Minutes June 19, 1991 Page 2 of 7 From that meeting it became known that Bremerton was #1 in their priority for development of the new entrance into Bremerton. He displayed a framed 1913 High School Diploma, belonging to Frederick Gruwall, from Bremerton/Charleston Union High School. He is looking for a public place to display this bit of history and requested input as to where the best place might for public viewing. He hoped Bremerton would have its own "historical museum" some day. Mr. Dawkins reported today he attended a luncheon with the Washington State's Transportation Committee in Silverdale. This Committee has started holding their monthly meetings in various areas around the State rather than always in Olympia. The major topic of that meeting revolved around "traffic congestion". The Committee is looking at increasing the number of ferries, highway improvements and future development of bridges. Mr. Dawkins noted it was acknowledged that no one can stop people from moving into this area and effort has to be made to prepare for that anticipated increase. Purchase of a new fire/rescue boat is necessary to replace the aging existing 19' fiberglass boat. Mick McKinley, Deputy Fire Chief, explained this item was funded by the voters through a levy passed in the fall of 1990. Leila Mills, Acting City Attorney, requested the following changes: (1) Under Section 1. - remove the words "or two (2)"; (2) under Section 3. COMPENSATION - to read as follows: "City agrees to pay Contractor $96,939.00, which is half of the cost of two boats, according to the terms of the Contractor's proposal and at a time and in a manner provided for in the contract (reflects City's participation in ioint order). Mrs. Mills noted the City is purchasing one boat and Idaho is purchasing one with the cost of the two boats being split based on a "2-boat" proposal. Public comment - none. Mr. Overson questioned if he understood correctly that the City's boat would be exactly the same as the one being purchased by Idaho? Mr. McKinley stated yes. #0398 M/S/C/U(Colvin/Waibel) to approve the Purchase Agreement as amended TAPE #929 City Council Reg. Mtg. Minutes June 19, 1991 Page 3 of 7 by the Acting City Attorney. ROLLER,-#AB91-160 Approval to enter into an Interlocal Agreement between Douglas County Department Of Public Works and the City of Bremerton for the purchase of one (1) BOMAG BW120AD 5000 lb. roller and surplus of equipment #3034, 1980 Layton 3-ton roller currently used by the Street Department. Council is also requested to approve the budget adjustment request, providing the necessary funds to purchase the above. Ken Brees, Street Superintendent, explained the roller they have currently is 12 years old and had reached its useful life. During a recent project it broke down and caused the City to rent a roller, costing $500. He did not want to undertake projects without the assurance that his equipment would be capable to take on the required work and not be delayed by break downs. Public comment - none. Mr. Overson questioned how often this type of roller was used? Mr. Brees stated it is used on an average of 3-times per week, however, during the summer months it could be every day. Mr. Overson questioned was he correct that this was fully amortized in the Equipment Reserve Fund and would not have an impact on the General Fund? Mr. Brees stated yes. #0546 #0605 #0629 M/S/C/U(Waibel/Colvin) Ito authorize the Mayor to enter into an Interlocal Agreement between Douglas County Department Of Public Works and the City of Bremerton for the purchase of a BOMAG BW120AD 5000 lb. roller. The project involves a marine crossing of the Port Washington Narrows and will necessitate obtaining professional services for inspection of the project (Step III, Engineering #0768 #0832 TAPE #929 City Council Reg. Mtg. Minutes June 19, 1991 Page 4 of 7 Services) . Bill Duffy, Utilities Director, stated following the design, and based on the complexity of the project together with additional permits requirements, he is requesting that the contract be amended to include a full time inspector. An 18" water main is being buried six feet deep across the Port Washington Narrows and it was in the City's best interest to have an inspector on that portion of the job full time. Public Comment - none. Mr. Overson requested a description of the value of this inspector? Mr. DuffV stated the General Contract provides for liability clauses but this person will be on-site to report on the installation of that main to ensure that it meets the requirements of the Engineering specifications. Those inspections require the protection of the environment, the installation of the water main together with all the corrosion control the City will be installing in order to protect it. Mr. Dawkins questioned if this person would be responsible to make sure the project complied with all permits? Mr. Dully stated yes, permit compliance is a part of that responsibility. M/S/C/U(Waibel/Colvin) to approve Amendment No. 3 to contract #3242 for professional services and authorize the Mayor to execute said amendment subject to City Administrative Polices and Procedures. 7A - ORDINANCE #4324 (SECOND READING) BRENTWOOD CIRCLE, #AB91-120 Public comment - none. Mtg. Minutes June 19, 1991 Page 5 of 7 M/S/C/U(Overson/Colvin) to pass Ordinance #4331, on second reading, amending Bremerton Municipal Code Chapters 7.04 and 7.08. 