Mr. Overson reported again it appears that the City has met another
emergency response with over 18 emergency vehicles involved in
controlling a fire in the downtown area this morning. Over the
weekend his neighborhood experienced some challenges and he was
pleased to report the Police responded very rapidly and resolved an
explosive type situation. He emphasized he is glad he lives in the
City and has the advantage of such rapid emergency response when
needed.
Mr. Farr reported this past week he visited the newly opened
Antique Galleries Of West Sound, located in the 4th and Pacific
Arts Building. Me extended congratulations to the Sandy Perry, Ron
Barrington and Willy See, owners of that new business. He
emphasized contrary to comments that there is nothing downtown
worth seeing, he along with many others are remiss patronizing
places of business that are located there.
Mr. Law reported the District #3 Neighborhood meeting is scheduled
for June21, 1994, 7:00 P.M., at the Senior Center located at 13th
and Nipsic Avenue. The guest speaker at that meeting will be
Kitsap. County Sheriff Pat Jones.
Mr. Dawkins commented on the efforts of the City's Fire Department
personnel in their containing the early morning fire of several
businesses in the downtown area. The Fire Chief commented to Mr.
Dawkins that they appreciated the response from the other
jurisdictions in helping to fight the fire by relieving some of the
very tired City fire fighters.
Mr. Colvin announced this will be the first time that he will have
missed the Flag Day Ceremony, on June 14th, since he became a
· Council member. He wished more members of the City Council could
have heard Municipal Court Judge Bruce Martin's presentation at the
Bremerton Central Lions Club luncheon meeting today. He thanked
Ian Sievers, City Attorney, for his comment that there are some
items in the City Charter that need to be changed and he expected
the City Council to address them in due time.
Mr. Winters thanked the citizens and City employees for helping out
and working on the fire that took place this morning on Pacific
Avenue, which was located about five doors away from his business.
The businesses in his immediate area do have a comradery to help
one another and he agrees. that the potential for downtown is
unlimited. When a crisis arises like this fire, you see people
pulling together to help one another. He urged anyone having any
information about how that fire started to please contact the
Police Department

Mayor Lynn Hotton stated the Fire Department has made the
determination that the fire on Pacific Avenue was arson caused and
they are carrying out an investigation. She commended the City~s
Fire Department on the wonderful job they did containing the fire.
One of the reasons why so many different units from around the
County responded was due to it being a difficult fire to fight
because of the building construction. Even though the fire
fighters had been fighting for only a couple of hours, they were
exhausted and the additional fire personnel allowed the original
fire fighters to go off line thereby keeping them from becoming
injured in some way. She expended special "thanks" to all of the
Fire Department units for responding so quickly.
Mayor Hortonts activities this past week included attending an
awards presentation at the Bremerton High School where almost one
million dollars in awards were given away to Bremerton High School
students. One student received over $300,000 worth of
scholarships. 'Even without that one students contributions, there
was in excess of $600,000 in awards given to our High School
seniors.
Mayor Horton made the following statement of apology in response to
Mr. Parypa~s letter and response at the previous Council meeting:
She did in fact misread Mr. Parypats letter and it wasn't until he
spoke that she realized that she had erred. She emphasized there
has never been a policy released from her that City parking
regulators should not enforce Parking Ordinances as written. She
has been fully supportive of enforcement parking on sidewalks,
parking illegally on planting strips, parking the wrong way, etc..
She thought that she had conveyed that to staff, and if in fact she
did not, she sent a memo to staff on June 2 re-articulating her
position on what should be enforced and when.
Mayor Horton was pleased to report that the City has been awarded
a low interest loan for the Callow Basin CSO Design program in the
amount of $731,000~ and the City was able to secure a grant for CSO
Water Quality Characterization of $94,000. The following
Proclamations were read:
(1) June 19 - 25, 1994, as HIRE A VETERANWEEK.
(A Hire A Vet Job Fair - June 24, 9:00 AM - 3:00 PM at theAM
VET Post #1, 5717 South Tyler, Tacoma. A local number for that
program is 478-4745)
(2) July 9-10, 1994, Ethnic Unity Celebration (Summer Fest 1994,
accepted by Lennie Meter, Robert Boddie and Kathern Urfey.
Robert Boddie, POWER, was pleased to report the start of their
second training program, which is getting gang members and youth at

