VERSION NOVEMBER 6. 1998, AS REVISED. #AB99-168 Kathleen McCluskey, City Clerk, reported that the Washington Solid Waste Management Recycling and Recovery Act requires each county within the State, in association with the cities within it, to plan an integrated solid waste management system that emphasizes waste reduction and recycling. The Act requires the Plan to specify the management actions that will be taken over a 6-year and a 20-year period. Kitsap County Public Works/Solid Waste Division is the lead planning agency for solid waste management in Kitsap County. The current Plan was adopted in 1990 and amended in 1992. The November 6, 1998 revision was routed to Council earlier this year, as well as several presentations given by county staff. Ms. McCluskey read a letter into the record in support of this plan by Wendy A. Clark of Kitsap Transit, who was also the City's representative on the Solid Waste Advisory Committee. Ms. McCluskey further stated that endorsements were also received by Gene Sampley, the City's Public Works & Utilities Director, as well as miscellaneous other staff. There were no questions or comments by the public. Mr. Law first of all wanted to clarify for the benefit of the public that this issue was not legislation, and no discussion of costs for such things as garbage collection in the City, would be included (negotiations for those costs are still about two years away). Second, to clarify that the City is not giving up any rights to negotiate collection for solid waste at this point. Ms. Olsen stated the City negotiates its own contract for collection of sold waste. The plan before Council this evening deals only with the location of the waste for the next 20 years. Gretchen Olsen, Manager of the Solid Waste Division, provided a quick synopsis of the twelve chapters of the plan, with key strategies for each different solid waste area. A copy of the full plan is available in the City Clerk's office and the City Council office. Mr. Overson questioned to reduce waste, would assistance be provided to reduce packaging? Ms. Olsen stated this issue is dealt with at a regional level, where staff members work with the Department of Ecology, as well as attend Trade Conferences to "pool their energy" to provide education for the public. Mr. McConnell referred the "Managing Alternatives for Land Filling" section, and asked if this would affect the 2001 Burn Ban. Ms. Olsen responded no, that this section dealt mainly with slash burning for land clearing of debris for developers. She stated restrictions that are now in place for burn bans would continue. Mr. Reed clarified for the public that this document was a requirement of the State, and is merely a guideline for the next 20 years, which does not lock us into anything absolute. TAPE #1643 City Council Reg. Mtg. Minutes August 25, 1999 Page 4 of 4 President Shepherd congratulated the Committee for all their hard work, and asked how the issue of "illegal dumping" would be addressed. Ms. Olsen stated funding for solid waste cleanup would be increased, and an aggressive campaign for litter in general, as well as illegal dumping would be developed to assist in educating the public. Mrs. Arends asked why the City no longer picks up cardboard boxes, and is there a possibility for a change in the near future? She also questioned when the City would have another Spring Clean-Up program? Ms. Olsen stated the City has been able to provide the "Spring Cleanup" due to their own contract they were able to negotiate. The addition of curbside pickup of cardboard is being considered. The company, which currently provides recycling services, is now looking into new equipment to provide more flexibility with items for recycling. Mr. Montgomery pointed out that a container is available at the site on Qlympus Drive, north of Sheridan Road, accepts cardboard for recycling. #1150 M/S/C/U (Montgomery/McConnell) Motion to approve Resolution No. 2723 adopting the Kitsap County Comprehensive Solid Waste Management Plan, Version November 6,1998, as revised per the Washington State Department of Ecology in its preliminary approval. With no further business, the regular portion of the meeting adjourned at 6:10 P.M. City of Bremerton P J/MS/Is C: Normal Distribution File
