Minutes December 22, 1999 Page 4 of 7 Commission and City Staff, has developed a set of recommendations designed to address the community's recreation needs. The proposal calls for the City to issue voter-approved bonds for Parks and Recreation projects which include: a new Recreation Center in downtown Bremerton; upgraded Senior recreation facilities in East Bremerton; and multi-purpose athletic fields at Pendergast Regional Park. The proposed Resolution articulates Council's support for the recommended projects, and expresses Council's appreciation for the hard work and dedication of the citizen-based Y2R Committee and the Parks & Recreation Commission. At the request of Mr. Gears, the Deputy City Clerk read one paragraph of Resolution No. 2732 into the record, due to recent changes in the verbiage made during the pre-Council session. Mr. Gears provided additional background information, summarized the project, and reiterated this was a "work in progress" and would only be possible with the approval of the voter's through a General Obligation Bond. The estimated cost for this component of the project is in the range of approximately $15 million, and the Committee is recommending that the downtown location be considered the number one choice to meet the community needs. He concluded by stating that a number of Y2R Committee members were in attendance at the meeting tonight, and noted that at the final meeting of the Committee on December 2, 1999, the vote was 11 to 2 in support of the recommendations presented. Field Ryan first thanked Carlos Montgomery and Lon Overson for their service to the City. He then thanked the Y2R Committee for their efforts, however, he recommended that Council considers the cost to the taxpayers before making a decision and asked Council to hold this topic for a new session. John Becket also commended the efforts of the Y2R Committee, but asked that an in depth review of individual projects be done on the proposal. Gordy Byrd voiced his support for the project. Terry Cook, member of the Y2R Committee, commented that this process has been ongoing for three years, and has involved input from seniors and the Parks & Recreation Commission. He added that the proposed project would serve the community far more than the current facilities in use. Elizabeth Buell asked for clarification on the cost to the taxpayers. Mr. Shepherd reiterated that this question would be addressed in the next agenda item. Dave Boynton, member of the Y2R Committee, added that this issue would be considered a starting point, as a way to determine which projects the public really wishes to have. Glen Jarstad supported the idea of the Recreation Center but did not support the proposed downtown location. Mr. Gears clarified the cost to taxpayers would be about $80 to $90 per $100,000 assessed property value per year. #3015 M/S/C/U (Montgomery/Arends) Motion to approve Resolution No. 2732. Committee, in conjunction with the Parks and Recreation Commission and City Staff, has developed a comprehensive proposal to address needs for community recreation facilities. The Y2R Committee is recommending that the City (1) Construct a new Recreation Center in downtown Bremerton; (2) Upgrade the Senior Recreation facilities in East Bremerton; and (3) Complete the multi-purpose athletic fields at Pendergast Regional Park. To fund these projects, it will be necessary to hold a Special Election to seek approval from the City's voters to issue $16,500,000 (increased from $16,000,000 in order to include the upgrades to the Glen Jarstad Aquatic Center) in general obligation bonds. The proposed Ordinance would establish March 14, 2000 as the date of the Special Election. Further background information was provided, and it was reiterated that this ordinance does not in anyway approve the project. It simply establishes the date for the Special Election. John Thomas, John Becker, Larry Dickerson, and Ruth Natividad voiced their concerns over the proposed project and as well as site location. Mr. Law clarified that the Council' action on the previous was not to endorse or support the project, but to accept the recommendation. He reminded the citizens that this issue would now go to a vote of the people. Mr. Montgomery stated the City is in the business to provide service to the citizens, which includes Parks. He supported the idea of letting voters decide on this project. Mr. Reed thanked Mr. Gears and the Committee members for the amount of work put into the proposal and clarified that the word "downtown" was stricken from project location proposal. Mr. Gears stated that phone and mail surveys were conducted for over 2 years, in addition to public comment taken at the Blackberry Festival.
