COUNCIL MEMBER REPORTS
Mrs. Fitz congratulated everyone who ran for office in the
Primary Election. Those people are all winners whether or not
they actually proceed onto the General Election. It takes a
great deal of time, money and energy to run for public office.
She was bringing this up now because she is quite disappointed
in the voter turnout. In America citizens have the
opportunity to choose those people who will be leaders,
representing the citizens in the running of the government,
cities and counties. People all over the world are dying for
the. opportunity to vote. She gets very discouraged when she
sees an election where there are so few voters' who take the
time to select those people who are going to lead them, in
many cases for four years. She encouraged everyone to turn
out for the General Election and vote.
Mr. Neville reported on Tuesday evening, September 14, he

attended a Park Avenue Neighborhood meeting. He wanted to
publicly thank Eddy Chu, Public Works and Utilities Director,
for attending that meeting. Mr. Chu provided information that
enlightened the residents in that area as to what will take
place on the Warren Avenue Sewer Basin project.
Mrs. Horton extended thanks to Dan Eisses, Senior Engineer and
Randy Witt, City Engineer, for attending a neighborhood
function held in her district. Mr. Eisses and Mr. Witt made
themselves available, on short notice, to participate in that
event and she wanted them to know how much she and the
residents appreciated their participation.
Mr. Collins stated he felt Mrs. Fitz's comments were very
appropriate and well stated. He reported on September 11 and
12 the Mission Covenant Church at 12th and Veneta celebrated
their 50th Anniversary. Several of the original organizing
members of that church were in attendance and the one he
wanted to say "well done" to is "Aunt Evy" Evelyn Nylin. He
noted there are many things nice like this occasion that are
going on in the City, but are not publicized and he felt such
occasions should be more widely known.
Mr. Colvin reminded everyone that District # 1 Coalition
meeting will be held September 16, 7:00 P.M., at the Sheridan
Park Recreation Center. Mr. Ron Hough of the City's Community
Development Department will make a presentation on what's in
the future for east Bremerton. On September 18, 11:30 A.M.,
at the Bayview Inn, the Martin Luther King Memorial
Scholarship Fund is hosting Governor Lowry at a celebration of
Constitution Day. Tickets are still available for this event,
($15,00), and may be obtained at the door.

accepted by Pat Foley Collier, member of the Elizabeth
Allington Chapter of the National Society Of The Daughters Of
The American Revolution.
2. September 17, 1993 Prisoner Of War And Missing In Action
Remembrance Day, accepted by Bob Sauter, President of Kitsap
County Veterans Coalition. He encouraged the Mayor and City
Council members to attend a vigil and ceremony on September
17, 12:00 (noon) in Olympia, in remembrance of all veterans
who have not been accounted for over these many years.
Robert Boddie, 4402C Arsenal Way, POWER INC., reported the
opening of a multicultural resource center on Sylvan Way - One
World Unlimited. It is his hope that resources from this
center can be brought into Bremerton schools. As he stated at
the September 8th Council meeting, it was brought to his
attention that the construction project on 4th Street does not
include people of color. He has received numerous phone calls
regarding that situation and he believes the City needs to
take the lead in correction that situation. He urged citizens
to please get out and vote at the November election. It
pleased him to see a group of Boy Scouts in the Council
meeting audience. He thanked Ray Gareto of U.S. West for
supporting POWER. There is need for other organizations and
businesses to assist POWER in their programs. Mr. Collins
pointed out Mr. Boddie stated there were no people of color on
the 4th Street project. He questioned if Mr. Boddie had
reviewed the contract to see if it meets all of the
requirements of the EEO Act? Mr. Boddie stated he did not
know all of the particulars, however, when he has made checks
at the construction site he has not seen any people of color.
He was also was not sure how many people of color the City of
Bremerton employs. Mr. Collins pointed out the 4th Street
project is not being built by City employees. He emphasizes
when the City writes a contract for someone else to do the
work, then there is a requirement within that contract that
they meet the requirements of the Federal law. Mr. Colvin
suggested that Mr. Boddie requested a copy of that contract

