Minutes August 13, 1997 Page 2 of 7 Mr. Winters extended a special "welcome" to his sister-in-law and father-in-law, who are visiting the Bremerton area. Mr. Farr thanked all those who attended the Neighborhood Meeting held on July 31 for Council Districts #6, #7 and #8. He was pleased with the turn out at that meeting and many of the attendees expressed their desire to meet more often. MAYOR'S REPORT Mayor Lynn Horton extended a special "thank you" to all of the local musicians, who took part in the Concerts in The Park over the summer months. Mayor Horton introduced the 1997 Kitsap County Rodeo Queen Rachel Plank. Queen Plank commented on her sponsors, the appearances she has made since being crowned, and upcoming Rodeo and Fair activities taking place August 20-24. Mayor Horton announced Kids Day on The Boardwalk will be held on August 15, 11:00 - 3:00 P.M., which includes displays featuring City Departments, Kitsap Regional Library, U.S. Postal Service, Smoky Bear, McGruff Crime Dog, Police and Fire Department vehicles, and many other special attractions. This year free Kitsap Transit passes can be obtained from a number of local agencies and businesses including Payless Drug Stores, Safeway and in the City Hall Lobby. PUBLIC RECOGNITION BOb Sauter, President Kitsap County Veterans Coalition and member of the MOM Committee, stated the Rally in support of retaining the Missouri on the mainland, scheduled for September 6 on the Boardwalk, may have to be canceled due to the City's requirement for a special permit that includes providing $.5 million dollar liability insurance for a special event function. It distressed him to think the City would not waive this requirement or include the event under the City's blanket insurance policy when the event was promoting something that would benefit Bremerton, Kitsap County and the entire United States. Mayor Horton stated because this is something that could benefit the City, the City will act as cosponsor for this event and the fee will be waived. Carol Atkinson, Bremerton Main Street, announced the last Concert on The Boardwalk will be held on August 15, 6:00 - 8:00 P.M.. She encouraged the public to make it a "day on the boardwalk" by attending the Kids Day event and staying for the concert later that evening. Food vendors will be located on the boardwalk during the concert hours. Ms. Atkinson pointed out the Bremerton Blackberry Festival is featured in a small paragraph in the August issue of Bon Appetit. TAPE #1484 City Council Reg. Mtg. Minutes August 13, 1997 Page 3 of 7 Natalie Lewis, Debby Weller, Karen Boles, and Paulette Whiteside, residents of the S. Wycoff neighborhood, expressed their concern that vehicles and trucks traveling on Wycoff Avenue are speeding and presenting a safety hazard for the residents, particularly children, living in that area. A large homemade sign was posted asking drivers to slow down, but that did not bring about any relief and they fear for the safety of their children. Bob Earl from the City's Engineering Department did meet with them today to assess the problem. President Fart noted Police Chief Du Fresne was in the audience and he was certain the Chief would be discussing the problem with them very soon. Mike Shepherd, Bremerton resident, announced the next Evergreen Neighborhood Block Watch meeting will be held August 28, 1997, 6:30 P.M., at the Smith Building on Park Avenue. John Taylor, 1000 block of 5th Street resident and Block Watch Captain, stated he was concerned about traffic safety when the traffic signals on Warren Avenue switch to flashing red at 7:30 P.M. He has lived in his neighborhood for seven years and over that time has observed the flow of traffic. In his opinion, the signal revision implemented by the City is not appropriate considering the amount of traffic on the Burwell - Warren Avenue corridor. He did feel it would be appropriate to switch to flashing red signalization later in the evening, but not at 7:30 P.M. John Thomas, Bremerton Resident, stated at the time the City Council approved implementing fluoridation of City water, a cost of $90,000 was quoted to provide the fluoridation system. Recently, he heard that the ancillary equipment required to implement fluoridation is projected to cost $350,000. He asked if this information was true? He noted his wife cannot drink fluoridated water and asked if the City would provide her nonfluoridated water at a reasonable cost? In regard to the Sinclair Landing project, it was his understanding that construction would start on the new ferry terminal by the end of August. He asked when would the public see action on this project? President Farr stated on the issue of implementing fluoridation, the City has provided information addressing that issue. He recalled the $90,000 figure was not the estimated cost for constructing the fluoridation facility, however, that figure may not have been as widely know. On the Sinclair Landing project, he suggested Mr. Thomas attend the Study Session immediately following the Council meeting where an update will be given on that project. Russell Hrouda, Bremerton resident, stated he did not support the closure of llth Street at Kitsap Way (west side) due to the adverse effect it has on the residents located on Capital Hill. The TAPE #1484 City Council Reg. Mtg. Minutes August 13, 1997 Page 4 of 7 residents in his neighborhood are submitting a petition to the City objecting to the City's action to close the access. He pointed out that exit out of his neighborhood is the primary route used during winter months when streets are icy or snowy. By closing the access, it will require those residents to traverse several larger hills during winters months to reach their residences. President Farr thanked Mr. Hrouda for his comments, which were also brought up during the District meeting on July 31 and were passed onto the City Engineer for consideration. He believed the closure was on a trial basis and he believed the residents were taking appropriate action with the submittal of a petition that states their opinion on the closure. Mr. Hrouda pointed out when he first moved into his neighborhood in 1992, there were barriers in the street that deterred traffic from making a left turn; however, they were removed 6-8 months later and never replaced. President Farr announced Agenda Item 9A had been pulled off the agenda. 