Mtg. Minutes February 23, 1994 Page 2 of 7 "You've Got The Power", at 920 Park Avenue. ~ stated he needed to correct a statement he made at the previous Council meeting relating to the General commanding the 99th Pursuit Squadron: The commander of that unit was not Colin Powell but rather B.O. Davis. The next District 91 Neighborhood meeting is scheduled for March 24, 7:00 - 9:00 P.M., at the Sheridan Park and Recreation Center. The program at that meeting will include Fire chief Mick McKinley and Kitsap County Auditor Karen Flynn, who will answer questions on the new Voter Registration procedure. District #1 is encouraging increased voter registration and he challenged all the other Council districts to do likewise. Mrs. Huff-Menees noted Councilman Colvin continues to set a standard and a challenge for the rest of the Council Districts and she commended the effort that goes into putting on a successful neighborhood meeting. She was pleased to report District #7 held its first neighborhood meeting on February 17, which was well attended and the info~mation given out was well received by the residents. The response was very good in te~ms of a consensus that neighborhood meetings are of value and a helpful tool to the citizens as well as the Council members. She is looking forward to future meetings and it is her hope that such good citizen participation continues. Mr. Fart reminded everyone that his first District neighborhood meeting is scheduled for March 1, at the Kitsap Lake Elementary School (Computer Lab Room), 5:00 - 6:00 P.M. A questionnaire will be available for input from constituents on future meetings and topics of interest. At that same meeting, David Boynton will make a presentation on the Kitsap Community Action Program's "Crime and Gang Intervention Team". In response to a call he received from Mrs. Mary LouLong and her request for answers to several questions relating to stormwater charges and City tax on garbage services, he will provide her copies of the letters he sent out to staff regarding those questions. P~BLIC P~COGNITION MaYor L~n Horton reported she did attend the District #7 neighborhood meeting, which was well attend and a lot of good information was given out to those in attendance. Mayor Horton made an "Award Of Appreciation" to BCAT volunteer Bert Johnson, who was selected as the 1993 BCAT Volunteer of the Year for his contribution towards the televising/programming of 1,100 hours to over 20,000 homes throughout Bremerton, Poulsbo and surrounding Kitsap County. A. Mayo, Commanding Officer Naval Hospital. Commander Mayo wished to extend a special "thank you" to Councilman A1 Colvin for being their keynote speaker for Black History Month. Mr. Campbell elaborated on Councilman Colvin's presentation and the affect it had on members of the audience. Mr. Colvin conveyed an important message when he stated "when he does a job or serves in a position he does not think of it as service as an African American, but as an American". ~, Bremerton Main Street Association, announced the third annual St. Patrick's Day celebration is scheduled for Saturday, March 12. The following activities were outlined: Parade at 11:00 A.M, second annual Bankers Irish Potato Race 10:45 A.M., street fair on 4th Street, entertainment by Irish step dancers, Reno Night 4:00 P.M. to midnight. ~, Director Of Business for the Bremerton School District, stated it disappointed him to have to report that the Bremerton School District would lose future State money if the City and County jointed the School District in funding the building of a gymnasium at the rebuilt Crownhill Elementary School. The final hurtle that could not be cleared ~as when he~et with the Superintendent Representative of Public Instruction itwas stated under the present rules the total square footage of the gymnasium would count againstthe School District for future expansion . The only way a jointly built gymnasium could be kept off the rolls would be it was a separate building (a fire wall would serve as a separate building) and the other agencies would pay for the total gym. The successful part of this action is that we've shown we can work together, are willing to work together and it opens the opportunity to make some law changes at the State level. MaYOr Horton stated she has ask Gordon Walgren, the City's lobbyist, to seek a legislature solution, she did not view this issue to be "dead" at this time, and hoped it could become a reality because of the good cooperation between the School District, Kitsap County and the City; and it would be a great enhancement to the community. Tom Osborne, President of the Board Of Directors for the Bremerton/Kitsap County Crime Stoppers, announced the Crime Stopper program received a U.S. Fire Administration Community Based Anti- Arson grant in the amount of $26,000. The Crime Stoppers organization wanted to publicly thank Lori Collins, Bremerton Fire Prevention Officer for her efforts in writing the grant TAPE #1178 City Council Reg. Mtg. Minutes February 23, 1994 Page 4 of 7 application. He provided Council members a handout that outlined their work plan to help reduce arson in Bremerton and Kitsap County. Grant funds will be used for arson reinactments for TV programs, sign boards, handout