from the City Attorney.
Don Atkinson, Bremerton Main Street, announced a benefit fund
raising event for Paul Goheen is scheduled for September 16,
6:00- 9:00 P.M., at Cameron Hall at Our Lady Star Of The Sea
Church. This event will include a fine Filipino dinner,
auction of 125 items along with some entertainment. Tickets
($15.00) for this event will be available at the door.
B. J. Forte, POWER INC., stated in reference to Mr. Boddie's
concern over the lack of people of color on the 4th Street
construction project, he would like to see the affirmative
language in that contract as soon as possible. He is very
concerned over the drug activity going on in the City. This
past week he contacted Police Chief McNeal and asked him what
was going on with a sting operation on a certain property
located by the DSHS Offices. He had conducted personal
surveillance at this particular drug house, putting his life
on the line by entering that structure. President Fitz
suggested that Mr. Boddie talk with the Mayor or Police
Department on this issue because it may not be appropriate to
discuss it at this public forum. Mr. Forte stated he believes
the public needs to know about such activity. President Fitz
stated she felt the public needs to know about drug activity
in the City but identifying a single activity may harmefforts
that may be happening through the Police Department.
Forte stated he was concerned that no one returned his call
and he felt if he was putting his life on the line they needed
to know. President Fitz stated she agreed that Mr. Forte
deserved a return call from the Police Department. She will
requested that the Mayor have Chief McNeal contact Mr. Forte.
Pastor Rachel, Mt. Zion Missionary Church, stated he was here
to give a vote of confidence to the POWER, INC. Someone said
that wisdom is knowledge used correctly and what POWER hopes
to accomplish is to bring unity and oneness into our
community. In order to accomplish such a goal it will take
the support of every individual. He announced POWER's next
meeting is scheduled for October 7, 7:00 P.M., at the Mt. Zion
Missionary Baptist Church. He extended an open invitation for
the Mayor, City Council members and general public to attend
that meeting to share concerns and suggestions to make
Bremerton a better community. He stated he believes in
dedication and steadfastness and he sincerely believes that
those people working in and with POWER are dedicated to this
organization.
Roy McInnis, 2711 Maple Street, stated he hears the concerns
and problems about what's going on in Bremerton, however, he
recently visited the City of New York and he has never been so

happy to return to Bremerton. Yes, there are problems in
Bremerton and he acknowledged Bremerton is not as large as New
York, but from the activities he saw in New York, we really
have nothing to compare. He supports Pastor Rachel and what
he says about becoming united into oneness in the City of
Bremerton.
Don Larson, 135 Rainier Avenue, reported last weekend a slide
show was given on marine life at the Kitsap Regional Library.
He is working with TCI Cable Access to coordinate having that
same program telecast on the Cable Channel. He reminded
everyone of the clean up effort on Saturday, September 18,
11:30 at the First Street Dock. Transportation will be
available for volunteers to several clean up sites. Prizes,
pizza and pop have been provided by local individuals and
businesses. He was pleased to announce that a 41 ft. Coast
Guard patrol boat will be open for tours from 11:00AM- 4:00
P.M., and a Coast Guard helicopter will stage a sea rescue at
1:00 P.M. He did receive confirmation from the City Fire
Department that a MEDICI aid vehicle would be stationed at
the First Street Dock if it was not called out for
emergencies. He announced Coastweeks Journals are available
by calling 1-800-424-4EPA. Also, there is a publication
called People For Puget Sound Activity Guide Book that lists
upcoming events such as Puget Sound Kids Day 1993 on October
16. These guide books are available by calling 1-800-people-
2.
Robert Jones, Assistant Scout Master of Troop 1560, introduced
five boy scouts: Richard Lewis, Matt Fry, Brent Butherus,
Garred Anderson and Mark Brandt. The Boy Scouts were
attending the City Council meeting in order to earn a Merit
Badge.
6A - 1993 DEVELOPMENT DIVISION BUDGET ADJUSTMENT ACTUAL 1993
CARRYOVER, #AB93-184
The 1993 City Budget for Community Development, including the
Development Division, was adopted in November 1992, prior to:
(1) determining the actual 1992 budget carryover; and (2)
establishment of the Kitsap County CDBG Program.
The purpose of the 1993 Development Division Budget Adjustment
is to (1) reflect the actual 1992 carryover amount; (2)
reflect City administration of the Kitsap County CDBG Program
(including a new senior planner position for CDBG); and (3)
reflect City administration of the Housing RehabilitationLoan
Program using Bremerton CDBG funds.
Carol Dickinson, Development Manager, stated this budget

