Mr. Colvin introduced Fred Arima who in turn introduced the
manger of the Tsuji Hotel (previously Oyster Bay Inn) and Mr.
Dan Whitfield, Program Coordinator, who expressed their
appreciation of the welcome they have received from the people
within the community. This is a new venture for the Tsuji
school group, who has been in operation for 33 years in Japan
and this is their first venture in the United States. Mr.
Johnson stated "we are glad to have you".
Mr. Overson stated he hoped Mr. Estes was watching and
cheering on the Council.
Mr. Waibel reported he attended the Kitsap Regional Planning
Council meeting this date. During the Board of Health's
meeting, Dr. Willa Fisher announced her resignation as
Director of the County's Health Department, effective July 1.
Dr. Fisher has served as Director for 15 years. Recently, the
CENCOM system was down for a period of time and the general
public should be aware that if that occurs, they should
contact their local Fire Department and Police Department.
Mrs. Hotton reported she also attended the Kitsap Regional
Planning Council meeting. One of the presentations made at
that meeting was by the Health Department's Dentist, Wesley L.
Hanson, Jr. Dr. Hanson spoke on fluoridation and the fact
that 80% of Kitsap County water systems are unfluoridated.
The benefit from fluoridation is overwhelming and for every
dollar invested in the community for fluoridation reduces the
cost of dental care by about $50.00. As a result of this
presentation, she invited Dr. Hanson to bring this issue
before Council at the May Study Session. Mr. Overson
suggested having someone from the opposing side attend that
meeting as well. Mr. Colvim questioned if Bremerton's water
was fluoridated? Mrs. Hotton stated no. Mr. Waibel pointed
out there is natural fluoridation in all water but not enough
to consider the water to be fluoridated. The week of April 24
to May 1 is Earthquake Preparedness Week throughout the State.
On April 24, 10:00 AM, KITZ will stage a drill for public
participation. Businesses are encouraged to join in this
event giving their employees an opportunity to experience this
drill.

Mr. Sauter reported on March 16 he and Mr. Chrisinger attended
a meeting with the Seattle Federal Executive Board. At that
time there were representatives from each one of our State
Representatives from Washington, D.C., and they posed many
pressing questions regard veterans issues. However, he was
sure everyone here is aware of the downsizing of the military
forces. Fort Lewis and McCord, starting this date, will
release on the average of 1,500 military personnel per month.
74-76% of these people have stated they will remain in Puget
Sound area because of affordable housing, good schooling and
jobs. When released from military service, these individuals
will receive a lump sum payment of $25-28,000, of which 23%
tax will be taken off the top. Those funds will not sustain
them for very long. When this "flood" of people come into our
area, he believed the City would need to help them in some
way.
GordV Byrd, 402 Chester #3, reported recently the "Byrd's
Nest" was designated as a "memorial" designation for donations
upon the death of Martha Woodhouse. As a result of that
designation, he received $175.00, bringing his total funds
collected to $13,568.15.
Melissa Anderson, Bremerton Animal Control Officer, presented
the "pet of the week" - a three year old female dog,
scotty/poodle mix.
6A - REOUEST FOR SOLE SOURCE PURCHASE - GROUND MAINTENANCE
VEHICLE/GOLF MOUNTAIN GOLF COURSE, #AB92-081
Gold Mountain Golf Course has a need for a grounds maintenance
vehicle. Cushman is the only manufacturer of equipment that
provides a core harvester conveyer belt system for picking up
aerification plugs. Additionally, the proposed equipment can
be used to mount an existing spray unit without modification.
Cushman vehicles are available only through exclusive regional
distributors.
The decision to purchase Cushman is consistent with City
policy and procedures for standardization and compatibility.
Pricing is competitive.
Fiscal and Budget Committee reviewed this item and recommended
approval.
Vioki Vanneman, Director of Parks and Recreation, stated the
Board of Directors of Gold Mountain Golf Course did approve
acquiring the subject piece of equipment as part of the budget
process. The major benefit for purchasing this equipment
would be a cost savings of man hours and more effectively