risk into productive programs and off the streets. Two more
programs will soon start with Congressman Norm Dicks and the City
of Bremerton. Me emphasized it is important that businesses get
involved by contacting POWER (792-0637 or write to 920 Park Avenue
Room 203, Bremerton, WA 98310) to help get youth off the street and
put them into productive activities during the summer months. They
are targeting youth between the ages of 16-22 to be eligible for
the training programs that are available. An Out-Of-School Dance
"PAJAMAJAM" will be held June 17, 9:00 PM to 1:00 AM, at 920 Park
Avenue.
Kal Leichtman repeated his challenge to Mayor Horton to set up
another debate addressing the issue of "disincorporating the City".
Mr. Lefcoski noted that the City approved hiring of a Grants Writer
to pursue grant funding for City needs. Me questioned the status
of the Grants Writer and any progress being made to acquire grant
funding? President Huff-Menees noted prior to Mr. Lefcoski coming
into the Council meeting Mayor Morton reported that the City
recently received a loan interest loan in the amount of $731,000
for the Callow Avenue Basin CSO project and a $94,000 grant. She
also anticipates getting future reports from the Grants Writer.
Mr. Lefcoski asked if additional grant applications have been
submitted? President Huff-Menees stated yes.
Ruth Davies questioned the status of the old Street Department
facility near Evergreen Park? Mr. Neville stated the site will be
used as a staging area for construction of the CSO project. Mrs.
Davies questioned if the public would be informed of any
consideration of uses of that site or its sale? Mr. Neville stated
he understood that long termplans for that site include turning it
over to the Parks Department for expansion of Evergreen Park. Mrs-
Davies read excerpts from DEMOCRACY IN AMERICA as a tribute to'
Robert A. Ackerman, a man who left this life as a free man in
heart, soul and mind.
Maryann Harris .and Gary Garten, both downtown business owners,
brought a message to the City Council and to the public that they
believe in Bremerton and convinced that downtown Bremerton will be
a vibrant, alive place, which it is now and more so than people
realize. In order to change .the misconception of what downtown
really is, they have asked the local merchants and property owners
of the downtown core to come together and develop ways to let
people know the good news as to what is happening in the downtown
area. As a result of those meetings, a Good News Newsletter will
be created by direct mail as well as handouts in all of their
businesses. They are working with the Chamber of Commerce as well
as Bremerton Main Street to pool ideas. She was pleased to report
that people are willing to pool their money as well as their ideas,

which they find to be exciting. Part of that project is to create
a Downtown Walking Map, which will be displayed on the First Street
Dock next to a Visitor Kiosk. They are also working with the Port
Of Bremerton, who awarded them $3,000 towards the sign project.
They will also be working with Mayor Horton to putt,up directional
signs from the waterfront area to the upland properties and
businesses. Mr. Garten thanked the City Council, Mayor Horton and
City staff members for their assistance. Mrs. Harris encouraged
any new downtown business to attend their next weekly meeting -
June 9, 9:00 AM at the meeting room at Yesterdays.
Keith Anderson expressed his concern over having to separate his
garbage into recyclable bins and then turn around and pay the City
a recycling fee. He believes that the present garbage collection
process is what is causing people to dump illegally. He insists he
will not use the recycling bins nor pay a recycling fee and is
willing to suffer the consequences. He lives in one of the poorest
but proudest sections, west Bremerton, and having to pay added
costs for service is just another "kick in the rear end" of poor
folks. He asked if a listing could be posted showing the
percentage of money received by the City as a result of the
recycling program.
C. D. Montgomez7 thanked Don Pratt,- Director of Community
Development and David Nelson, Building official, for prompt action
removing billboards from neighborhoods. The neighbors in his area
really appreciate the effort by the City to resolve the billboard
problem.
Elizabeth Buell expressed her concern that one of her neighbors put
up a fence that blocks the view she had of boats traversing Port
Washington Narrows and the Warren Avenue Bridge. She referenced a
planning issue that addressed removal of a portion of a view
corridor on Shore Drive, which was turned down by the City Council,
and questioned why didn't the same thing apply to her situation?
Mary Lou Long referenced two newspaper articles about the City
Council Study Session discussion that proposed ramping down the
City's garbage tax. She questioned if she understood correctly
Mayor Horton's comment that five police officers salaries would be
lost if the complete garbage tax (20.4%) was taken away? She
pointed out the City of Seattle offers their recycling program at
no extra cost to the residents. Another issue discussed in one of
the newspaper articles had to do with public access television and
the fact that someone from City.government had attempted to review
or interfere or somehow manipulate public access programming. It
upset her to hear that was part of the material and discussion at
the Council's Study Session. President Huff-Menees interrupted
Mrs. Long noting that she had made a statement that was inaccurate

