College as part of their parking lot construction on the Old
Roosevelt Field site.
Mrs. Fitz reported on the joint meeting between the City
Council and Kitsap County Commissioners on Saturday, October
17. This group toured several different housing areas in the
Central Kitsap area ending with a luncheon meeting. She found
this meeting to be very interesting and the County is
interested in future meetings with the City to discuss
regional problems.
Mr. Colvin related an incident where a citizen received a
$10.00 parking ticket for parking downtown twice in one day.
That person visited a downtown merchant, left to do some price
checking in Silverdale and later returned to make his purchase
at the downtown business because of better pricing. Mr.
Colvin expressed concern over the fact that there were times
his wife visits the downtown area more than one time per day
and was setting herself up to also be ticketed. Many of her
trips involve transporting other people to medical
appointments, etc., and he did not feel it was fair that she
be penalized for helping other people. He was concerned that
the "Parking Validation" program was not posted so that
everyone had the opportunity to avail themselves of the
additional free parking. He noted Mayor Mentor indicated he
was working to resolve that problem. He also participated in
the "Tour" with Council Commissioners on October 17. Since
the Commissioners' extended an "Olive Branch" to the City
Council, he urged President Horton to offer an invitation to
the Commissioners for another meeting initiated by the City
Council. President Hotton stated under the City's parking
computer system license plate numbers cannot be purged on the
second time around. She suggested looking into purchasing
additional software for the computers that would allow the
parking computer system to purge those license numbers, which
would then allow people to come back into the downtown area
and not be picketed. Mr. Colvin stated he believed more
needed to be done than just that and was concerned that people
were being "run out of town". President Hotton noted she also
believed the downtown merchants needed to be brought into
solving the problem since the "Parking Validation Program" was
their idea.
Mr. Dawkins pointed out that the minimum charge in private
parking lots in downtown is $4.00, which does not encourage
shoppers to use them. He found the tour with the County
Commissioners to be a good "dog and pony" show.
Mrs. Hotton reported she also attended the meeting with the

County Commissioners on October 17. She thanked the
Commissioners for extending the invitation and she would
follow up on Mr. Colvin's suggestion and schedule a follow up
meeting. Today she had the opportunity to sit in on the Parks
Department and Parks Commission's 1992-1993 Retreat. Their
work agenda included the Parks Comprehensive Plan Amendment
for 1993 and looking at ways to replace Roosevelt Field.

In reference to parking in the downtown area, he explained
there will be some changes made before the end of the year.
He will be proposing removing all of the parking meters except

for the 10-hour or more meters and going to 3-hour parking and
increase the number of 30-minute zones, loading zones and
handicapped zones. All of the business owners in the downtown
area have been contacted and had the opportunity for input on
this proposal. He emphasized 90% of the business owners are
in favor of this proposal and that it was something that he
believed would work.
He received a note of thanks from residents in the Manette
area for the clean up efforts by Community Services workers.
Police Chief De1 McNeal reported since the Community Service
program began on July 29 and up to October 9, 143 individuals
have been directed to the program of which 70 failed to show
up. In the area of Court fines, individuals work off the time
at $4.50 per hour and so far have accumulated 696 hours of
work completed. In the area of jail time or Community Service
work, 874 hours have been worked with a total cost savings of
$8,161.00, amounting to 109 days of jail time. He did not
have complete cost figures for administering the program,
however, salaries and benefits through September 25 amounted
to $3,435.00 for the three individuals who are managing the
program. At that time the City had saved $671.00 of the jail
time. Totally, there has been a cost savings of $2,897.00.
The Community Service workers have cleaned many areas of the
City, including both sides of Kitsap Way, up and down Burwell
Street several times, Washington Avenue and weekly clean up on
the boardwalk area. He noted work projects have also been
completed within City departments.
Don Larson, President Kitsap, recapped successful results of
several clean up activities and environmental related events
as previously announced on October 14. Mr. Colvin stated he
appreciated Mr. Larson's dedication and commitment to
environmental issues. He thanked him publicly for his time
and effort in helping to educate the public as well as clean
up the waterways and shorelines.
Katherine Couchman, PuN and Chairman of the United Staff Nurses
Union UFCW Local 141, read into the record a letter outlining
the concerns of the Registered Nurses working for Harrison
Hospital and the breakdown in labor negotiations. Their list
of concerns directly affect the public who are serviced by
Harrison Hospital.
Mary Margaret Sutterleln, Registered Nurse, expressed concern
over issues relating to the deadlock in negotiations between
the Nurses Union at Harrison Hospital and management staff.