maintaining the course.
Mr. Dawkins questioned the size of the core harvester? John
Alexander, Greens Superintendent, explained this equipment
would harvester the cores after another machine pulls them
out.
Public comment - none.
Mr. Johnson reported Fiscal and Budget Committee discussed the
points of sole source of procurement and not purchasing the
equipment in Bremerton, however, due to it being a specialized
piece of equipment no one in Bremerton sells this particular
equipment. He noted there are plans to purchase other kinds
of equipment that will be available for local bids.
M/S/C/U(Johnson/Colvin) that Call for Bid be waived and that
the City purchase one Cushman Turf Truckster, Model 532, from
Western Equipment Distributors in the amount of $14,252.00
plus applicable tax.
6B - APPOINTMENT TO PLANNING COMMISSION - RICHARD GOETZE,
#AB92-082
There is a vacancy on the Planning Commission and I recommend
the vacancy be filled by Richard Goetze.
Mayor Louis Mentor stated he was sorry to announce the
resignation of Ray Norton from the Planning Commission. In
order to fill that vacant position, he how recommends the
appointment of Richard Goetze. He noted Mr. Goetze is an
architect/Land Planner/Design Consultant and will bring a
special expertise to the Planning Commission.
Mr. Walbel pointed out Mr. Goetze does live within the City
thereby meeting the residency requirement.
Public comment - none.
Mr. Johnson pointed out one of the things on Mr. Goetze's
resume that is important to growth management was his
involvement on the East Bay Urban Design Committee in
California. He encouraged Mr. Goetze to provide input on
those type of issues to not only the Planning Commission but
also the City Council and its Growth Management Committee.
Mr. Richard Goetze thanked Mayor Mentor and Don Pratt for
their considering him a second time; and to the City Council
for appointing him to this position. Both as a citizen and as
a professional, he is concerned with growth in the City and he

looked forward to offering his expertise for the betterment of

M/S/C/U(Waibel/Colvin) to confirm the appointment of Richard
Goetze to the Planning Commission.
6C - EMPLOYMENT CONTRACT TRAFFIC SAFETY COORDINATOR - MIKE
HATZENBELER, #AB92-083
Mike Hatzenbeler was hired in May, 1990, as the Traffic Safety
Coordinator for the City under a grant administered by the
Municipal Court Department. The grant expires September 30,
1992. This employment contract is for the final year of the
grant and establishes salary and benefits. These amounts have
been approved in the 1992 budget. The total budget is
$39,000.00. Attached also is a mission statement for the
program. This has been approved by Fiscal and Budget
Committee 3/29/92.
Mr. Johnson stated Fiscal and Budget Committee discussed the
possibility of making the contract retroactive for purposes of
leave, sick leave, etc., and questioned if it was included?
Ian Sievers explained that issue was handled under Section 2
of the contract.
Mr. Colvin questioned the "term" of this position and who it
reports under? Kathleen McCluskey, City Clerk, explained the
Court Services Manager would be the manager of the Municipal
Court department and typically employees within that
department serve at the pleasure of the manager. Mr. Sievers
stated the general practice is to delegate subordinates under
a supervisor and let that supervisor deal with hiring and
firing; and in this case it would be the Court Services
Manager who would be supervising the subject employee. Mr.
Colvin questioned if this person would be a Court employee.
President Hotton stated yes. Mr. Colvln pointed out the RCW's
state that Court employees serve at the pleasure of the Court.
Mr. Sievers stated to clarify that point he recommended adding
a signature line for the Municipal Court Judge on the
contract.
Mr. Walbel questioned the appropriateness of the wording "at
will employee". Mr. Sievers noted it was not necessary
because that issue is addressed under Secton 6 - Termination
of Services.
Mr. Collins questioned why the title of "Traffic Safety
Coordinator" is used when they have noting to do with traffic,
safety or coordination? Ms. McCluskey explained since that is
the title given in the grant the City needs to conform with

