He felt the event was a great success, and noticed everyone having a great TAPE #1393 City Council Reg. Mtg. Minutes July 17, 1996 Page 2 of 8 time dancing and listening to the music. In addition, he referred to an article printed in The Sun, "Neighbors Take Aim at Ball Field Portables", and questioned why the Sun did not have a follow-up article to report on the meeting held for citizens to voice their concerns on that issue. Mrs. Huff-Menees further commented on the Swing City Committee's Jazz event, and thanked and commended them for their creativity, energy, and accomplishments. The beautiful flower pots seen downtown are the result of their efforts in getting sponsorships for 25 planters from business owners and individuals from our community. Mr. Farr expressed his disappointment of having arrived too late at the Concert on the Boardwalk on Friday evening to see Councilman Montgomery and his mother dancing! He asked where else can you get fun, quality entertainment for free? He reminded the public about the danger of slippery roads created when it rains after having several days of hot, dry weather, and urged everyone to be careful. Mr. Overson announced the musical group Soul Survivors will provide the Concert on the Boardwalk on July 19, starting at 6:00 P.M. He also mentioned a new eating establishment downtown on Pacific, between Burwell Avenue & 4th Street, called "Simply Good Food & Espresso". Mr. McConne11 reported he attended the District #3 Neighborhood Meeting on Tuesday evening featuring the "Fire Department on Parade" He wished more citizens would have attended with their children because the children, who were in attendance, really had a great time with the firemen, fire trucks, fire hoses, etc. The Fire Department did a great job. Mr. Colvin stated he was sorry he missed the "Fire Department on Parade", and hopes to attend next year. The search is on for a group to take on the project of beautifying the area where the Scotch broom was removed at the end of the Warren Avenue bridge. He feels the area would make a nice park. Mr. Law stated the "Fire Department on Parade" was held last night at the Senior Center parking lot, and commended the Fire Department for their dedication, and eagerness to communicate and educate the public. This community has reason to take great pride in having them as part of the tea. He announced there will be no District #3 meeting in August, and the next meeting is scheduled for September 17, 1996. MAYOR'S REPORT Mayor Lynn Horton reported she had the opportunity to hit some TAPE #1393 City Council Reg. Mtg. Minutes July 17, 1996 Page 3 of 8 fairway shots at the new course at Gold Mountain and urged anyone who hasn't been there lately, to come and see the wonderful progress being made. John Alexander, Gold Mountain Groundskeeper, is leaving the City of Bremerton the first part of October, and a recruitment process is underway. According to Scott Alexander, Golf Pro, there are several outstanding candidates applying for the groundskeeper position. This is the time of year when lots of yards are over grown, and signs clutter utility poles. Citizen can report areas that need attention to reduce a possible fire hazard by calling the City Council office/478-5280 or the Mayor's office/478-5266. One last issue, the incident last Saturday at Evergreen Park was truly unfortunate, but Mayor Horton believes The Sun was premature in printing their article, which left out many important facts and information. Chief Du Fresne is conducting a thorough investigation and interviewing many people, who were in attendance at the park that day and not involved in the party. If any inappropriate conduct by the Police is involved, it will be dealt with. If it is shown the Police Department handled the situation properly, then the City would like to make that known to the public. This is an open process and all documents are a matter of public record. PUBLIC RECOGNITION Emily Moshay, Swing City Committee, commented on the Swing City Committee's desire to assist in beautifying downtown Bremerton and the placement of the flower (barrel) planters in the downtown area. The Adopt-A-Flower Barrel program has been very successful, with Councilman Montgomery being the first to participate in that opportunity. Mrs. Moshay is the chairman of the Adopt-A-Block program, which involves keeping any grass trimmed, weeds removed, windows washed, possibly painting the front of a building, etc. More information on the Adopt-A-Block program can be obtained by calling 478-0364. GordV Byrd reported on the Tuesday evening Concert In the Park at Evergreen Park and the addition of new play equipment recently installed in the park. David Williams, Citizens Involvement Committee for the Wastewater Treatment Plant Odor Control Project, announced they were in the process, in coordination with the City's Public Works Department, of forming a new citizens group or committee that will be concerned with environmental management and projects that are currently scheduled or may occur in the future for the City of Bremerton. They are looking for volunteers