materials and anti-arson classes. One major project will help the Bremerton Fire Department link up with the Washington State Homicide Investigating Tracking System, which has been expanded to include arson tracking. Crime Stoppers is loaning Bremerton Fire Department a 486 computer that will allow Bremerton to be one of three sites in Washington State to run this system. Mr. Overson questioned the origin of statistics shown in the handout? Mr. Osborne explained the statistics reflected nation wide figures. Mr. Overson questioned any there were any local statistics? Mr. Osborne stated yes, however, he was not prepared to present them at this time, but would make them available to the City Council. Roy MoInnis, 2711 Maple Street, used the phrase "what a shame" in relation to the behavior of the City Council at the previous Council meeting and how they cut off answering a citizens question during Public Recognition. He felt very strongly that the citizens questions should be responded to if the appropriate staff member was present to provide an answer. And, it would be understandable that if an answer could not be provided at that time, that a written response would be provided at a later time. Robert Ackerman, Arsenal Way, was somewhat concerned over recent newspaper articles relating to: (1) a group of people wanting to disincorporate the City; (2) the City was purchasing property near the sewage treatment plant and would the residents have to fund the buy out of those properties through the increased utility rates. ~, P.O. Box 930 (479-1449), wanted the public to be aware that he is the only one collecting for his "Byrd's Nest" shelter for the homeless and cautioned people about donating to someone saying they represent him or his project. He also wanted everyone to know that he is not collecting any clothing for his shelter program. He congratulated several volunteer members of Kitsap Fire District #1 for their being awarded "Volunteer OF The Year" awards. Lastly, he reported from his "shelter" fund he recently donated $1,000 to the Bremerton Foodline to help in their relocation and/or increasing their food stock and he donated $550 towards rent for the relocation of a lady who was one of the burned out residents from Washington Avenue. ~, Baymont Place, announced on February 22 a group of citizens (CRAB) gathered to discuss the possibility of pursuing an initiative to roll back utility rates. The consensus from within that group was there was no reason to continue with the facade of having a City because they felt it was no longer in their best TAPE #1178 city Council Reg. Mtg. Minutes February 23, 1994 Page 5 of 7 interest to have a City. Their intent now would be to push for the dissolution of the City. Mrs. Long displayed a placard showing the name of the organization (CRAB) and phone number 479-3621. After rereading the original doc~ment that was handed out during the first rate hearing relating to the sto~mwater program, she noted there were two projects listed, both of which the Department of Ecology requested that the City take action on years ago. One project, the Callow Avenue CSO, is not scheduled until the year 2000 and she sees the potential for several more millions of dollars that the residents will be asked to pay thereby continuing to be a burden. People who rent in the City of Bremerton can leave and are doing so. She believes people who own property in Bremerton will have difficulty selling it because of the high cost of utilities. There are two major projects scheduled for 1995 and 2000. She calculated out the figures given on this particular format: lawsuit costs - $4,000,000; stormwater CSO project $4,092,000; wastewater projects $7,605,000 which comes to a total of $15,697,000. The City's budget shows $20,112,000. She requested clarification of what the $4,415,000 additional dollars are going toward. ~resi~ent Firm requested Mayor Horton direct the City Treasurer to address that question in a written response to Mrs. Long, which will be read at the next Council meeting. ~ D. Montgomery requested the City Council and Mayor Horton give Building official Dave Nelson support on a problem he is experiencing with bill board owners, who are in violation of a Building Code, and are threatening to sue the City if they are not allowed to do as they please. Shannon Cook passed on the information from a Kitsap Transit bus driver that the Opticom light at Wheaton Way and Sylvan is not working. ~ettv Buell, High Avenue, stated she is against higher utility rates, but did not want to see the "City" dissolved. She believes her fire insurance would be very costly if there wasn't a City Fire Department and questioned what affect would it have on other kinds of insurance if there wasn't a Police Department? Mar~Lou Lon~ stated there are many avenues open to the citizens of this community once the City is dissolved to protect their Fire Department and maintain it at the same level as a Fire District. She also saw no reason to be concerned over police protection due to the fact that the Kitsap County Sheriff's Department could handle the City area adequately. 6A - RESOLUTION NO. 2460. Ms. McCluskey also noted the City had received a check from Safe Way Inc., for the right-of-way vacations.
