Mr. Overson stated this is a good time of year to look around and
notice the beauty of the fall colors, and while doing that one
should also notice that the City is looking pretty good too. The
Parks Department is taking excellent care of the parks, the streets
are looking good, and he would like everyone to take notice. In
addition, for those worried about crime, we need to recognize our
direct responsibility to do our part to resolve these concerns. He
emphasized Neighborhood Watch is an excellent way to become
involved, and due to the Block Watch in his neighborhood a stolen
vehicle back to its rightful owner. He encouraged citizens to make
the program work for them.

Mr. Farr wanted to honor and congratulate one of Bremerton's
longtime couples, Louise & Dan Colter, who have been married for 53
years.
Mr. Montgomery attended the 50th Anniversary Breakfast at Olympic
College on Monday. Later that morning, he participated with 13
others on a walk through the Charleston Business District, in the
rain. That group met afterwards for discussions on the area and
felt it was worth the time. He received a response to a letter he
wrote to the President of the United States regarding the USS
Missouri, but stated it wasn't even worth reading.
Mr. Winters thanked citizens for attending two worthwhile events
held this past weekend, the Rock-the-Vote event at Olympic College
and the Kitsap Party. Yesterday, he visited the City of Olympia,
and would like to incorporate their system of downtown parking,
which includes 3 hours of free parking, and then uses a coin-meter
system. He hopes the Mayor can address this issue soon. He also
requested the Mayor to explain the Puget Sound Alliance for the
benefit of the Council and the public as well. He will be
attending the Telecommunications Local Government Game Plan on
October 30 in Tacoma, regarding the "telecommunications
revolution". He feels it is important to get a handle on this new
age data communications so that we can benefit the citizens.
Mr. Law thanked those attending the District #3 Neighborhood
Meeting on Tuesday evening. He also thanked Don Pratt, Community
Development Director, for the information he provided at the
District meeting. He feels there is good two-way communication
with the citizens of his district, and he appreciates that
citizens are comfortable in sharing their concerns.
MAYOR,S REPORT
Mayor Lynn Hotton congratulated Olympic College on their 50th
Anniversary and wished them another 50 years. She also attended
Kitsap Party, where all of the net proceeds are donated to very
worthwhile programs in our community. She reminded everyone of the
Senior Craft Fair on October 18 and 19.
Mayor Horton read into the record a letter received from the
Bremerton Housing Authority in response to concerns raised by
Westpark tenants involving law enforcement policies, particularly
the No Trespassing policy, instituted in Westpark. President Law
stated a copy of the letter will be in the Council office, and is
available to anyone who would like to read it.
Kathy McCluskey, City Clerk, read two letters to the public:

Howerton, regarding her concern on the assembly of people along
Wheaton Way. The City of Bremerton does not require a "Parade
Permit" when a group wishes to assemble and walk on the sidewalk
along a roadway. In the past, the City has received notification
from the Right-to-Life group of their upcoming rally, however, this
year, the City did not receive such notice;
2) A response letter from Paula Johnston, City Business License
Inspector, to Jan Sunderlin and Higashi Kaze, regarding the closure
of Teen Dance Club at 623 Callow Avenue N, due to serious exiting
and fire code deficiencies for dancing and public assembly use.
This was a voluntary compliance.

Dave Olson, Bremerton resident, has concerns about crime in
Bremerton. He is puzzled at the lack of integrity in the Bremerton
Police Department and Mayor's office, when choosing sides during
situations, and allowing individuals who are often responsible for
crimes, to remain out on the street, without charges. He thought
the Police Department was here for the protection of its citizens,
and mentioned the incident at the Eastside Tavern, where a deal was

