This item was discussed at length during a City Council Study Session on December 1, 1999,
followed by a first reading of the ordinance at the City Council meeting on December 8, 1999.
John Thomas asked for financial assistance regarding extensive work that would need to be done at
his residence; and Elizabeth Buell asked if citizens would receive assistance with the process.
Gene Sampley responded that each property would be assessed to determine how reasonable the
separation process would be and what assistance would be available.
Paul Drnjevic asked if additional costs would be introduced if residences did not perform work as
requested. Gene Sampley stated that in January 2002, there would be an assessment for conveying
and treating stormwater hooked to the sanitary system based on 25% of the stormwater rate, which
will go up an additional 25% each year until January 2005 when it will reach 100%. The fee will only
be applied to properties that have stormwater being conveyed to the sewer system.
Carol Arends in light of all the rain, asked how much water was passing through the Treatment Plant
during the storm. Carlos Montgomery responded that approximately 37 to 39 million gallons per
hour were passing through the Treatment Plant this afternoon, most of it caused by roof runoffs.
David Farr stated that he has received a number of calls from citizens in his District regarding this
issue, and he is assuring them, as Mr. Sampley assured him, that the City is taking a reasonable
approach to this process. He suggested the City first try this process out on a voluntary basis.
Gene Sampley clarified that legislation required the City to comply with reduction in overflows by the
year 2005, and summarized the Combined Sewer Overflow Reduction Program in progress.
John Law asked if other City's are facing this same problem, and were any federal funds available
for assistance with this program. Gene Sampley stated that all Washington cities will have to comply
with stormwater regulations, and a $150,000 grant would be received for technical assistance and on-
site help.