City Council Reg. Mtg. Minutes

and she did not want the public to believe what was stated. The
statement that Patrick Hirsch made at the Council Study session
had to do with the fact that he wanted those in government to be
cautious of not getting into a position of being asked to sensor or
screen public access programs. When he was questioned as to
whether the City had attempted to do that in any way, he replied
no, that had not been the case, but only wanted to be certain
· coming into a campaign season that would not take place. Mrs. Long
noted the way the newspaper article was written it sounded like
someone had tried to preview programming that was done by someone
within the public. President Huff-Menees stressed there was no
situation where that took place and if she checked with Patrick he
would confirm that fact. Mr. Lefooski stated for clarification
that he attended the Study Session Mrs. Long referenced and the
Mayorts comment about five police officers salaries was only a
relative thing. No one at that meeting asked to remove five police
officers, in fact, Mr. Overson emphatically stated that would not
happen if anything we need more Police Officers and firemen. Kal
Leichtman stated he also attended the referenced City Council Study
Session andhe understood Patrick Hirsch to say that a City
employee did come to him'and ask to review programs prior to their
being broadcast. President Huff-Menees stated Mr. Hirschts
statement was that he had received a telephone call where he had
been asked if they screen and the reply was no they do not and that
was what he was concerned about. Mr. Leichtman stated he and
President Huff-Menees had a difference of opinion on that point.
Gordy Byrd expressed his concern for the people who lost their
businesses in the recent fire and wished them the best in their
recovery.
Mr. Winters offered if anyone had any merchandise at the burned out
shoe business to contact him at his place of business - 119 Pacific
Avenue and leave their name and phone number he would pass it on to
the owners.
Brian Mueller stated he attended the previously referenced Study
Session and he wished to clarify several points concerning both
newspaper articles. He agreed that the City did not say five
Police Officer positions would be lost if the City's garbage tax
was removed, it was an example of the total amount of money such
action would impact. In reference to the issue of reviewing or
screening of public access programs, Patrick Hirsch was in a bad
position and tried not to name what City member had asked to review
tapes that were to be presented on public access. After the Mayor
and City Council members pressured him on that issue, Mr. Hirsch
did named who did the questioning and he stated he had not allowed
them to review the tapes and he stated he would not allow them
access to any public access programs. The City did in fact ask to
TAPE #1209
City Council Reg. Mtg. Minutes

review them, but there is some question as to whether
or not the intent was to stop such programming. He emphasized
statements made at the Study Session did happen as reported by "The
Sun". The reason Mr. Hirsch brought up the issue in the first
place was to let the City Council know that public access is public
access and although part of it is controlled by the City, the
access is not controlled by the City. Ruth Davies stated she was
asked if she would sign a release to let someone from the City view
tapes that she had submitted for programming on public access
television. Her response to that request was no, they can view it
when it was aired.
6A - ACCEPTANCE OF WASHINGTON TRAFFIC SAFETY COMMISSION GRANT,
#AB94-119
Request the approval and acceptance of the Washington Traffic
Safety Commission Grant funding for the Bremerton/Kitsap County DWI
Task Force. The grant is in the amount of $21,840. The Task Force
attempts to reduce the incidence of impaired driving through
education and enforcement. It is a joint cooperative effort with
the Washington State Patrol, Kitsap County sheriff's office and all
County municipal jurisdictions.
Les Pope, Manager of the DWI Task Force Program, provided the
following update: In the last year the Task Force has removed
about 300 drinking drivers from the roadways, issued about 1200
moving violations to people stopped by the Task Force, provided
education directly to about 1,000 people through he and his
volunteers. For the second year in a row, their project was
selected by the State as the best DWI Enforcement Program in the
State of Washington. The proposal before Council is to authorize
the acceptance of grant funding from the Washington Traffic Safety
Commission that in part funds this project.
Mr. Neville asked if the grant funding would encompass. boating, not
just driving on highways? Mr. Pope stated this is not a boating
safety project and would qualify under a separate grant that comes
from the State Department Of Transportation.
Mr. Dawkins stated he understood that there was no requirement for
matching funds from the City as part of this grant? Mr. Pope
stated Mr. Dawkins was correct, the grant funding and contributions
from the other law enforcement agencies in Kitsap County fund their
program.
Mr. Overson stated aside from the statistics Mr. Pope related,
there have been good reports on the result of this program. Mr.
Pope was pleased to report that in 1993 they were able to reduce
drinking- driving fatal accidents by 55% and it looks like that is
continuing on this year as well.

