In light of some of the issues that have transpired over the past several weeks in regard the TAPE #1500 City Council Reg. Mtg. Minutes October 29, 1997 Page 3 of 5 Police Department, she believes it is important to bring in more and better input from the public as to what they want from the Department. This Committee will also provide a vehicle to get information about the Police Department out to the public. Anyone interested in serving on the Committee can obtain an application form by calling her Office 478-5266. The make up of the Committee will include representation from Bremerton residents, Bremerton businesses, Blockwatch program, High School youth, someone representing either the NAACP or one of the pastors in the community who is involved with minority groups and people of color, and Police Management and two members from the rank and file. Mr. Law presented Mayor Horton with a plaque that was presented to the City of Bremerton by Bremerton Main Street Association during their Awards Recognition event. PUBLIC RECOGNITION Linda Kroum, Executive Director A.L.I.V.E. Program, thanked Councilman CoIvin for his kind remarks about the services provided by the YWCA. The YWCA started serving this community in 1948 and they have appreciated the support given by Kitsap County citizens and particularly the City of Bremerton. She urged everyone to be watchful for children on Halloween, since this is a time when many children will be out on the streets Trick or Treating during evening hours. Larry Dickerson, Bremerton resident, thanked Councilman Lon Overson and Legislative Assistant Merilynn Erhart for providing him with a response to a concern he raised over information sent out through the Utility Billing. On a less positive note, he was concerned over action by four Council members supporting a candidate running against a fellow Council member. He was also concerned that the City's Police Department may be purposely withholding information to the news media about serious crimes happening in Bremerton. He did not believe that it was within any elected officials right to withhold such information because it involved a friend or they did not want such an issue brought forward. On the issue of mistrust, he questioned the actions of a member of the City government, who sent out a political flyer containing total untruths, lying by omission. He asked whom can he trust in City government? Roy Mclnnis, Bremerton resident, announced he would also support Mr. Colvin's beautification project. When Mayor Horton talked about establishing a new Committee to address law enforcement in the City, he recalled that Police Chief Paul Du Fresne made some promises at the beginning of his tenure with the City and Mr. Mclnnis believed that he has accomplished most of them. At that time, there were lots of complaints about what was happening in Westpark and he was pleased to report because of actions brought about by Chief Du Fresne, that condition no longer exists. He could not understand how anyone could express a TAPE #1500 City Council Reg. Mtg. Minutes October 29, 1997 Page 4 of 5 "No confidence Vote" in the Bremerton Police Chief and/or Mayor Horton considering the positive changes that have come about. He volunteered to serve on the Mayor's new committee. Mr. Ed Rollman, Bremerton resident, expressed his displeasure with THE SUN newspaper for using an old file picture in a recent newspaper article about him running for an elected office. He emphasized the importance for the local newspaper to be truthful. He challenged the Council to tell the local newspaper to print the truth, if they believe something was printed incorrectly. Chad Thomas, Manette resident, expressed concern over the actions of four Council members supporting a particular candidate that was running against his Council District representative. He does not vote for people anymore because he is tired of the backbiting that goes on. He was also concerned that the City has allowed Puget Sound Naval Shipyard to withhold payment of their Utility Bill for two years. He emphasized if he withheld two months payment for his utility bill his services would be shut off. Susan Brown, Bremerton resident, announced she is gathering data to address the ethics for City elected officials and anyone wanting to assist in that endeavor can contact her at 377-2065. President Farr stated the City Attorney would have a response to her on Friday regarding the question she raised at the prior Council meeting. 8A - INTERLOCAL PURCHASING AGREEMENT/CITY OF TACOMA, #AB97- 234 RCW 39.34 INTERLOCAL Cooperation Act provides for Interlocal cooperation between governmental agencies to jointly bid for the acquisition of goods and services to serve the mutual interests of the agencies. Entering into an Interlocal Agreement does not preclude either agency from independently contracting for goods or services. The effect of the agreement, however, does allow access to pricing advantages that one agency might have over another due to quantity volume procurement. Although there is no limit to categories of purchases, the initial intent of this agreement is for the purchase of office supplies. Joint purchase in other categories of goods and services, including equipment may be desirable in the future if funding is available and bidding by either agency is to the advantage of the other. Gil Johnson, Purchasing Agent, explained when the City of Bremerton contracts for goods or services all of the contracts are condition with the ability to provide that interlocal agreement opportunity to other agencies. TAP E #1500 City Council Reg. Mtg. Minutes October 29, 1997 Page 5 of 5 Roy Mclnnis, Bremerton resident, if such purchases will be brought back before the City Council for approval? Mr. Johnson explained generally they are open smaller purchases, i.e., off.ice supplies. However, when capital or large purchases are made that are budgeted or line item approved they must be approved by the City Council. Mr. Neville questioned the number of Interlocal Agreements the City has with other cities? Mr. Johnson stated 12-15, which includes cities, counties, and Fire Districts all over Puget Sound. #0873 MISICIU(Montgomery/Colvin) Motion to authorize the Mayor to sign the Interlocal Joint Purchasing Agreement with the City of Tacoma.
