COUNCIL MEMBER REPORT8
Mr. Colvin reported the December 7th commemorative ceremony,
which was held on the boardwalk, was very impressive.
Mr. Dawkins reported on the very nice ceremony held at the
Chiefs' Club where an announcement was made that a Navy Ship
will be named after the late Donald Ross.
Mr. Collins stated he enjoyed all of the activities on Monday,
December 7. He noted it was outstanding that the Summit
Avenue Presbyterian Church will host a Choral Christmas
Concert on December 13 in a Swedish neighborhood, which is
Lucia Bride Day.
Mrs. Fitz reported on Tuesday, December 8th, she traveled to
Seattle and Renton for a seminar, involving a 2-hour commute
each way. Traffic flow on the freeway was 5-10 miles per hour
and she emphasized the need for good transportation planning
in Kitsap County so such gridlock conditions don't happen
here.
Mrs. Hotton reported today she attended a meeting where she
learned the Port Of Bremerton has been awarded a Port Of The
Year Award for Washington based on the work they have done on
the waterfront...in conjunction with the marina, boardwalk and
Turner Joy projects. She congratulated the Port on their
receiving this award and acknowledged they are a great asset
to the community.
PUBLIC RECOGNITION
Mayor Mentor offered his congratulations to the Port Of
Bremerton for their distinguished award and for what they have
done in the City of Bremerton for a number of years. He
reported 18,000 lbs., of recycling materials were collected in
the first week in West Bremerton, of that 731 customers
averaged about 25 lbs., per participant. This week recycle
curb side pick up will start in East Bremerton on their
regular pick up day. He encouraged everyone to switch to the
Mini garbage can (20 gallons), which will make a savings on
their monthly garbage bill. He thanked Brem-Air for the long
hours they have put in delivering the recycle bins and
fielding lots of calls. He reminded City residents that the
recycling program is in compliance with the Waste Not
Washington State legislation. He noted the Friday evening
event sponsored by Hospice, held on the boardwalk, was very
nice and well attended. A Christmas Party sponsored by the
Parks Department on Saturday was well attended; and Hospice
held a craft sale on Saturday, which was very nice. On Sunday
the Elks Lodge of Bremerton sponsored a large Christmas party

for special children in the County and city. Later on Sunday
afternoon, the Bremerton Yacht Club sponsored a Christmas
party for the special children in the community. He thanked
all the citizens of Bremerton who participated in those
events. He noted the Pearl Harbor ceremony was nice. And, he
was pleased to announce that the late Captain Don Ross will be
memorialized with a Navy ship being named after him.
Russ NickersonPuget Sounders Society, invited everyone to the
Puget Sounders' third annual Christmas Concert - The Colors Of
Christmas. This concert will be held on December 13, 3:00
P.M., at the Summit Avenue Presbyterian Church.
Charlene Burnett, Parks And Recreation Department, introduced
the winners of the Poster Contest (THEME: Our City Parks, Fun,
Friends and the Future):

Cassandra Obert (age 10)
Sondra Patee (age 19)

Monica Bonafede (age 10)
Gregory Jones (age 18)
3rd Place:
Christins deGuzman (age 5)
Tonisha Naylor (age 10)
Albert Jouravel (age 18)
Scotty Porter, Bremerton resident, stated he believed the only
people who will save money on their garbage bill are those who
will change to a 20 gallon container from a 32 gallon
container. He has used a 20-gallon container for quite some
time, and now he finds that his rates are being raised.
Personally, he could not see why other people should be
getting a break and not everyone.
George Hitslet, Bremerton resident/homeowner, stated
approximately a year ago he raised an issue with Mr. Collins,
Mayor Mentor and Debby Goodell about parking in the area of
Preble Street. Earlier he made up a petition and processed it
through the City in order to evoke limited parking in his
neighborhood. He was told by Mayor Mentor that it would not
be necessary that he pursue that process because it would be
handled administratively. As of this date, parking problems
in that area have not been solved and as a homeowner he is

