COUNCIL MEMBER REPORTS
Mr. Law acknowledged all those who braved the wind and rain to attend the District 3
meeting held last night. He also thanked Acting Police Chief Rob Forbes who did a
fantastic job introducing himself to the citizens, and to City Planning Manager Jon
Holan, and Municipal Services Coordinator Terrie O'Neill for the presentation on the
Outline for the Future Manette Study. Lastly, he acknowledged and thanked Becky
Lorber, Manager of the Senior Center for the assistance she provides to help the
meetings run smoother, including adjusting her schedule to open the building.
Mr. Overson thanked Wendy Clark for her assistance in hosting an informal get
together of citizens from District 4 to discuss the Manette Bridge Construction. He
noted that the construction period set for 2001-2003 has been set back to the 2003-
2005 time period, largely due to funding requirements for the Hood Canal Bridge, which

has priority. He also thanked Juanita Jackson, State Department of Transportation, for
the excellent presentation.
Mr. Farr suggested an excellent way to stay out of the rain, and to entertain out-of-state
guests, is to visit the Turner Joy. He announced the winter hours are Wednesday
through Sunday, 10:00 A.M. to 4:00 P.M. He noted there have been some major
improvements in the last few years.
Mrs. Arends announced a combined District 6, 7 & 8 meeting to be held Thursday,
February 11, 1999, 7:00- 9:00 P.M., at the Bremerton Administration Building located
at 134 N. Marion. Acting Police Chief Rob Forbes will be the guest speaker along with
other members of the Police Department to discuss such issues as Block Watch
programs and public safety. She encouraged all members of the public to attend.
Mr. Montgomery read a letter dated January 11, 1999, written by George J. Mason,
Assistant Director of Kitsap County Public Works, and sent to House Representatives
and Senate Members. The letter proposes that prohibited shellfish areas be defined as
"preservation areas", so that sewer ratepayers will not be penalized by an additional fee
set to be charged by the State Department of Natural Resources. This policy to collect
a fee for "resource damages" will next affect Kitsap County's Kingston Treatment Plant.
Mr. Montgomery urged citizens to contact their Legislature, and stress that this should
be a state-wide concern, and costs provided for by statewide taxation, not be solved by
increasing fees to sewer rate payers, ferry riders and boaters.
President Shepherd stated he attended several activities over the weekend in honor of
Martin Luther King, Jr. including the dedication of the Downtown Library on Friday, the
Scholarship Fund Luncheon on Sunday, and the annual Celebration Program held at
the Kitsap Pavilion on Monday. He announced the next District 5 Meeting will be held
on Thursday, January 21, 1999, 6:30 to 8:00 P.M. at the Memorial Lutheran Church
located at 10th & Veneta. Refreshments will be served.
MAYOR'S REPORT
Mayor Horton congratulated Rev. Cleveland Williams and all those associated with the
Martin Luther King, Jr. Celebration Program held at the Kitsap Pavilion on Monday. She
stated it was a successful event and well attended, and seems to get better and better.
She relayed information reported by Fire Chief AI Duke to the City Council in the Study
Session held prior to this meeting. The Washington Surveying and Rating Bureau
recently concluded a re-analysis of the public protection facilities for the City of
Bremerton, and due to the improvements initiated, Bremerton will retain an ISO Rating
of Class 3. A document was provided to the City Council with a matrix showing where
deficiency points were decreased. The majority of the deficiency points were made up
in the Fire Inspection category due to the implementation of completely restructured and
computerized fire inspection procedures.