6B - CONFIRMATION OF APPOINTMENT OF PATRICK HARRIS-TO POSITION OF
DIRECTOR, PARKS & RECREATION, #AB94-120
Recruitment of candidates for the position of Director Parks and
Recreation was conducted in May. Fifty applications were received
and four of those were invited to an assessment center on May 27,
1994. Candidates were evaluated by a panel of four assessors. The
panel felt Mr. Harris would make an excellent selection to fill the
vacant position.
Mr. Harris is a graduate of Western Washington University with a BA
Degree in Psychology. Mr. Harris has been working for the City of
Edmonds Parks and Recreation Department for a little over six
years.
Mayor LYnn Horton briefly outlined the procedure used for the
Assessment Center in screening the candidates. All of the
Assessment Center team members were impressed with Mr. Harris's
consistency, common approach to things and ability to deal with
people. Mr. Harris has a strong background in park maintenance,
which can be of great benefit to the City considering the City's
park system is aging and there are issues that need to be
addressed, including ADA requirements, park maintenance and upgrade
positions, etc. She urged the City Council to support her
appointment of Patrick Harris as the City's Parks and Recreation'
Director.
Vicki Vanneman, outgoing Director of Parks and Recreation, stated
she had verypositive contact with Patrick over the past five years
and he was always readily available to offer advice or assistance
when asked. He brings intellect and passion for the profession and
she believes he is an outstanding choice and the Parks Department
will be in terrific hands, assuming Council confirms his
appointment.
Mr. Overson noted a comment had been made that Mr. Harris is an
individual who combines the best of both of the City's last two
Parks Directors, which he felt was a rare compliment.
M/S/C/U(Winters/Dawkins) the City Council confirms the appointment
of Patrick Harris to the position of Director of Parks and
Recreation and authorize the Mayor to execute the employment
contract.

Patrick Harris stated he was honored to become a part of the City
of Bremerton and that he was following in very large footsteps. He
will do his best to continue the tradition of excellence and carry
on the work that was started under Vicki Vanneman.' He looks
forward to developing a good working relationship with the City
Council, staff and community at large. Lastly, he introduced his
wife Shannon.
Mayor Horton stated since the City of Edmonds took away one of
Bremerton's Parks Directors, it was only fair that Bremerton take
similar action by enticing Mr. Harris to Bremerton. She wished Ms.
Vanneman a very successful career and a lot of happiness.
6C - TRANSPORTATION ELEMENT OF THE CITY COMPREHENSIVE PLAN
PROFESSIONAL 8ERrICES AGREEMENT WITH PARAMETRIX, INC., #AB94-121
A Professional Services Agreement has been negotiated with
Parametrix, Inc., to provide engineering services for the analysis
of existing and future transportation conditions and needs, and to
assist the City in preparation of the transforation element of the
City Comprehensive Plan. Parametrix has extensive transportation
modeling and comprehensive plan element preparation experience.
Additionally, Parametrix performed the transportation modeling and
technical report preparation for SR3/SR304 Gorst to Bremerton Ferry
Terminal project which wilt be built upon to provide a City wide
transportation plan. The Professional Services Agreement is in an
amount of not to exceed $60,837.00. A budget adjustment is
included to fund this work. The action before the City Council is
approval of the agreement and the budget amendment.
Randy Witt, City Engineer, outlined the scope of work: Task I -
look at existing conditions of the transportation network and
establish the first cut level of service that transportation
network is to provide. The next step would be to identify
deficiencies that currently exist, such as 11th and Warren Avenue.
Next comes working with the citizens to look at possible solutions
to problems and then to look at future traffic conditions and using
the same scenario to identify any problems that may result. The
fun part comes in reassessing what we have for how much money we
have available to do it, getting concurrency with County, State and
surrounding areas and the City's land use. He anticipates a lot of
citizen involvement, which he feels is essential, in some key areas
as to what is desired for a level of service and possible solutions
to transportation problems. He highlighted three things that will
not be addressed as part of this proposal: (1) Sinclair Inlet
bridge (a regional problem,~ not just a City problem); (2) Manette
Bridge replacement; (3) "third bridge" that is talked about as a
way to relieve the traffic on Warren Avenue Bridge. (Note: they
will review the current conditions on Warren Avenue and what
impacts would a bridge have improving the conditions on Warren