annoyed. The other issue in that area is the use of Preble
Street as a throughway for people who work at PSNS. Because
there are many children in that general neighborhood area, he
is concerned that one of them will get hurt due to speeding
vehicles. He questioned what is the City going to do about
these problems? President Hotton suggested having Ms. Goodell
contact him to review his concerns. Also, the City does have
a Traffic Safety Conunission that would review such matters.
Betsy Harris, Bremerton Animal Control, presented the "Pet-Of-
The-Week", a 2-3 year old neutered male Persian cat, who is
available for adoption. Judging by his behavior around
people, she felt he would fit in well in any home, including
those with children.
6A - PROFESSIONAL SERVICES AGREEMENT WITH RICE FERGUS
ARCHITECTS FOR THE PUBLIC WORKS COMPLEX, #AB92-303
This contract covers the full design of the Public Works
Complex both exterior, interior, and site work. Services
include mechanical, electrical, structural, and civil
engineering. This contract takes the project through design
and construction to completion. This is a fixed price
contract at $90,830.
Dan Eisses, Assistant City Attorney, stated the Public Works
Complex project has been around quite awhile and this proposal
is "the" major step in getting the project underway. From
this point forward, Rice Fergus would be handling the project'
with a small amount of management from his office. This
contract would take the project through design and
construction. He estimated completion of the project in
approximately 10 month.
Mr. Overson stated he would like to repeat a question he
raised during the Council Operations Committee meeting - "was
there anything to demonstrate that this firm had performed
similar types of responsibility in the past, providing an
example of the quality of project of how they managed it, if
it was kept within budget and schedule"? Mr. Eisses stated he
was sorry that he was not aware of that question and was not
prepared to answer it at this time. He could provide such
information at a later time. He was not part of the original
selection process and work on this project commenced about a
year ago at which time this firmbecame involved. Because the
Administration was happy with their performance, they felt it
was appropriate to offer a Professional Services Agreement
when it was decided the project needed to be enlarged.
Public comment - none.

Mr. Johnson questioned what kind of reports will Council
receive regarding progress both in terms of work, costs
against projected and estimated costs, etc.? Mr. Eisses
stated he was willing to provide whatever Council
requests...monthly or more often. Mr. Johnson stated he felt
monthly was fine and questioned if such reports would be
delivered by Rice Fergus or Mr. Eisses? Mr. Eisses stated he
expected Dave Fergus would provide progress reports and he
would be reporting back on the cost figures. Mr. Johnson
questioned if there was an estimated timeline for the
different phases of construction and a timeline for
expenditure of funds? Mr. Eisses stated yes, a four month
time line is estimated for design and construction documents.
Going out for bid and actual construction timeline would be
approximately six months. The City Treasurer has developed a
projected cash flow needs for the project.
Mr. Collins questioned if a PERT (Program Evaluation Review
Technique) diagram will be provided for this project? He
expressed concern over the proposed schedule, feeling that it
may be rather short considering the number of things that
still have to be accomplished. Mr. Eisses stated a lot of
what enters into this proposal is when it can be brought to
Council for action, when bids are opened, possible weather
delays, etc.. The dates from here on out should be fairly
close once the consultant begins the identified tasks.
Mr. Colvin stated considering the variables that exist, how
fixed is the "fixed" price of this contract? Mr. Collins
pointed out this proposal is only for the A and E, not
construction price. Mr. Colvin questioned the definition of
what that meant? Ian Sievers, City Attorney, stated it means
the fixed price, based on the estimated construction value
and documentation, has been presented showing how architects
typically set up a change of percentage. There may be charges
for additional services, change orders, or termination costs
if the City decides not to proceed with the project.
Mr. Waibel emphasized the proposal is tied into a percentage
of the ultimate construction costs. Mr. Sievers stated it is
tied into the estimated engineering cost. Mr. Waibel
questioned if that goes up will the architect' cost go up and
if it is lower will that cost be reduced? Mr. Sievers stated
he did not believe it was based on the absolute cost of
construction, but is based on that figure. Mr. Eisses noted
if bids come in higher than they expect, that would not be a
basis for a change in the architect percentage.
President Hotton questioned if anyone had looked into the

possibility of any advantages to piggyback this project onto
the Golf Course maintenance facility? Mr. Eisses stated that
had been discussed, however, the golf course building is no
longer a metal building but rather a wood frame construction
due to their architect coming up with an expanded design fort
the building. Once that project went to a wood frame
building, it made it less likely there would be a cost savings
in piggybacking the two projects.
Mr. Overson questioned if Mr. Eisses would be the City's
representative for this project? Mr. Eisses stated at this
time he believed so. Mr. Overson questioned if such
responsibility was in his position description? Mr. Eisses
stated it is within his capabilities. Mr. Overson pointed out
the City is presently understaffed in the Engineering
Department and already has a "full" plate without considering
these kinds of activities. He felt it would be better if the
City waited until a new City Engineer was hired and/or a
Project Manager, who could take over this project and others.
Mr. Eisses stressed the reason he is before Council at this
time is to not put off this project any further. It was his
perception that people are tired of waiting for this project
to get underway. This contract includes Civil Engineering
design, which is something his office would have done under
better conditions. This contract would require some
overseeing, paying bills and making sure Dave Fergus obtains
the information he needs and the City gets the product they
want. He talked with Ken Brees, Public Works Operations
Manager, will be housed in this facility, and he would be
deferring any questions as to space utilization/needs to Mr.
Brees. Mr. Overson stated one reason why this project has
taken so long is that it has been fraught with problems and in
his opinion there are still problems. He felt the City needed
to approach the project more intelligently by getting the
Department more settled so all projects could be handled as
well as this one.
M/S/C/(Waibel/Collins) motion to authorize the Mayor to sign