to serve on this committee and several members of the Citizens Involvement Committee will formthe TAPE #1393 City Council Reg. Mtg. Minutes July 17, 1996 Page 4 of 8 core of that group. The Committee's first task will be to look at the combined sewer overflow project, stormwater management along with remediation of the area for expansion of Evergreen Park, but they will not be limited to just those projects. They are seeking ordinary citizens, who have the desire to participate and become involved with the City in environmental projects and the impact they may or may not have for Bremerton and for the future. Information on the application process for this committee can be obtained by calling the City Engineering Department 478-5270 or calling him direct at 377-0270. Joyce Homer, Whistle Stop Barber Shop, 2102 E. llth Street, announced she is a new business owner in the Manette area and is pleased to be a part of the Bremerton business community. Dave Olson, former owner of the Eastside Tavern, expressed his concern about the selective justice of the Bremerton Police Department and the City Prosecutor relating to an incident at his business on April 19, 1996. He believes selective justice will keep the City from growing into a safe and secure community. President Law pointed out because not all of the legal processes on this issue have been completed, Council will not make comment to Mr. Olson's statement. Carol Atkinson, Bremerton Main Street Association, thanked all those attending the first Concert On the Dock featuring Jr. Cadillac, and the sponsors of that event Haselwood Expo, Heartland Toyota and West Hill Honda. The next concert is scheduled for July 19, 6:00- 8:00 P.M., featuring Soul Survivors. She encouraged the public to view the new granites placed on the planters on the boardwalk. Ed Rollman, 600 block of Highway Avenue, stated there are a lot of good ideas kicking around the City and there is also a new idea kicking around City government - more specifically within the Bremerton Police Department. It concerned him that there appears to be a move within the Police Department to have Police Officers work 12-hour shifts. He urged Council to reject any plan that purports to save money at the risk to the Police Officers. He personally knows the adverse affect 12-hour shifts can have on an individual, i.e. losing alertness and mobility. 7A - PARKS FACILITY CONSTRUCTION CAPITAL BUDGET ADJUSTMENT NO. 96- 24, #AR96-152 On two separate occasions, the Parks Department vehicle storage area on Lebo Boulevard has been broken into resulting in extensive damage to the vehicle fleet. A new perimeter fence is required in order to deter future occurrences of vandalism. The new fence will cost approximately $8,000. Funding for this project requires the #1197 TAPE #1393 City Council Reg. Mtg. Minutes July 17, 1996 Page 5 of 8 reallocation of dollars from previously approved Parks Facility Construction Projects. Specifically, $1,554 from the Kiwanis Stair Project (J96201), and $4,000 from the Ivy Green Project (J96205). Cost underruns associated with the two aforementioned projects make the proposed reallocation possible. The remaining money ($2,446) required for this project is insurance recovery money. Jim Spencer, Parks and Recreation Director, indicated the Summary Statement covered the issue being presented. Public comment - none. Mr. McOonnell asked if the proposed fence would be higher than the original fence? Mr. Spencer stated yes, the old fence was 6-feet and the proposed fence will be 10 ft., possibly with a few strands of barb wire along the top. M/S/C/U(Colvin/Montgomery) to approve the reallocation of funds within Parks Facility Construction Capital and expenditure of the associated insurance recovery money, allowing for the installation of a new perimeter fence around the Lebo maintenance compound. Mrs. Muff-Menees thanked Mr. Spencer and the Parks Department for their cooperation and assisting with the watering of the new flower planters that were recently placed in the downtown area, as well as providing the soil for the planters. 7B - 1996 NEIGHBORHOOD DEVELOPMENT FUNDING ALLOCATIONS AND BUDGET ADJUSTMENT, #AB96-153 HUD has released the final figures for 1996 CDBG and HOME allocations. The City of Bremerton will receive $608,000.00 in CDBG funds. During our fall allocation process, we allocated $550,000.00. We have an additional $58,000.00 to allocate. We used the previous review/allocation process as a guideline for this recommendation. The City of Bremerton was awarded $391,000.00 in HOME dollars, and we have $255,270.95 in program income from 1993- 1995. The recommendations for the additional CDBG dollars, the HOME dollars, and the program income are attached, along with the budget adjustment. Marylyn Waibel, Community Development Department, stated Mayor Horton and staff are recommending the additional $58,000 in CDBG funds be awarded as follows: $11,600 to Bremerton DCD Charleston Community Plan; $8,700 to Kitsap Community Action Program (KCAP) Housing Services; $12,700 to KCAP Weatherization; and $25,000 to Bremerton Public