made, rather than the prosecutor taking it to trial. He is
heartened to hear that his Councilman, Mr. Law, likes to listen to
the citizens of his district, however, when this issue was first
brought up to Mr. Law, he stated he did not want to get involved.
He lost his business because of actions by criminals, and lies that
were told, and taken as statements by the police. The individuals
who were responsible for the assault, have not even spent time in
jail. The truth will eventually come out, and all the people who
thought they knew what was going on, are going to be unpleasantly
surprised. He stressed the point that he feels the investigation
was incomplete.
7A - INTERLOCAL AGREEMENT WITH CITY OF PORT TOWNSENDTO FACILITATE
PURCHASE OF 1997 AMBULANCE AND A PURCHASE AGREEMENT WITH BRAUN N.W.
OF CHEHALIS, WASHINGTON, #AB96-231
Passage will allow the purchase of a 1997 ambulance for the
Bremerton Fire Department, utilizing the Interlocal Agreement with
the City of Port Townsend saving time, funds, and keeping standard
the Fire Department's ambulance fleet. Delivery will be
approximately 180 days from ordering.
Mick McKinley, Fire Chief, stated Council had taken action in the
past to ensure adequate funds would be available to fund this type
of vehicle, i.e., to keep ambulances up to date. This action will
replace a 1988 vehicle that has very high mileage. There has also
been considerable improvements in the design of the new ambulance
of today, including a safer ride for both the driver and the
patient.
Public comment - none.
Mr. Overson had a concern that this issue pre-supposed the 1997
budget. Chief McKinley stated because of the Capital Investment
Plan this purchase is already programmed, and in talking with the
Treasurer, this purchase was actually held off. Originally, the
City set up a plan for replacement every three years, so under that
schedule a purchase was due in late 1995. The time was extended in
order to accumulate additional funds to make the purchase. This
agreement is for a 1997 vehicle, and won't be delivered until
fiscal year 1997.
M/S/C/U(McConnell/Colvin) to approve passage of Interlocal
Agreement to purchase a new 1997 ambulance from Braun Northwest of
Chehalis, Washington to replace one (1) of the 1988 ambulances.
7B - PURCHASE OF (1) LIFEPAK 10 DEFIBRILLATOR/MONITOR/PACEHAKER
FROM PHYSIO CONTROL OF REDMOND, WASHINGTON, #AB96-232

pacemaker for Bremerton Fire Department that will be placed on the
new ambulance. This machine will replace the old model LifePak 5
that does not have pacemaker capability, which is required for
Kitsap County Paramedics, and is a national standard in accordance
to the American Heart Association Advanced Cardiac Life Support
protocols.
Chief McKinley, stated this item is typically included on the
vehicle, but this time the manufacturer approached them and
requested it be purchased separately. The cost is the same to the
City, but the manufacturer saves overhead costs. The Mayor agreed
to purchase it separately. He pointed out this is a sole source
purchase, and Physio Control LifePaks are a standard in Kitsap
County, as well as many other counties in the state, because of the
importance for other paramedics to be familiar with the equipment
if such a need would arise.
Public comment - none.
Mr. Neville asked Councilman Farr if the Jim Farr listed in the
paperwork was any relation? Mr. Farr stated no. Mr. Meville asked
why this item was referred to as a "demo". Stanley Plyler, Medical
Officer, explained the demo model is almost brand new, and is under
the same warranty and guarantee. Mr. Winters asked for further
information on the warranty. Mr. Plyler stated the warranty is for
one year, and includes all parts and labor.
Mr. Overson complimented Chief McKinley and his staff on the
excellent quality of information presented.
Mr. Farr questioned since this purchase will bring a total of three
LifePaks to the City does this mean that no training will be
involved or required? Mr. Plyler stated that is correct.
M/S/C/U(Colvin/Winters) to approve the purchase of one (1) LifePak
10 defibrillator/monitor/pacemaker for the Bremerton Fire
Department from Physio Control of Redmond, Washington.
President Law announced Council will hold a Study Session
immediately following this meeting, to discuss Community Access
Television; and also thanked the TV camera crew for their services:
Robert Rupe, Patricia Mathes, and Teal Judicy