7A - ORDINANCE (FIRST READING) ADOPTING THE ClTY,S 1993

Rich Hanna, City Treasurer, stated as mentioned to Council in
several memos the budget document has been review by his
office. Some changes were made in that forum, which were
discussed with Fiscal and Budget Committee. Notable among
those changes is an increase in the budgeted Beginning Cash of
the General Fund to reflect the estimates as of the end of
October rather than those originally contained based on
estimates at the conclusion of July. The result of that has
been to increase budgeting Ending Cash by approximately
$200,000 and that net change has been rolled through the
budget to increase the budgeted Ending Cash thereby carrying
forward out of the end of the year roughly $200,000 rather
than the -0- that was originally budgeted. The expenditure
authority was not increased, but the document was modified to
reflect more recent estimates of cash to be carried over from
the current year. At Council's direction revenue from a
proposed rate increase for Advanced Life Support was deleted
and is deleted from the budget document. Since that time,
that rate increase has been put into effect, therefore, he
proposed an increase be made to that revenue line item on the
revenue side of the General Budget and increase the budgeted
ending cash by $32,500. That will change the line for the
General Fund in the ordinance.
Public comment - none.
Mr. Collins questioned if the budget document reflected the
change in staffing levels for the Personnel Department and
Civil Service Office? Mr. Hanna stated the document includes
the Personnel Director and Civil Service Officer authorized at
full time through the end of March and at half-time for the
balance of the year. Mr. Collins stated he believed that was
the wrong message to send to the employees.
Mr. Waibelquestioned if any amendment had been included where
the City Treasurer reported directly to the Mayor? Mr. Hanna
stated that issue was discussed and the document currently
reflects an organizational chart for his department slightly
modified to include a connection (dotted line) between the
Mayor's position and that of the City Treasurer. This is not
a direct supervisory relationship between the Mayor and City
Treasurer position. Mr. Waibel noted the amendment was in the
right direction but just not taken far enough.
Mrs. Fitz questioned if extra revenues received between the
October through december will also go into the General Fund
and be carried over to the new year? Mr. Hanna stated that
was correct. If a decision is made to modify the Beginning
and Ending Cash to reflect what actually transpires in the

remaining time left in 1992, that would require an adjustment
to the 1993 budget sometime during that year.
Mr. Johnson stated he was not pleased to receive handouts of
personnel position information for the budget document and he
had not concluded his review of the material provided. He
would not guarantee that those position titles were acceptable
to him. He stated there were several questions that needed
clarifying at second reading of the ordinance: (1) some basis
for the revenue projections, particularly in the housing start
area and retail revenues. In the past revenue projects had
been based on major construction projects, such as schools,
and he was not aware of any in 1993 that would sustain that
level. (2) During the Budget hearings Council tweaked a lot of
little things but also removed some major revenue items until
pubic hearings were held, such as parking, etc. It seems like
the large chunks taken out would have caused the bottom line
of the budget to decrease when in fact it increased and he
could not determined the reason why that happened. As an
editorial comment, he emphasized in the area of Utility
plans/projects these activities will take a lot of close
management because there are many steps to make them all work.
Mr. Hanna stated in responding to the issue of revenue
projections, he has conferred with staff in the Building
Department and they see an ample supply of projects not yet
reaching the permitting point. They do not forsee a downturn
in revenues from those sources in 1993. He emphasized no one
knows for sure what the future will bring and if something
dramatic happened then those projects would be subject to
revision.
President Hotton stated something else Council talked about
was establishing a policy, in the early part of 1993, on
Ending Year Cash and what is an appropriate level and how to
reach that appropriate level. Mr. Hanna stated he was
anticipating Council including that issue under their
Statements Of Legislative Intent.

into Beginning Year Cash for Ending Year Cash. Mr. Hanna
pointed out the motion did not incorporate that change and
questioned if Council desired to include it? Mr. Johnson
asked that it be part of the second reading of the Ordinance
due to its not being a significant change.