Mayor Horton made the following announcements:
1 ) A Domestic Violence Network "brown bag lunch" would be held Wednesday,
January 27, 1999, 11:30 A.M. to 12:00 noon, at the cornerstone building located below
the Howard Johnson Hotel (formerly known as the Bayview Inn). A featured speaker
from the Navy Housing Advocacy will be a part of the program from noon to 1:00 P.M.
2) A Personal Safety Summit for parents and community members, sponsored by
the Bremerton School District, will be held 4:30 - 6:00 P.M. at Mountain View Middle
School. The guest speaker for the program will be Jesus Villa Hermosa from the Pierce
County Sheriffs Department. He will talk about safety issues for young people.
LEGISLATIVE REPORT
In response to citizen concerns regarding disposal of household hazardous wastes like
oil-based paints pesticides and solvents, it was reported that the Moderate Risk Waste
Collection Facility (MRW) in Port Orchard now accepts these items. Citizens can call
337-5777 for business hours and confirmation of specific items accepted.
PUBLIC RECOGNITION
Susan Brown asked if District 4 could announce any future meetings, particularly if
discussions will include the Manette Bridge.
Rev. Cleveland Williams thanked all members of the public who participated at any of
the programs honoring Martin Luther King, Jr. held over the weekend.
Del Knauss asked for a copy of the letter read by Mr. Montgomery. He also had
concerns about a trip mentioned at a pre-Council meeting for several Council members
to attend an AWC Conference in Washington, D.C., and before that happens, he asked
that Council come before the public to explain what it would cost. He also pointed out
that if citizens are asked not to speak while Council is conducting business, Council
should offer the same courtesy when citizens are speaking. Mrs, Arentis responded
that during the discussions about the Washington, D.C. trip, she simply mentioned that
she would like to go, but did not expect it to come to pass.
John J. Becker asked the current status of a commitment made last September by
Sinclair Landing Association for submitting a "plan" to the City by January 15, 1999. If
the plan had been submitted by the deadline, he wanted to know if the review by the
City would be completed by February 15, 1999 for voters to see what is going on, and if
not yet done, has a new extension date been set.
Keyin Haghers voiced his concerns about all the litter and trash strewn about the City,
and stated if there were any cleanup efforts sponsored by the City, he would be happy
to participate. President Shepherd noted that this seems to be a county-wide problem.

Paul Dmjevic asked to read an announcement for a debate, but was advised by the
City Attorney that it was not appropriate due to the issue already being on the ballot.
9A - 1999 CDBG FINAL ALLOCATION. #AB99-013
The City of Bremerton has received notification that its actual entitlement for 1999
CDBG is $580,000.00. We estimated and allocated $550,000.00, therefore we have
additional $30,000.00. Staff recommends $6,000.00 go to DCD for the Manette Plan,
$4,500.000 go to the Parks Playground Express, $5,000.00 go to Public Works for
Traffic Calming, and $14,500.00 go to DCD for Code Enforcement. Also, we have an
additional $6,526.12 unspent from 1997 capital projects. Staff recommends that the
$6,526.12 go to DCD for Code Enforcement. Finally, we recommend re-allocating
$8,973.88 from the DCD Housing Programs to DCD Code Enforcement allowing the
request to be fully funded at $30,000.00. We received over our estimate in loan
repayments during 1998, therefore this change will not negatively effect our housing
programs.
Public comment - none.
Mr. McConnell asked why $6,000 was being added to the Manette Plan. Marilyn
Waibel, CDBG Coordinator, explained there is a possibility for a new position.
#1116 M/S/C/U (Montgomery/Law) Motion to authorize approval of staff
recommendations for 1999 CDBG allocation.
9B - BID AWARD FOR NAVAL AVENUE SLIDE REPAIR. #AB99-014
Bids were opened for the Naval Avenue Slide Repair Project on December 21, 1998.
This is a Federal Emergency Management Administration (FEMA) funded project to
repair an unstable slope that occurred during a 1997 winter storm. Fourteen bids for
this project were received. The lowest responsive bid came from Olalla Hills
Excavating, Inc. for $101,793.78. The Engineer's estimate for this project was $108,
404. The action before the City Council is approval of a contract with Olalla Hills
Excavating, Inc for the Naval Avenue Slide Repair Project.
Public comment - none.
#1182 M/S/C/U (Farr/McConnell) Motion to approve a contract for $101,793.78 with
Olalla Hills Excavating, Inc. for the Naval Avenue Slide Repair Project and authorize the
Mayor to execute the same.
10A - ORDINANCE NO. 4615 (SECOND READING) AUTHORIZING THE ISSUE OF A
$1,250,000 TAX ANTICIPATION NOTE AND ACCEPTING THE PURCHASE OFFER
FROM SEAFIRST BANK. #AB99-008
As indicated in the attached documents, the City's General Fund will operate in a deficit
cash position through most of the year without some form of cash flow financing.

