correct those kinds of situations.

Mr. winters echoed a Happy 1997 to everyone and a "thank you" to
the Council and Mayor Horton for a good job in 1996.
MAYOR'S REPORT
Mayor Lynn Horton was pleased to report most of the City had not
lost power during the recent storm. The bad news resulting from
the storm was the damage to several buildings due to roofs caving
in, i.e. K-Mart, Albertson's, Olympic College Library, a building
at the Junior High School, etc.. Governor Mike Lowry has declared
Kitsap County one of the Disaster Areas within the State.
Individuals that had storm related damage and were uninsured may be
eligible for FEMA funds. Information on the FEMA program can be
obtained by calling the Department of Community Development 478-
5275. Mayor Horton noted it was difficult getting information out
to the public due to The Sun's difficulty in getting newspapers
delivered; however, she urged the public to tune into KITZ Radio
for bulletins relating to the local areas. City facilities escaped
structural damage; however some water damage was experienced in the
City Hall Court Room, Probation office and City Council Chambers.
Two storm related fatalities were reported in Kitsap County. Mayor
Horton asked people to be patient while city crews work to clear up
problem areas. She thanked all the City employees for working so
hard to resolve problems and make the streets safe for travel.
Lastly, she urged everyone planning to celebrate the new year to
please do not drink and drive.
President Law echoed the thanks to the City crews .
PUBLIC RECOGNITION
Linda Kroum, A.L.I.V.E. Program, thanked the City Council and
Kitsap County for supporting the A.I.V.E. program. She reminded
everyone that peace on earth begins at home.
virgil Elkinton, Bremerton resident, expressed his concern over the
City's plan to remove parking from planting strips. He asked that
the city not make any decision on this issue until a group of
affected citizens have met with the city to work out an agreeable
solution.
7A - CHANGE ORDER WITH MARTIN BUILDERS, INC., ABATEMENT OF 108 N.

In October, the Building Department contracted with Martin Builders
Inc., to demolish and remove the residence located at 108 N.
Cambrian Avenue along with the contents of the house and garage.

A joint inspection by Martin Builders and the Building Department
revealed the house to be so full of debris that it was impossible
to access all areas of the structure for bidding purposes. Martin
Builders estimated the total cost of the demolition and removal to
be $9,984.24 plus tax. After the demolition was underway and the
debris near the entrances was removed, it was determined that
appliances, tires and other large solid waste items had been stored
in the building.
In addition, removal of the vegetation on the site revealed more
debris and a second garage, which was also full of debris. Lastly,
the removal of the foundation left a hole which needed to be
filled, the cost of which was not included in the original bid,
based on the premise that the City would be able to provide fill
material. This was not the case, and the contractor will provide
the fill. The additional cost for these items is $6,646.12, which
is greater than the $15,000 limit which may be authorized by the
Mayor without Council approval.
Public comment - none.
Mr. Overson stated he understood the information presented, but
found it difficult to understand why someone couldn't have seen a
second garage. Judy Johnson, Building official, stated a garage
was included in the original estimate; however, when the vegetation
was removed it revealed another garage that was filled with debris.
Also, at the time the inspection was made they did not have access
to the basement of the house where they discovered a vast
collection of tires and appliances that had not been calculated in
the original estimate. Mr. Overson stated he assumed the cost of
demolition would be placed as a lien against the property. He
questioned if the property was worth the $15,000 lien. Ms. Johnson
stated yes.
M/S/C/U(McConnell/Winters) to approve the Change Order and
authorize the Mayor to execute the same, subject to City
Administrative Policies and Procedures.
Presi4ent Law thanked the TV camera crew for their services: Rob
Rupe, Patricia Mathis,.Debbie Harris and Joan Dingfield