Works for traffic calming devices. And, they are recommending the HOME dollars be awarded to the Bremerton Rehabilitation Loan Program and recommending they be awarded as follows: $51,559.75 to Waterfront and Consultant Services; $18,400 TAPE #1393 City Council Reg. Mtg. Minutes July 17, 1996 Page 6 of 8 DCD Charleston Plan; $54,500 to the HOME Threshold requirement; and $130,811.20 to the Rehab Loan Program. Mayor Hotton pointed out the recommended programs are the same as those presented at the original Block Grant application request, and at that time the administration felt they had received good direction from Council in the event additional CDBG funds were received. She did want to elaborate on the use of traffic calming devices in areas where there are large concentrations of children and where there are long thoroughfares. People constantly complain about speeding vehicles traveling through residential neighborhoods and the City has responded with Police emphasis patrols, but that is not a long term solution to the problem. She is looking at four areas that are considered fairly high priority areas based on the number of people asking for some sort of assistance in ramping down speeding vehicles within their neighborhoods. She identified the following areas: (1) Using a planter round-about on Park Avenue as designated in the Evergreen Park Expansion Plan; (2) Lebo Blvd.,- possibly using a sidewalk bulb-out intersection at each end of Lions Field; (3) West Park - using a longer but smaller version of speed bumps; (4) Anderson Cove area - residents have requested the closure of Olympic and Bloomington Avenues, which would stop people using those two streets as bypasses to get from 19th Street to 15th Street. Emily Moshay expressed her support of both the sidewalk bulb outs and traffic circles on Park Avenue because of the location of a daycare center and Head Start Center in that particular area. Charlotte Garrido, South Kitsap resident, stated as a professional Planner, she is very familiar with the traffic calming term and understands how important it is to have liveable communities within cities and that traffic is a big issue with vehicles competing with pedestrians within neighborhoods. She encouraged Council to approve the funding for traffic calming devices in the neighborhoods. From some of the traffic calming efforts she has seen in other areas of Washington state and across the nation, she encouraged Council to make sure that the local citizens have a big part in selecting the final design. She was also impressed with the range of potential projects; however, she is knowledgeable of other types of traffic calming devices that may be of interest to the affected residents. Elizabeth Bue11 stated she frequently travels on Park Avenue and would like the City to do something about the hill going up to Warren Avenue to slow down the vehicles. Gordy Byrd expressed his support for the traffic calming devices and urged members of the public to use comment sense when traveling #1771 TAPE #1393 City Council Reg. Mtg. Minutes July 17, 1996 Page 7 of 8 on streets and using crosswalks. Mr. McOennell asked if funds repaid on rehabilitation loans cycles back into the rehabilitation loan program.? Mrs. Waibel stated yes, it goes into the revolving loan fund. Mr. Winters asked if the recommended $25,000 for traffic calming devices is the most cost effective use... could signs be used in their place? Mayor Hotton explained signs are not very effective. They may be effective the first few days after installation, but they then blend into the landscape. She did not have a specific cost breakdown by area, but she will make the money stretch as far as she can. However, the calming device for Evergreen Park will probably be factored in the project relocating 14th Street, which will allow her to place one additional planter round about on Park Avenue. She imagined the most costly area will be the intersection bulb-outs. Other cities have used these methods very effectively. She also intends to put in for another Block Grant application, for 1997, for more traffic calming. Mr. Overson stated this item was discussed extensively at the Fiscal and Budget Committee and asked Mrs. Huff-Menees, who was involved with the initial CDBG funding allocation throughout the process, to comment on the recommended allocation. Mrs. Huff- Menees stated what Council had discussed during the original application approval process included a concern that they readdress a couple of areas, one having to do with KCAP housing; and those have been addressed. Mr. Overson thanked Mrs. Waibel for her involvement in the CDBG funding program. M/S/C/U(Montgomery/Colvin) to approve the funding allocations and budget adjustment as recommended. Corkie McCarin, KCAP Housing and Weatherization Manager, thanked the Council for approving the additional allocation for the Weatherization program. She also thanked the City staff members involved in administering the CDBG funding program. President Law thanked the TV camera crew: Sharon Daniels, Stephanie James, James Noble and Mike Pebbles.