7C - RESOLUTION NO. 2351, SPONSOR APPLICATION TO WASHINGTON STATE DEVELOPMENT LOAN FUND, #AB91-163 The State of Washington administers the Washington State Development Loan Fund using Federal Community Development Block Grant and State funds. Private businesses can apply to the State for loan funds. All applications for financing assistance must be sponsored by the City or County in which the business project is located. The project proponent has purchased the Grainger Building at the Northeast corner of 1st and Washington in the Waterfront Urban Renewal area of downtown Bremerton. They would like to submit an application to the State Development Loan Fund for %50,000. City support of this application is required for submission. If the application is approved by the State, it will transfer the loan funds to Yesterday's, Today's and Tomorrow's, Inc., via the City's Community Services Division which administers Federal Block Grant funds on behalf of the City and is familiar with the=requirements for use of Block Grant funds. Carol Dickinson Community Services Manager, emphasized this was a nice opportunity for the City of Bremerton to help a new business to Bremerton, but a long standing business, to relocate to the City's Urban Renewal Area. The City will act as a "pass through" of State funds that are necessary to help this business get started, and there is no liability in regard to the use of these funds on behalf of the City of Bremerton. Marlann Harris, proponent, explained her plans to develop three different business ventures on the site she recently purchased: (1) a deli/convenience store located on 1st Street; (2) large emporium/soda fountain, which will have a 40-50's look; (3) a children's store - sale of items that appeal to children. She explained that was where the concept of "Yesterday's, Today's and Tomorrow's" came from. She has already applied for and received financing from the Small Business Administration as well as Puget Sound Bank and the application to the State, ($50,000), is the last piece of her financing needs to start operations of those businesses. Chris GreenlV, State Department Of Community Development/Finance Program, stated the Community Development Loan Fund is a "gap" financing program. When a project cannot get total financing, they can come in as a last resort to get the project going. The main thing they are looking for beyond credit worthiness is a "job creation" component, and in this case there is and will be good use for State dollars. Public comment - none. #1111 TAPE #929 City Council Reg. Mtg. Minutes June 19, 1991 Page 6 of 7 Mr. Overson questioned if this loan program was open to anyone in the public who felt they had a business need that met the program's requirements? Mr. Greenly stated yes. M/S/C/U(Waibel/Colvin) to approve Resolution #2351 in support of the application to the Washington State Development Loan Fund to be submitted by Yesterday's, Today's and Tomorrow's Inc., and authorize the Community Services and the City Treasurer to collect and transfer these loan funds to Yesterday's, Today's and Tomorrow's, Inc., and to complete the required federal environmental clearances. 7D - RESOLUTION NO. 2352, OUALHEIM FINAL PLAT; LOCATION: 5220 FIRST STREET; APPLICANT: BREMERTON SCHOOL DISTRICT, #AB91-164 After a public hearing on March 20, 1991, the City Council approved the preliminary plat for the Qualheim Subdivision subject to the condition that "Prior to Final Plat approval, the applicant shall confirm the accuracy of all property lines and amend the Final Plat subject to the review and approval by the City Engineer." (The property line shown along First Street was incorrect.) The amended Final Plat submitted has been reviewed and approved by the Engineering Department and is now submitted to the City Council for Final Plat approval. Jack A11ingham, Current Planning, stated this was the final step of a two part process in the subdivision process. The Planning Commission held a public hearing on February 19, 1991, and made a recommendation to the City Council of approval of the Preliminary Plat. The City Council, at a March 20, 1991, hearing approved the Preliminary Plat subject tothe condition that the applicant verify property lines. At that time, there was an issue regarding the property line along First Street. Since that time, the applicant has amended the property line, with the City Engineering approving. that amendment. Public Comment - none. Mr. Overson questioned exactly what would be done if this request was approved? Mr. Allingham explained the Council will be allowing a new building site to be created and future development will occur within an industrialized zoning district in the City of Bremerton. There will be future development of a proposed warehouse for a roofing contractor. Mr. Overson stated for clarification that this would not affect the zoning. Mr. Allingham stated that was correct, the plat was reviewed for compliance with zoning but does not change zoning of the site...the site is zoned General Industry. Mr. Overson questioned why was Council reviewing the Plat? Mr. Allinqham explained the City has adopted a Short Plat Ordinance, which makes the subdivision of four view properties an Administrative decision. This site had been subdivided into four #1263 TAPE #929 ~ City Council Reg. Mtg. Minutes June 19, 1991 Page 7 of 7 parcels within the last five years and one parcel is being further subdivided into two more parcels. According to the City's Short Plat Ordinance #3200, it therefore require City Council approval so that the applicant does not circumvent the subdivision process. M/S/C/U(Waibel/Estes) to approve Resolution #2352 accepting Final Plat of the Qualheim Subdivision.
