The City of Bremerton was in partnership with Kitsap County, Puget Sound Naval Shipyard, and the State of Washington, making this project a "model in partnering", which allowed for the leveraging of dollars necessary for the first Phase of the Project. The Award will be presented at the Vice-President Gore/Vision 2020 event to be held in Seattle on Sunday. She thanked the many people involved in the project, in particular, Randy Witt, City Engineer for his persistence in keeping this project moving forward. Paul Drnjevic read a letter into the record, repeating his questions from the two previous meetings on the fluoride issue. Ramona Hopkins continued reading the letter, which has been included in the packet. (The following two Resolutions were submitted as emergency items to the Agenda...) 9A - RESOLUTION NO. 2690, CALLING FOR A COMMITMENT FOR RELIABLE CROSS SOUND FERRY SERVICE A Resolution requesting the Legislature take immediate action as may be appropriate to correct obvious cross sound transportation deficiencies, and to create a Blue Ribbon Task Force to examine corrective action that may be taken. Mayor Horton reported a meeting was held in her office on Monday, February 22, 1999 to discuss the many concerns relating to inadequate operations of the ferry service in Bremerton, including deficiencies in customer service, communications, and unsanitary conditions. She stated the system is flawed, and the time is now to correct the problem. She described a recent break down of a ferry, which caused hours of delay in service because no emergency backup policies were in place to replace the broken down ferry. Mr. Becker offered his support of this Resolution; as well as Wayne Junge of the Bremerton Area Chamber of Commerce, who attended the meeting in the Mayor's office. Ms. Brown hoped the Resolution did not encourage faster ferries, which she felt would be at the expense of the shoreline. Mayor Horton pointed out that this Resolution only dealt with operational issues for reliable service. Mr. Reed reminded the public that this problem existed prior to the use of foot ferries. Mr. Overson congratulated the Mayor for conveying the essence of the concerns. Mr. McConnell encouraged citizens to write their Legislature and other influential members of the government with their comments in support of this Resolution. #1260 M/S/C/U (Overson/Montgomery) Motion to pass Resolution No. 2690, calling for a commitment for reliable cross sound ferry service. 9B - RESOLUTION NO. 2691, IDENTIFYING SERVICE PRIORITIES FOR BREMERTON FERRY SYSTEM A Resolution requesting the immediate assignment of the Super Ferry Kaleetan to the Bremerton ferry run and providing additional auto ferry funding and additional weekend service for the passenger only ferries. Minutes February 23, 1999 Page 4 of 4 Mayor Hodon reported the attendees of the ferry meeting arrived at the following list of priorities: · Assignment of the Super Ferry Kaleetan to the Bremerton-Seattle cross sound run (which allows 60 additional vehicles per ferry; offers a lower-wake design to alleviate further damage to the shoreline; and travels at a higher speed); · Additional funding for auto ferry service to Bremerton during evening hours; · Additional funding for weekend ferry service for the passenger only boats to Bremerton; and · To deal with the issues of customer service cleanliness, and communications. Mr. Drnjevic agreed with the concerns about lack of cleanliness on the ferries, including reuse of cleaning rags, and the incorrect use of chlorine by ferry workers. #1490 M/S/C/U (Montgomery/Arends) Motion to pass Resolution No. 2691, identifying service priorities for the Bremerton ferry route and the ferry system.