Avenue).
Proposals were solicited from two firms, KJS, who is doing the
Countyts regional traffic modeling and thus had a step towards the
door of being able to do the Cityis work, and Parametrix Inc., who
has been involved in the Gorst- Bremerton Connector Road project.
Parametrix Inc. was selected due to their familiarity with the City
and their involvement in the Gorst-Bremerton Connector project and
the fact they have about 35% of the City already modeled. As
discussed earlier, Parametrix Inc., is a veryprofessional firm and
the City has had good success with them on the Gorst-Bremerton
project as well as a good working relationship.
The Budget Adjustment request includes $21,000 out of the Arterial
Street from the Ending Cash, $5,000 from the Planning Department
Funds and $5,000 from the Parking Fund.
Mr. Dawklns questioned the term of the contract? Mr. Witt stated
the contract expires July 1, 1995, and the work time lines are
outlined in Exhibit B - Budget Estimate Summary/Proposed Schedule.
There is a start date of.May 23 and being completed by August 26.
This assumes a one-week turnaround on citizen involvement.
President Huff-Menees questioned the meaning of "citizen
involvement"? Mr. Witt explained what is proposed is to use the
Citizens Action Committee of the Growth Management review group
that the Department of Community Development is using to walk
through.all the different aspects of the Cityts Comprehensive Plan.
Working with such a group is a good way to educate them on specific
issues and it is a good way to get a feel for what level of service
is, what the trade-offs are and costs involved. He also
anticipates bringing the information back to the Council at a Study
Session, which will be open to the public.
Mr. Colv~n stated Mr. Witt eluded to the location of the Manette
Bridge and then said that would not be part of the subject
contract. He asked if he was correct? Mr. Witt explained for
purposes of this contact it will be assumed that the Manette Bridge
will stay where it is currently located. There have been some
discussions in the neighborhoods since the State indicated that
bridge is on the replacement list. This project will not try to
solve that question and is a project on to itself that will involve
a lot of work.
Mr. Farr stated he was approached by a constituent whose idea was
to have citizen involvement replace rather than supplement the work
of the study. The information presented by Mr. Witt during this
discussion and the information presented at the Operations
Committee sounded like that was technically impractical and what
TAPE #1209
City Council Reg. Mtg. Minutes

the City is buying through this contract is use of software, use of
modeling and that strictly by citizen involvement without technical
expertise of a company such as this we would not be able to
accomplish this project within any reasonable time frames. Mr. Witt
stated Mr. Farr was correct in describing his approach. The City
needs the technical modeling done for both existing and future
conditions to identify deficiencies that will show up. As
mentioned earlier, certain deficiencies are already know, but what
needs to be done is to construct a City-wide model that can
identify the deficiencies City-wide. The modeling can also
identify how bad the deficiency is, i.e., what is the current
volume capacity ratio of a particular intersection, etc. Where
citizen involvement is essential is once the problems have been
identified then solutions need to be developed.
Mr. Winters questioned if Parametrix Inc., will bring their work in
on time? Mr. Witt stated Parmetrix is committed to meeting the
schedule that they proposed if the City can meet the one week
turnaround of citizen input. What he does not want to happen is to
have the schedule so driven that citizen input is skipped. Mr.
Winters asked the amount of progress made by Parametrix on getting
this work done? Mr. Witt stated Parametrix has not yet started any
work identified in the contract. What theydo have is the work
already done on the Gorst-Bremerton Connector Road project and some
other technical information they can build upon. Mr. Winters asked
if Mr. Witt anticipated any need for any future budget adjustments
on this project? Mr. Witt stated no, unless they go outside the
scope of work as identified in the contract.
~ordy Byrd expressed his concern that vehicles departing the ferry
and vehicles entering First Street do not always stop for
pedestrian traffic. President Huff-Menees reminded Mr. Byrd that
his concern was not part of this discussion and suggested that he
meet with Mr. Witt following the City Council meeting to discuss
his concerns.
Mr. Overson noted Dan Eisses made an excellent presentation on this
proposal to the Fiscal and Budget Committee, and particularly gave
him a good feeling about the objective quality of this contract in
that the level of service is going to be a take away from this. He
questioned if the Council would be given interim input? Mr. Witt
stated he 'expected at a minimum he would be reporting back to
Council at their monthly Study Session. As they get into the level
of service, he anticipates that being brought to Council as an
Agenda item. Mr. Overson noted his respect for Parametrix, based
on.their previous work for the City and he believes they understand
community involvement Bremerton style.
Mr. Law stated the Budget and Finance Committee "grilled" the

Assistant City Engineer on this issue that this proposal would turn
out to be a "bridge selection committee". The Committee was
assured that was not the direction of this proposal. At that time,
he also expressed a concern that the citizen input segment not be
limited to a few dominate individuals, but that a broader
prospective be included.
President Huff-Menees stated having served on a Citizens Advisory
.Committee on the Gorst-Bremerton Connector project prior to coming
to Council and working with Parametrix, she was familiar with the
excellent job they do in working with citizen input and citizen
advisory committees.