8A - BID AWARD TO SOUND EXCAVATION, INC. FOR EVERGREEN PARK SEAWALL; AND BUDGET ADJUSTMENT 97-26, ~AB97-185 Bids were opened on Monday, August 4, 1997 for the Evergreen Park Seawall Project. Four (4) bids were received for this project (see attached Bid Opening List). The iow bidder is Sound Excavation, Inc. from Bremerton, WA for the base bid lump sum amount of $92,958.81. The total contract amount, including Washington State Sales Tax, is $100,488.47. Jim Spencer, Parks and Recreation Director, stated this particular project required extensive negotiations between the Department of Ecology and Department of fisheries to obtain the necessary permit. This project is more than a seawall, it actually involves the removal of the existing debris, which includes debris from the old memorial pool that anchors the current shoreline. It also includes installation of a planting strip that runs the length of the seawall and a couple of stairways down to the beach. The city must meet the Department of Fisheries deadline for having construction on the beach completed by October 1, 1997. He believes that construction schedule can be met. Public comment - none. Mr. McConnell questioned since funds from the Roosevelt Field Fund were being used on this project, will Evergreen Park be the replacement for Roosevelt Field, i.e., ball fields, etc.? Mr. Spencer stated as you look through the phases and overall planning for Evergreen Park there are definite play areas included in that development. Mr. McConnell stated he was specifically addressing ball fields. Mr. Spencer stated the City was not looking to put in TAPE #1484 City Council Reg. Mtg. Minutes August 13, 1997 Page 5 of 7 ball fields, but rather open play areas. In order to clarify that point, he read the following from the Bremerton Municipal Code: "Expenditures shall be limited to capital assets which address the community's parks, recreation, open space needs." He noted this proposal is a capital asset and something that need to be done and is a significant part of Phase I. Mr. Neville questioned what will happen if the City could not meet the October 1 deadline? Mr. Spencer stated the City would have to wait until spring of 1998, to construct the seawall. Mr. Neville asked Mr. Spencer to explain what the seawall will do and how it will be pedestrian friendly. Mr. Spencer stated currently the area is unsightly, unsafe and in poor shape. With construction of the seawall, it primarily removes a liability for the City. Mr. Winters questioned the remaining balance in the Roosevelt Field Capital Assets 622 fund? Mr. Spencer stated ending cash will be $88,000. #1334 M/S/C/U(Neville/Montgomery) To approve awarding this contract to Sound Excavation, Inc. in the amount of $92,958.81, and that, if approved, the City Council authorizes the Mayor to execute the same, subject to city administrative policies and procedures. #1363 M/S/C/U(Neville/Montgomery) To approve Budget Adjustment 97-26, authorizing the expenditure of an additional $50,000 from ending cash, from Roosevelt Capital Assets 622 (for a total amount of $150,000) in support of the Evergreen Park Seawall. 8B - POSITION UPGRADE FOR PARKS &RECREATION DEPARTMENT; AND BUDGET ADJUSTMENT 97-25t ~AB97-186 A Classification Study was performed on one of the three Recreation Program Coordinator I positions authorized in the 1997 Staffing Levels. The review concluded that one of the positions should be classified as a Recreation Program Coordinator II position. It is impossible to delegate responsibilities to other staff members without impacting programs. Jim Spencer, Parks and Recreation Director, noted there would be no impact to the existing expenditure level authorized by the council, but it would change the employee count by increasing Recreation Program Coordinator II position by one and decrease Recreation Program coordinator I position by one. Public comment - none. #1437 M/S/C/U(Huff-Menees/Montgomery) To approve the upgrading of one Recreation Program Coordinator I position to a Recreation Program Coordinator II position, and approval of Budget Adjustment 97-25. TAPE #1484 City Council Reg. Mtg. Minutes August 13, 1997 Page 6 of 7 8C - AGREEMENT WITH INTERAGENCY COMMITTEE FOR OUTDOOR RECREATION (IAC) FOR THE GRANT FOR EVERGREEN PARK PHASE I CONSTRUCTION~ #AB97-187 In August 1996, the Parks & Recreation Department submitted a Washington Wildlife & Recreation Program (WWRP) Grant to the Interagency Committee for Outdoor Recreation (IAC) for Evergreen Park Phase I development. The renovation project includes picnic shelters, basketball courts, sand volleyball court, expanded trail system, new playground equipment, and additional parking including a handicapped turnaround. Total cost for the project was $596,300. The IAC grant request was $298,150; the City's match is $298,150 (50% minimum match requirement). The Evergreen Park Phase I project was ranked the #1 Local Parks project submitted to the Washington State Legislature in the 1997 session. The State has allocated the WWRP funds for 1997-1998. Consequently, the IAC can now enter into an agreement with the City of Bremerton to provide funding to support this project. Jim Spencer, Parks and Recreation Director, stated the City is currently involved in negotiations with an architect to put together a reasonable price to design the project. Mike Shepherd, Evergreen Neighborhood Association (ENA), stated his group has worked with the Parks Department and the Bremerton Environmental committee addressing various issues. The ENA is very supportive and excited to see this project get underway. They believe Evergreen Park will be the gem of County parks, the center of cultural activity and recreation for the public in the Central Bremerton area. He believes everyone will look back with lots of pride that the city took the opportunity to correct the seawall and cleaned up the toxic sights, which are incorporated into this proposal. Mr. Winters questioned if there were any guidelines that identified a completion date for the project as a condition to receive the funds? Mr. Spencer explained the actual guidelines under IAC are more liberal than the in-house schedule the Administration will pursue. He anticipates the project will be completed in 1998. #1600 M/S/C/U(Huff-Menees/Neville) To authorize the Mayor to sign the agreement with the Interagency Committee for Outdoor Recreation (IAC) for the Evergreen Park Phase I grant.
