans was an intricate part of the application when it was submitted. He further asked Council and the public to keep in mind they are not at this time determining a route. Mr. Horning suggested continuing for one week with specific questions to be brought back next week. Ms. Horton stated this must be passed ~ext week. Mr. Horning felt the public needs more information on what has been done. M/S/C/U(Horning/Colvin) to continue for one week from this point and limit public input to first time speakers. Mr. Horning requested Mr. Stemkoski have answers to the following: What has been spent? What has the EIS included? What other routes have been included? Effect of amending the corridor beyond Loxie Eagans? Statement from this Council that anything that touches the park is not acceptable. Mr. Horning also requested further discussion on Item #2, Kitsap Way, llth Street to Marine Drive. Mr. Collins took exception to excluding touching the park and discussed the possibility of tunneling under. Mr. Johnson requested a cost estimate for overlay on Kitsap Way to the city limits. 7B ORDINANCE (FIRST READING) REZONE FROM NEIGHBORHOOD BUSINESS TO GENERAL BUSINESS WITH CONCOMITANT REZONE AGREEMENT FOR PROPERTY LOCATED AT 6525 KITSAP WAY - HEETER REZONE, #AB91-148 Following the public hearing on the Heeter Rezone on August 23, 1990 the City Council agreed to restore the land uses that were previously allowed under the B-2 zone of the City's former zoning Ordinance for the Heater property only. The proposed ordinance changes the zoning for the property at 6525 Kitsap Way from Neighborhood Business to General Business and, by means of a Concomitant rezone agreement, restricts the use of the property to certain specified uses. Mr. Johnson stepped down due a to conflict of interest. Dawkins stepped down as he was not present for the hearing. Mr. Don Pratt, Director of Community Development, was present to answer questions. TAPE UNAPPROVED DRAFT MINUTES of City Council Meeting July 17, 1991 Page 9 of 9 Jim Strait, 6530 Harlow Dr., submitted a letter regarding his concern that approving the ordinance to rezone to general business would be in violation of the motion at the June 13, 1991 hearing to return all uses under the B2 zoning designation with the banner of Neighborhood Business. Bill Amo, 6625 Lake Dr., stated the motion at the public hearing called for banner of neighborhood business. Mr. Amo stated it is illegal to grant conditions clearly in a higher zone. He stated the higher zone should be granted with restrictions. William Carlson 6604 Lake Dr., agreed with Mr. Strait and Mr. Amo and expressed opinion the neighborhood was not given a fair hearing. Mr. Horning stated it was clear in the motion at the public hearing this was to be zoned neighborhood business. M/S/C(Waibel/Colvin) to send back to staff so the ordinance will meet the prior motion and return to Council in three weeks. Carried as follows: Affirmative: Overson, Estes, Horning, Waibel, Horton, Colvin, Opposed: Collins With no further business the meeting adjourned at 9:40 P.M.