adjustment reflects that in 1992 she spent more money than she
thought should would so she has less funds to carry over in
1993. The budget adjustment also makes adjustments to Fund
109, the City's Block Grant Budget, by backing out some of the
costs that she though would have been picked up when it
appeared Bremerton was to be its own Block Grant Program.
Backing out those costs needed to be done and then to reflect
use of Kitsap County Block Grant monies to pay for her and her
staff...going into the City's General Fund - Fund 16. As part
of that process working with Kitsap County Block Grant funds,
a new Senior Planner position was created to help with the
additional work load of running a 1.8 million dollar Block
Grant Program. The funds for that position from Kitsap County
were approved unanimously by the Kitsap Regional Planning
Council last spring and as a token of good faith they have
already adopted the Administration Budget for 1994, which also
reflects funding for this position. This particular Budget
Adjustment has been reviewed in detail by both City Council
committees.
Mr. Waibel noted the Block Grant program budget amounts to
$622,000 with 75% being made available for Housing Rehab
Loans. He felt this was a real opportunity for the public.
He did have a concern, in terms of looking back at some of the
other years in that there were carryovers in the Housing Rehab
Loans: 1990 $97,000; 1991 $200,000; 1992 $124,000. He hoped
the full 75% could be given out in 1993. .Ms. Dickinson stated
she shared Mr. Waibel's hopes and what that reflects is a
combination of a number of years and about $400,000 worth of
loan business that was sitting around prior to arrival of the
current administration. What is being carried over now is the
reflection of some additional money that was allocated to the
Rehab Loan Program and loan repayments that are generated
annually and put into the revolving fund. She hoped to catch
up soon and would invite more rehab loan applicants. In the
last three years she has doubled the amount of loan business
done each year starting with $60,000 to about $200,000 in
loans in 1992. In 1993 she has done about 1/2 times more
rehab loans. It helps to have positive articles in the
newspaper about the future of Bremerton. President Fitz
questioned if the loans were available for just homeowners or
are they available to investors of rental properties? Ms.
Dickinson stated there are fund available for both. The
majority of funds and those being discussed at this time, are
specific to home owners. They were successful in getting a
small amount of County Block Grant money to make loans to
investor owners of property.
Public comment - none.

Mr. Dawkins questioned if there had been any news from
Washington D.C. about future funds and/or any new regulations?
Ms. Dickinson stated there are always more regulations and new
regulations, but she believes there are some positive changes
in the regulations. She anticipates having 1.8 million
dollars of 1994 Kitsap County Block Grant, which is a modest
increase over 1993. Mr. Dawkins questioned if the application
process for those funds had been started? Ms. Dickinson
stated yes, she advertised for applications for the 1994 funds
on September 13. She noted applications are available through
the Community Development Office and due in October 8th.
Mr. Johnson commended Ms. Dickinson for her usual excellent
staff work and he will be thinking of the County folks and
Kitsap Regional Planning Council as they go through the Block
Grant Hearing process.

expired. It is recommended he be reappointed to another term.
Attached is his application for appointment.
Mayor Mentor urged Council to reappoint Tom Rosebraugh, who

Bremerton and Bremerton Housing Authority.

Mrs. Horton stated although under the County rules these
people are not required to live within the City limits, the
City Charter encourages that they do even though this isnot
a permanent committee. She emphasized all of the above named
individuals do reside in the City limits of Bremerton.
Public comment - none.
Mr. Dawkins questioned if he understood correctly that these
committee will be writing the pros and cons information for
the Voters Pamphlet strictly as an information item? He also
questioned if the City Attorney would review those statements
prior to their being submitted to the County? Ian Sievers,
City Attorney, stated he would not review the two committee's
responses as they are intended to be advocacy statements.
Those statements will be under the scrutiny of the County
Auditor prior to being printed in the Voters Pamphlet.
