TAPE #1499 City council Reg. Mtg. Minutes October 22, 1997 Page 2 of 6 COUNCIL MEMBER REPORTS Mr. Colvin reported progress is being made on the beautification project at the north end of the Warren Avenue Bridge. Last week he reported the City received a $500 pledge towards this project and thanked the City Council members and Council staff for their prior pledge of support. Members of the public wishing to make a financial contribution can do so by contacting the City council Office and obtaining a Financial Donation form. He was pleased to report Councilman Richard Neville and Council District #9 candidate Gar Freymann made the first two public contributions. Mr. McConnell noted Bremerton resident Roy Mclnnis was the subject of a newspaper article in today's "SUN", recognizing his regular attendance at City Council meetings over the past 13 years. Mr. McConnell believes involved citizens are the most important part of any City and operation of their government. He emphasized the need for more citizens like Mr. Mclnnis to voice their opinions. He appreciates and respects Mr. Mclnnis's efforts in being watchful over the City. Mr. Law reported the District #3 Neighborhood meeting held on October 21 was well attended and the information provided on the design of the new Manette Bridge was very educational. The Design Engineer has offered to attend any and all Council District meetings to answer questions about the new bridge and to give updates on the progress of that project. Mr. Montgomery reported on October 21 he had the unique opportunity to watch a fire being set (a controlled burn) by Fire District #7 in a building at Oyster Bay, which was used as a training opportunity for their newer firefighters. He videotaped that event, which was shown to the Council members prior to the Council meeting. On October 21 he also attended the Bremerton School District Facilities meeting. At that meeting, he met John Rose of Pope Resources, who complimented the City's Department of Community Development for their excellence assistance. He also highly recommends that other developers develop projects in the City. Mr. Rose also complimented staff at the Wastewater Treatment Plant for their assistance on helping them hook up a sewer line. Mr. Winters. reported it was good to be back in Bremerton after visiting Bolder City, Nevada, which has a population of 14,000, no fluoridated water, a City Manager and a seven member City Council, who receive a salary of $1,000.00 per month each. Upon his return, he was disappointed to read in the newspaper that four members of this City Council have given their support to a Council candidate running against a fellow Council member. He viewed this as pathetic and spineless form of treatment towards another Council member, whom Mr. Winters has worked with for the past four years. He toned his comments down TAPE #1499 City council Reg. Mtg. Minutes October 22, 1997 Page 3 of 6 due to the fact there were scouts in the audience. He emphasized the golden rule is to treat other people the same way you wish to be treated yourself. MAYOR'S REPORT Mayor Lynn Horton announced the All City Halloween Party will be held on October 31, 1997, at the Sheridan Park Recreation Center. This event will include a carnival, costume contest, and the magic of Kevin Wolf. Some of those include: Coach, Guess, Carter's, Naturalizer Shoes, Nike and Reebok, 9-West, Dress Bam, Eddy Bauer, and Makassa. She is encouraged by the support and interest of businesses looking to locate in a retail outlet facility in Sinclair Landing. Mayor Horton introduced members of Weblo Pack 9, who met with her prior to the Council meeting to learn about City government, were attending the Council meeting to meet requirements for their Citizenship Badge. Bob Sauter, President Kitsap County Veterans Coalition, announced due to the generosity of Bremerton citizens and three Council members, a signed print of the Peace Of Dawn was purchased and will be presented to the City next Wednesday. Several months ago he came before the Council requesting an additional appropriation within the Parks Department for the erection of a flagpole at Bataan Park. As of this date, he has not received a response as to Council's decision addressing his request. He is hopeful that a flagpole and Philippine Flag can be erected before Bataan Day on April 9, 1998. He reminded everyone that Bremerton is one of very few communities within the entire United States that celebrate Bataan Day in commemoration of the men and women, both Filipino and Americans, who died along that death march. He was informed today that the maximum cost would be approximately $1,200 to complete that project. Elizabeth Buell, Bremerton resident, stated she was shocked to read in Monday's "SUN" newspaper a letter to the editor, involving four City council members, that was very political. She felt that action did not do anyone any good except John Law since it prompted her to wear his campaign button even though she cannot cast a vote for him. Roy Mclnnis, Bremerton resident, thanked Mr. McConnell for his comments regarding his activities and involvement with City government. Others have asked him why he participates in City government activities and if he considers himself a politician. He emphasized he is not a politician, but he is interested in government based on the fact you cannot separate church and state. He has a strong religious belief that whether or not there are government officials, they are not in charge because God is in charge. People do what they can to be watchful that the correct action is being taken, but he tries to be actively involved with a positive attitude. He believes those who approach everything with a negative attitude are remiss in not bringing some kind of solution as well. TAPE/11499 City council Reg. Mtg. Minutes October 22, 1997 Page 5 of 6 Susan Brown, Bremerton resident, stated she believes government officials on the City Council have interfered in the process of government. She read the letter to the editor about the Council Salary Commission being interfered with that process and verified that fact after speaking with two members of that Commission. It concerns her that there is not a process in place to hold the Council members to task or a moral standard of behavior. She suggested forming a Commission to address such issues and volunteered her services to serve in such a capacity. 8A - BUDGET ADJUSTMENT - GOLD MOUNTAIN GOLF COMPLEX (FUND 407), #AB97-232 1997 was the first full year of operation of the two courses at the Gold Mountain golf complex. Associated operating budgets were understated and a budget adjustment is required to cover projected costs. Revenue from green fees, also in excess of projected amounts, is available to cover the additional expenses. Jim Spencer, Parks and Recreation Director, reviewed the summary statement and emphasized they did not understand some of the costs, particularly those associated with the new Olympic Course. Public comment - none. Mr. McConnell asked Mr. Spencer to give an explanation of the reasons for the increased costs in maintenance and golf administration. Mr. Spencer explained golf maintenance falls under the Golf Course Greenskeeper and his contract covering those functions, supplies, and services that are necessary to maintain the course. The professional component is the Professional Contract associated with Scott Alexander and his operation associated with the professional aspects of the complex. The Administration element is actually the Parks Department's role supporting the golf course complex operation. Mr. Winters referenced pro formas that were developed by the City Treasurer on the new golf course prior to its being built, and questioned if anything within the Parks Department budget would suffer because of this action? Mr. Spencer stated no. He further explained the whole budget was predicated on the referenced pro formas that specified a specific number of rounds on both the Olympic and Cascade Course. VVhat resulted was the exceeding of number of rounds played, which increased the revenue and covered the increased expenses. President Farr asked if the portion addressing the Golf Professional involved salary costs. Mr. Spencer explained it involved:(1) 10% of a bigger number as written in the Golf Professional's contract; (2) the cost of the 1-800-000 number, TAPE//1499 City council Reg. Mtg. Minutes October 22, 1997 Page 6 of 6 which has seen excessive number and duration of calls associated with getting tee time reservations. President Farr asked if the 1-800-000 overage was addressed in the upgrade to the Golf Complex telephone system. Mr. Spencer stated yes, and they are in the process of reviewing an automated tee time reservation system. #1316 MISIC/U(Montgomery/Winters) Motion to approve Budget Adjustment No. 97-30 to cover projected expenses at the Gold Mountain Golf Complex. President Farr thanked the TV camera crew for their services: Bob Neal, Traci Tiegan, and Scott Kulinski. With no further business meeting adjourned at 6:18 P.M.