The key issues are funding continuing educational training,
adequate staffing, equitable salary structure comparable to
Shelton, Olympia, Tacoma.
Gordy Byrd, 3739 "G" Street Apt. B, reported he had collected
$17,062.58 for his shelter for the homeless. He announced a
meeting of the Kitsap County Developmental Disabilities
Advisory Board on Tuesday, October 27, 6:30 - 9:00 P.M., 105
N. National Avenue, Bremerton. He encouraged anyone
interested in developmental disabled people to attend that
meeting.
Dick Brinkerhoff, owner of Brinkerhoff's Appliance Centers,
related an incident where a customer was given an overtime
parking ticket because they had parked two times in one day in
the downtown area. He was pleased that Mayor Mentor was
addressing parking concerns and looked forward to their
resolution. Recently, there had been several fires in the
alley between Pacific and Park Avenue. He firmly believed
that with additional lighting in alleys the numbers of
nuisance type crimes would be reduced. He hoped the City
would work with the local businesses to come up with standard
type lighting that would provide a more secure atmosphere in
alleys. He emphasized he would be more than willing to pay
for the electrical cost of lighting in order to have that
sense of security. President Horton suggested Mr. Brinkerhoff
contact the Downtown Task Force since they are also looking
into "lighting in the downtown area" and the possibility of
some type of private/public partnership effort to enhance
current lighting.
Jan Dority, Registered Nurse, addressed the issue of
deadlocked negotiations between the Registered Nurses Union
and Harrison Hospital Management staff. She stressed the
importance of critical patient nurses having proper on going
training as well as adequate staffing to serve the public
properly

Mr. Collins stated because of the emergency cited by the
Utilities Director to fill a position within his department,
he would make the following motion:
M/S/C(Collins/Dawkins) the Director Of Utilities is authorized
to hire a senior manager utilizing the existing position
description for the Assistant Utilities Director. This
authorization is made on the proviso that a new position
description will be drafted within one months after that
person is hired.
President Hortonquestioned if Mr. Duffy could meet the 30 day

time frame? Bill Duffy, Utilities Director, stated he was
sure he and the Director of Personnel could develop a new job
description within that time period.
Mr. Overson questioned if what is being suggested is legal?
Mr. Duffy stated he would hire under the existing job
description and then Personnel would review the requirements
of that position and carry out a job audit in order to develop
a proper job description to fit the needs of the Utility and
City. Mr. Overson stated he believed it would be difficult to
find someone who would be willing to come to work for the City
and within the first month be subjected to a job audit.
President Horton questioned the City Attorney if this was an
appropriate motion? Ian Sievers, City Attorney, stated yes,
however, the person being hired should be made aware that a
job audit would take place in order to more clearly define job
responsibilities of that position. Council could authorize
hiring under the current position of Assistant Utilities
Director.
Mr. Duffy stated qualifications for the position would be
quite brief in advertising this positions. Qualifications
needed are: Department Of Health Certification, certain number
of years experience, Professional Engineers License, etc.
President Horton stated she preferred looking at the overall
structure of the Utility and if Council is committed to do
that would it be short sighted changing a job description,
which may ultimately change anyway. Mr. Collins pointed out
Mr. Duffy could not hire anyone unless there is a job
description that fits the position. Mr. DuffV stated knowing
the regulatory requirements as well as the Council's wishes,
he foresees the Utility will grow. He believes the existing
job description would be the minimum and would expand in time
and with new mandated responsibilities.
Mrs. Fitz questioned if Mr. Duffy preferred hiring an
Assistant Utilities Director under the present job description
and not rewrite that description within a month but wait until
a review is made of the reorganization? Mr. Duffv stated
there are three levels: (1) the existing requirements;(2) a
requirement to review current Utility managers' job
descriptions; (3) and to look at the Utility organization
overall. President Hotton stated if someone is hired under
the present job description for an Assistant Utilities
Direction, would Mr. Duffy prefer following Mr. Collins'
wishes and rewrite that description in a month or waited until
later? Mr. Duffy stated in order to not duplicate efforts, he

would prefer doing it in a comprehensive package. President
Hotton stressed she did not want to hold off hiring, but she
was not sure about going in shortly after that person comes on
the job and rewrite the job description. Mr. Collins pointed
out the Utilities Director wants to hire someone for
responsibilities different than what is listed in the
Assistant Utilities Director job description. Mr. Dully
stated he believed the duties would follow along the existing
job description. Mr. Collins pointed out to Mr. Duffy that
prior to the Council meeting he indicated he was adding a
significant number of duties to this position. Mr. Dully
explained with the conclusions of the McKenna Falls
Improvement project and Safe Drinking Water Act activities, he
would be moving out of that technical arena into the
operations arena, and that person would assume new projects,
such as stormwater. He stressed the duties of that position
always change and it was the nature of that position to assume
and develop new programs within the Utility and/or for the
City. He doubted he wanted to specify every program that
person would be involved in. The current job description is
fairly generic and would allow that person to be hired. Mr.
Collins pointed out then if that was the job description Mr.
Duffy determined within a month after hire, then so be it.
Mr. Duffy stated the biggest unknown would happen in the first
half of 1993 when he gets into the stormwater issues. He felt
all of the job descriptions under the Utility will need to be
reviewed and the time to address this specific position would
be at that time.
Mr. Overson stressed Mr. Duffy had asked to hire someone for
that position in September and that was when the hiring
process should have been implemented. In his opinion, it is
the Mayor's function to resolve the staff positions and
request from Council what he desires. It is not the Council's
duty to determine how the City should be staffed. He did
agree with Mr. Collin's motion due to the emergency need.
Mr. Colvin stated he would support the motion as stated,
however, he was more concerned that the Utilities Director had
someone designated as his assistant.
Public comment - none.
