COUNCIL MEMBER REPORTS
Mr. Colvin reported cash donations are being made toward the beautification
project at the north end of the Warren Avenue Bridge; however, he will be
seeking additional financial assistance from civic organizations. He extended a
special "thank you" to those who have contributed towards this project.
Mr. Law announced there would be NO District #3 Neighborhood Meeting in
December.
Mr. Overson announced an historic City of Bremerton water system display is
available to view at the Kitsap Historical Museum until the end of December. On
a historical note, the City of Bremerton purchased its water system from the
Garrison Fisher Company in 1917 for $225,000, which covered 800 customers.
Currently, the City has 50,000 water customers and distributes 8.5 million gallons
of water each year.
Mr. Neville wished everyone a "Happy Holiday" and asked everyone to exercise
caution to those that will be traveling over the holiday weekend.
Mrs. Huff-Menees extended a "Happy Holiday" wish to the citizens of
Bremerton, fellow Council members, and City staff.
Mr. Montgomery reported he attended another meeting of the Department of
Transportation Committee, relating to the SR16 project, where 46 of 53
Committee members voted on the boundaries for the advisory vote on a "toll".
Since he did not receive any additional input from the public other than the 24
letters submitted by Bremerton residents to the Department of Transportation on
this issue, he used his own judgement when the boundary issue came to a vote
of the Committee. The Committee voted to include the following areas: all of
Clallam county, all of Jefferson County, all of Kitsap County, a portion of Mason
County, Thurston County, Pierce County including the Roy area, and deleted the
mainland portion of King County. He noted two or three cities within King County
are also within Pierce County and they will be voting under the Pierce County
ballot.
Mr. Farr wished all the citizens a "Safe and Happy Holiday".
MAYOR'S REPORT - None

Bob Sauter., President Kitsap county Veterans Coalition, announced he was
recently informed that due to the generosity of the citizens of Bremerton we are
#1 on donations toward the WWII Memorial project.
Helen Miller stated in consideration of the fact that Bremerton City Ordinance
#3934, Article 7 provides that: in SEPA appeals, under RCW 43.21C.075 and
WAC 197-680, the City shall provide a record which shall consist of: (1) Findings
and Conclusions; (2) Testimony under oath; (3) a taped or written transcript. It is
requested that the City Council honor this ordinance and provide for sworn
testimony dudng all hearings subsequent to this date, dealing with DS's, DNS's
and SSDP's relating to applications for piers or docks in the channel between
Oyster Bay and Ostrich Bay. Additionally, it is requested that said oaths be
administered to those citizens, applicants or appellants, who offer testimony and
to the City employees and officers, who offer testimony or responses to matters
of procedure, fact or opinion. It is further suggested that as part of the
administration of the oath, that the persons swearing such oath be informed of
the definition of, and penalties for perjury. It was her observation that the public
had been led to believe that the Planning Commission's recommended
amendment to the Bremerton Shoreline Master Plan prohibiting piers and docks
on the "channel" was to be on the City Council agenda by the end of November.
It is not. It would appear that a behind the scenes politicking effort has been
made to keep it off the agenda and thereby endangering the effectiveness of the
present moratorium, lan Sievers, City Attorney, stated he would provide Mrs.
Miller a response on November 26, 1997.
Dave Butcher, co-owner of the property located at 1048 4th Street, stated less
than a month ago he believed his property was still zoned Business/Commercial,
which he leased to a person to run a secondhand store after the structure was
refurbished; however, that person was denied a Business License by the City.
He was told by City staff that action was taken by the City Council resulting in the
denial. He was not aware of being notified at the property address or the
property owners addresses. He asked the City Council to look into this matter.
President Farr assured Mr. Butcher he would receive a response from the
Council.
Susan Brown, Bremerton resident, stated she was told that Councilman Neville
would be informing her when the City council members will be addressing her
formal complaint filed with the Council Office on November 10, 1997, regarding a
violation of the Code of Et'hics. As of this date, she had not heard from Mr.
Neville; however, the City Attorney informed her that Pat Mason of the Municipal
Research organization will review the City's laws and provide an opinion by
December 5. She was also informed that following receipt of that information,
Mr. Neville will set a date for the committee to meet and discuss the issue.

Gordy Byrd expressed his concern that a Iow number of people took advantage
of the Thanksgiving dinner that was prepared by Olympic High School students
today. He did want these young people to become discouraged after working so
hard in preparing food that would have fed 200 people. He felt strongly that
youth doing good deeds within the community need to be recognized for that
effort.
Ron Watson, Bremerton property owner, expressed his concern over the City's
high cost of water and sewer and the adverse affect it has on keeping tenants in
his Bremerton rentals. He cannot afford to pay those costs and believes people
are moving out of the City because of them. He is concemed about his property
values going down and his inability to sell them without taking a considerable
loss. He questioned how much higher will the sewer/water costs rise in the
coming years?
8A - 1997 SANITARY SEWER MODIFICATIONS - BID AWRD TO OLSEN'S
LAND DEVELOPMENT INC., #AB97-249
Bids were opened for the 1997 Sanitary Sewer Modifications project on
November 13, 1997. Four responsive bids for this project were received. The
bid from Olsen's Land Development, Inc., was $97,199.30. The engineer's
estimate for this project was $87,250. This project consists of two primary
components: extension of the sewer on Wheaten Way to divert flows from OF-4
to reduce combined sewer overflows, and replacement of sewer main under
Loxie Eagans Blved., and reconnection of the Oyster Bay force main to this
system to relieve a surcharging condition. The action before the City Council is
approval of a contract with Olsen's land Development for 1997 Sanitary Sewer
Modifications project.
Tim Richard, Senior Engineer, explained the first component of the proposal is
the connection of two existing sewers on Wheaten Way in the vicinity of
Magnusson Way, which will divert flows away from Overflow #,1, which is located
on E. 16th Street (a chronic overflow site). The second component is to upgrade
a sewer main under Loxie Eagans and do a force main reconnection from the
Oyster Bay system. This will allow diverting flows away from a line that is at
capacity as it goes into the sewer treatment plant. The Sub-standard Main Fund
has $143,000 available for this project. A condition was added requiring Olsen
to provide insurance coverage by an insurance carrier that is acceptable to the
City. The City has used this firm in the past and experienced a problem with their
insurance carrier on one City project. This issue was addressed with Olsen and
the City has been assured they are no longer using that carrier and are currently
with Ohio Causality. Upon researching this issue, it was determined the City has
had no problem with Ohio Causality.
Public comment - none.

Mr. Neville questioned when closing off Overflow #4 will the increased flow over
to the west side create an overflow problem at the Park Avenue Pump Station?
Mr. Richard stated no; this will not affect the flow to the west side. Currently, the
flow coming from the East Park area comes down to Wheaten Way and
Magnusson, then it travels down Wheaten Way to the south towards the Manette
Bridge before turning and going down the bank and then back down the beach to
the submarine line. This proposal will actually cut off that long route and send
the flow directly to the siphon.
#0803 MISICIU(Montgomery/Huff-Menees) Motion to approve a contract
for$97,199.30 with Olsen's Land Development, Inc., for the 1997 Sanitary Sewer
Modifications Project and authorize the Mayor to execute the same, conditional
upon Olsen's Land Development, Inc., providing insurance coverage by an
insurance carrier acceptable to the City.

BUDGET~ #AB97-248