what is in the grant. The grant does have to do with traffic
safety, DWI's and driving. Mr. Collins expressed concern that
the title for this position is unclear. President Horton
pointed out Mr. Hatzenbuler has been working for the City for
two years.
Mr. Johnson noted this is a joint effort with Kitsap County.
Bremerton is considered the "home base" for purposes of that
grant. The contract officializes the fact that he is an
employee of the City even though a lot of his efforts goes out
into the County. He pointed out the grant will expire before
the end of the year, which means either the County or City
would have to put in General Fund money or the position will
go away.
Mr. Overson questioned if the requested funds were budgeted?
Mr. Johnson explained Mr. Hatzenbeler and his operation are
grant funded, which will expire September 30. After that time
then some entity must pick up the cost of his salary or that
position is eliminated.
Mr. Waibel noted this proposal would ratify a one year
contract from September 1, 1991 through September 30, 1992.
And, he pointed out the term would be one year and one month.
Public comment - none.
M/S/C/U(Overson/Waibel) approve the employment contract for
the Traffic Safety Coordinator with the removal of the
sentence Mr. Waibel referenced and that it would continue "one
year and one month".
6D - REPLACEMENT VEHICLE/POLICE PATROL DIVISION, #AB92-085
It has become necessary to ask City Council approval, after
meeting with the Fiscal/Budget Committee as required, on March
31, 1992, to replace one only Patrol vehicle. This is being
requested due to a recent accident with a Police unit that
ultimately was declared "totaled". The insurance company has
paid the City Risk Management fund an amount to cover the
replacement of this vehicle.
Police Chief McNeal met with the Fiscal and Budget Committee
who agreed to this replacement.
In order to put the purchase on the State bid, the department
needs approval at this time.
Mr. Oversonquestioned if the Insurance Company paid the Risk
Management Fund? Police Chief De1 McNeal noted that was a

mistake on the Agenda Bill, the funds were deposited in the
Transportation Fund.
Public comment - none.
M/S/C/U(Johnson/Colvin) to approve replacement of Police
Patrol vehicle and Budget Adjustment #92-7.
7A - ORDINANCE (FIRST READING) CREATING BOARD OF APPEALS FOR
THE HEARING OF ALL BUILDING CODES APPEALS, #AB92-084
The Council has directed the Mayor, through a previously
adopted resolution, to create legislation to create and
establish a Board of Appeals consistent with the current City
Charter and other ordinances relating to appeals boards and
commissions. The proposed ordinance is that legislation.
President Hotton pointed out this item was reviewed by the
Council Operations Committee and did get their recommendation
for approval with the addition of terms for membership.
David Nelson, Building Official, noted this proposal stems
from the adoption of the Housing Code in 1991, which was
accompanied by a Resolution to make sure the Appeals Board was
established by Ordinance. The Appeals Board expansion from
the normal processes in the Uniform Building Code was
recommended by citizen advisory input. The Appeals Board
members have not been appointed yet, however, he will be
submitting names in the very near future.
Mr. Waibel questioned the terms of the Building Appeals Board
members? Mr. Nelson explained the length of term would be
four years. Mr. Waibel questioned what are the terms of the
Building Appeals Board of the original five members? Mr.
Nelson stated all current members would be released from that
duty due to the fact that there is no record where they are in
that process. With the adoption of the Ordinance, it would
create a need to establish a new Appeals Board and all terms
will run for four years. Mr. Waibel questioned if the intent
was to not maintain a separate Building Appeals Board? Mr.
Nelson explained the Building Appeals Board is constituted of
five members and when appeals are heard for Bremerton Housing
Code four additional members will be added, who would only
hear Housing Code appeals. Mr. Nelson restated for
clarification that the Building Appeals Board members would
serve a four year term and the Housing Code Appeals Board
members will also serve a four year term. Mr. Walbel
expressed concern that all nine members' terms would expire at
the same time? Ian Sievers, City Attorney, suggested adding
a separate section under the Ordinance speaking to "initial

terms of membership shall be staggered", and he would have
that included in the Ordinance at the time of second reading.
Mr. Johnson stated under Section A, he desired to change
"appointed by the Mayor" to "nominated by the Mayor". Because
he has noted over the years the number of boards that have
lots of vacancies and not addressed by the Mayor, he would
like to add a section to the Ordinance that says "in the event
a vacancy exists for greater than 60 days, Council may
unilaterally nominate and confirm a member of the board".
Mr. Waibel suggested deleting the word "unilaterally" and
stating "Council shall appoint".
Public comment - none.
M/S/C/U(Waibel/Overson) to approve Ordinance, on first
reading, establishing the makeup of the UniformBuilding Code,
Uniform Plumbing Code, Uniform Fire Code, Uniform Sign Code
and Uniform Code for the Abatement of Dangerous Buildings

terms and the ability of the Council to appoint after 60 day
period; and changing the word "appoint" to "nominate".
