Minutes January 2, 1991 Page 3 of 6 6~ - RENEWAL OF PROFESSIONAL SERVICES CONTRACTS WITH BREMERTON MAIN STREET ASSOCIATION, KITSAP COUNTY ECONOMIC DEVELOPMENT COUNCIL ~ND BREMERTON/KITSAP COUNTY VISITOR ~ND CONVENTION BUREAU, #AB91-002 The current professional services contracts with the above mentioned groups expired on December 31, 1990. In order for the City to purchase the desired services, we need to initiate new contracts for fiscal year 1991. Public comment - none. Mr. Johnson pointed out the City did not have a huge private sector section of economy, which it needed. Until that happened, it would take some government help to make sure that there were people helping to make sure economic activity was generated, such as tourism, business development, etc. If it was not for these groups, he was not aware of anyone else who could do it. Mr. Overson raised the question how could the City measure effectiveness of such funding and requested Don Atkinson of Bremerton Main Street to respond. Don Atkinson, Bremerton Main Street Association, stated he was not aware of any single thing. The process of reporting to Council through the Quarterly Reports did provide progress reports as to what they were doing, what was accomplished and what was planned in the future. He related two possibilities that could bring about change to the downtown business area: (1) Sunday Farmers Market, which would run from March through September; (2) possibility of locating State Agency offices in the downtown area. Several new businesses are planned for the downtown core area. Mr. Overson noted another major activity scheduled for the downtown area will be the Shipyard's Centennial celebration this year. Mr. Atkinson reported Main Street is tentatively scheduled to take over the sale of bricks as soon as the Centennial Committee was assured of their financial success, to develop the Centennial Plaza. Mrs. Horton raised the question whether Bremerton Waterbed was leaving the downtown area due to the possible sale of the Elks building? Mr. Atkinson stated he did not believe that was as eminent at this time. There was a concern when the building appeared to be sold, however, those developments had slowed down. Main Street worked diligently with local businesses who were either looking to or thinking about relocating. And, he is involved with the groups who were designing ways to capitalize on the City's #1 Most Livable City designation. TAPE #881 City Council Reg. Mtg. Minutes January 2, 1991 Page 4 of 6 Mr. Estes questioned if Bremerton Main Street or someone else was inviting Admiral Parker, of the Ferry Service, to locate their office facilities in Bremerton? Mr. Estes believed this area would receive better ferry service if Admiral Parker's office was located on this side of the sound. Mr. Atklnson stated he would look into that idea. #0448 M/S/C/U(Johnson/Estes) to approve scope of work and authorize Mayor to sign contracts. The inventory revealed a significant number of down timber throughout the Bremerton Watershed area and at a number of reservoir sites. Additionally, there exists a number of trees that, as a result of wind damage, could potentially damage existing facilities (reservoirs). The value of the down timber is estimated to be in excess of $140,000. The Utility is requesting City Council's approval for the removal of dangerous trees and the removal of salvage and disposal of the existing down timber by the Utility in the best interest of the City. Mr. Dully, Utilities Director, stated the City's Forester estimated over ?,000 board feet of timber was either blown down or severely leaning. A good portion of this timber can be salvaged, particularly those areas along the highway. Public comment - none. However, the Mayor of Winslow related that the new annexation of Bainbridge Island to the City of Winslow would be effective in March 1991. She requested that Ms. Hartson check into this matter. Mr. Homing stated it was his understanding that the City of Winslow's case may be different in that they have road funds available that are diverted differently.