Analysis indicates that issuance of a Tax Anticipation Note, or TAN is the most
economical way of financing this cash flow need.
Rich Hanna, City Treasurer, passed out a new ordinance document with updated
information, a final Official Statement with the changes shown on the draft included, and
the promised Pumhase Order from Seafirst bank. He verified that the notes were
checked this morning, and in his opinion, he felt the City got very favorable rates.
Public comment - none.
#0310 M/S/C/U (Montgomery/McConnell) Motion to pass on second reading Ordinance
No. 4645 authorizing the issue of a Tax Anticipation Note and accepting the purchase
offer of Seafirst Bank.
10B - ORDINANCE (FIRST READING) NAMING THE NEW SR304 ROADWAY
ALIGNMENT EAST OF FIRST STREET "CHARLESTON BOULEVARD", #AB99-015
One of the main features of the SR 304 Transportation improvement Project is the
construction on a new roadway alignment south of First Street. This new alignment
crosses Callow Avenue, Wycoff Avenue, and Cambrian Avenue; and as such requires
that a single street name be established for its use. The development of the new street
name was assigned to the project Citizen's Landscape Committee. The Committee
unanimously recommended that "Charleston Boulevard" be the name of the new
roadway east of First Street to SR3 Interchange. City Staff then solicited community
input on the name through a City Council meeting presentation, Inside Bremerton
presentation, and a coupon in the Fall 1998 Gateway News. Community response
overwhelmingly supported the use of "Charleston Boulevard". The roadway name will
be implemented as the new street elements are constructed. Because of the limited
access features of the project, only Kitsap Transit will have direct access onto the new
roadway, and will be required to change their address. Staff supports passage of the
attached ordinance naming SR304 from First Street to the SR3 Interchange to
"Charleston Boulevard".
Randy Witt, City Engineer, displayed a visual of the area, along with a brief staff report.
He pointed out that the roadway is located west of First Street rather than east, as
shown on the Agenda Bill and the correction has been made. Also, due to a minor
address discrepancy, Kitsap Transit will be required to change their address, as well as
a City of Bremerton Pump Station, and both are agreeable.
Elizabeth Buell felt the name was appropriate, and supported the name change.
#1492 M/S/C/U (Farr/Overson) Motion to approve the corrected ordinance on first
reading, establishing a new name for State Route 304 from First Street to the SR3
Interchange as "Charleston Boulevard",

11A - PUBLIC HEARING AND RESOLUTION NO.2689, APPROVING A SPECIAL
USE PERMIT FOR DAY CARE CENTER FOR UP TO 41 CHILDREN: APPLICANT:
EMMANUEL APOSTOLIC CHURCH; LOCATION: 1023 6TM STREET, #AB99-016
Council must decide if the applicant's Special Use Permit Application (SUP98-0017)
meets the necessary tests and criteria required for approval of this day care center use.
President Shepherd asked the Appearance of Fairness Doctrine. All present
Council members remained seated.
Jon Holan, Planning Manager, gave a staff report on the proposal. He stated this item
was heard at the December 22, 1998 Planning Commission, and they support approval
of the Special Use Permit.
Rev. Larry Robertson began by thanking the Council for supporting the Martin Luther
King, Jr. Celebration program. He then stated he was here to represent support for this
project, and provided information about improvements recently made to the building
used currently by the Church, in addition to the planned Day Care. He thanked the City
Planning Department for their assistance through this process. He addressed a letter
included in the packet, written by Jim & Terry Richardson, landlords of the building
located next to the church. He stated these were the only negative comments he
received on this project. In response, they were able to receive a favorable letter from a
current tenant of the same apartment building.
Roy Mclnnis gave a brief history of his supported the project.
Mr. Overson stated he has seen the work in progress on the church, and believes it will
be a beautiful facility upon its completion. He congratulated Rev. Robertson and his
congregation for putting the plan together. He supported this project, and stated it
seemed to be an ideal plan for a Day Care Center.
Mr. Montgomery asked if the existing garage was going to interfere with the small play
area for 41 children, and were there plans to remove it? Rev. Robertson stated they
would not let the garage interfere with these plans, and they could easily remove it. He
also stated there was a vacant lot west of the last house, all owned by the church.
Motion was made, seconded, and discussion continued...
Mr. McConnell had concerns about taking the children across a parking lot to reach the
play area. Rev. Robertson stated it is being considered to put the play area next to
the Day Care Center, and move the parking lot, or doing whatever it takes.
Mr. Farr commended the Church and all the volunteers working on this project to
provide a quality day care facility, and fully supported it.