7A - RESOLUTION NO. 2468 NAMING THE BALL FIELD AT WARREN AVEME
PEa&YFIELD, #AB94-122
Murrel Carpenter, a long time volunteer with the Warren AVenue
PeeWee Association, passed away early this year. As a tribute to
Mr. Carpenter's commitment to the PeeWee programs, the Association
proposed naming the ball field for Mr. Carpenter. A Parks and
Recreation Commission Sub-Committee reviewedthe proposal, reported
to the entire Commission at the May 24th meeting and the Commission
voted unanimouslyto recommend the naming of the ball field'for Mr.
Carpenter.
Vicki Vanneman, Director of Parks and Recreation, stated every now
and then a citizen comes along who through his/her actions or
efforts truly makes a difference in a community. Both Mr. and Mrs.
Carpenter made a huge difference to the Warren Avenue .PeeWee
Association and to the young athletes that have been participating
under that association's banner over many years. The Parks and
Recreation Commission and members of the Parks Department staff.are
pleased to pass along a strong and heartfelt recommendation to pass
this resolution that would name the ball field, from the foul lines
in for Mr. Carpenter. She read the following. from the
Subcommittee's recommendation: "Murrel and Betty Carpenter set an
example of unselfish contribution to youth of our community and to
the Warren Avenue field for approximately 27 years. Renaming'of
Warren Avenue Playfield to Carpenter Field is proper recognition
and reflects Bremerton's commitment and appreciation to people like
the Carpenters who give graciously of their time for the enrichment
of our community".

Mr. Neville asked if an appropriate sign will be placed on the

Director of Parks and Recreation that a smaller version of the new
Parks signs be included in the 1995 budget and mounted permanently
at that time.
Mr. Winters stated he was acquainted with the Carpenter family and
it saddened him that Mr. Carpenter passed away. He was honored to
have this proposal come before Council and asked that he be allowed
to make the motion to approve this proposal.
De1 Knauss thanked the Director and Assistant Director of the Parks
Department and the Parks and Recreation Commission for their
assistance on this proposal. By the support of the City Council
and Mayor of this action, it shows City's dedication to citizens
who dedicate their lives to youth activities.
Greg Triggs, member of .the Warren Avenue PeeWee Association, a
parent and coach, gave a brief history of the PeeWee association in
Bremerton. It pleased him that his son now has the opportunity to
play for the Warren Avenue PeeWee's and credits the dedication of
the Carpenters to the long survival of that 'organization.
Mr. Neville stated as the current President of the Warren Avenue
PeeWee Association, he enjoyed working with Murrel Carpenter
through the years. Murrel was an outstanding individual and his
hard work is something that he looked up to and was amazed many
times how he would give so much of his time just to see the smile
on the youths faces. He was inspired by the dedication shown by
Murrel.
M/S/C/U(Winters/Neville) to adopt the Parks and Recreation
Commission's recommendation by passing Resolution #2468 that names
the ball field at Warren Avenue Playfield Carpenter Field.
Mr. Dawkins noted another dedicated citizen who contributed much to
youth is Frank Kidrick, not only as a coach but in the whole PeeWee
program. Mr. Neville pointed out it takes the dedication like
those two individuals for an organization to survive 50+ years.

Elizabeth Bus11 asked if the residents would be warned prior to
being penalized? Kathleen McCluskey, City Clerk, stated these are
not new infractions. This proposal is simply increasing the
penalties for infractions that are currently in force. If there is
a complaint of garbage spilling over creating a nuisance or using
someone else garbage can, there are notices and warnings given by
the City to correct the situation. Mrs. Bus11 asked if this
legislation would help her with the person who left a chair in her
yard? Ms. McCluskey stated she had no idea of the circumstances.
Mr. Neville stated the person that did leave a chair in her yard
committed a criminal offense according to the ordinance and their
penalty would go down from what the City had been charging
originally. Ian Sievers, City Attorney, explained the penalty
would actually go up as far as total penalty. In all of the
ordinances the City is restating the penalties similar to the way
the Court promulgates their schedule for Civil Infractions. There
